Countries across Europe understand what they are or what they should include differently. This study describes the experiences of nine countries detailing the ways they have opted to organize and finance public health services and train and employ their public health workforce. It covers England France Germany Italy the Netherlands Slovenia Sweden Poland and the Republic of Moldova and aims to give insights into current practice that will support decision-makers in their efforts to strengthen public health capacities and services. Each country chapter captures the historical background of public health services and the context in which they operate; sets out the main organizational structures; assesses the sources of public health financing and how it is allocated; explains the training and employment of the public health workforce; and analyses existing frameworks for quality and performance assessment. The study reveals a wide range of experience and variation across Europe and clearly illustrates two fundamentally different approaches to public health services: integration with curative health services (as in Slovenia or Sweden) or organization and provision through a separate parallel structure (Republic of Moldova). The case studies explore the context that explain this divergence and its implications. This study is the result of close collaboration between the European Observatory on Health Systems and Policies and the WHO Regional Office for Europe Division of Health Systems and Public Health. It accompanies two other Observatory publications Organization and financing of public health services in Europe and The role of public health organizations in addressing public health problems in Europe: the case of obesity alcohol and antimicrobial resistance (both forthcoming).

Available in PDF, EPUB and Kindle. Book excerpt: Health care reforms around the world—from Europe and North America to Africa, Latin America and Asia—seem to all be market-oriented reforms driven by international business interests and right wing political parties. There seems to be a sudden and broad concern with the efficiency of medical care, with the assertion that democratically or professionally run systems are inherently inefficient. Far less concern is evident for the more traditional values held regarding medical care, effectiveness (or quality) and equity. The fact is that we have little good cross-national research that systematically addresses the reform issue. This book addresses that problem, and attempts to look at health care reforms in a number of countries, representing as wide a spectrum as possible, and using a common conceptual framework that allows for comparable information to be gathered and presented on each, despite differing levels of socio-economic development. The authors agreed on a set of models that were thought to provide reasonable guidance in answering the questions of the source of pressures for reform, the alternative modes of organization that have been found in the world in recent years, and the direction of change among those alternatives.

Book excerpt: The COVID-19 pandemic has increased the focus on health informatics and healthcare technology for policy makers and healthcare professionals worldwide. This book contains the 110 papers (from 160 submissions) accepted for the 18th annual International Conference on Informatics, Management, and Technology in Healthcare (ICIMTH 2020), held virtually in Athens, Greece, from 3 – 5 July 2020. The conference attracts scientists working in the field of Biomedical and Health Informatics from all continents, and this year it was held as a Virtual Conference, by means of teleconferencing, due to the COVID-19 pandemic and the consequent lockdown in many countries around the world. The call for papers for the conference started in December 2019, when signs of the new virus infection were not yet evident, so early submissions were on the usual topics as announced. But papers submitted after mid-March were mostly focused on the first results of the pandemic analysis with respect to informatics in different countries and with different perspectives of the spread of the virus and its influence on public health across the world. This book therefore includes papers on the topic of the COVID-19 pandemic in relation to informatics reporting from hospitals and institutions from around the world, including South Korea, Europe, and the USA. The book encompasses the field of biomedical and health informatics in a very broad framework, and the timely inclusion of papers on the current pandemic will make it of particular interest to all those involved in the provision of healthcare everywhere.

Book excerpt: Public Health Surveillance (PHS) is of primary importance in this era of emerging health threats like Ebola, MERS-CoV, influenza, natural and man-made disasters, and non-communicable diseases. Transforming Public Health Surveillance is a forward-looking, topical, and up-to-date overview of the issues and solutions facing PHS. It describes the realities of the gaps and impediments to efficient and effective PHS, while presenting a vision for its possibilities and promises in the 21st century. The book gives a roadmap to the goal of public health information being available, when it is needed and where it is needed. Led by Professor Scott McNabb, a leader in the field, an international team of the top-notch public health experts from academia, government, and non-governmental organizations provides the most complete and current update on this core area of public health practice in a decade in 32 chapters. This includes the key roles PHS plays in achieving the global health security agenda and health equity. The authors provide a global perspective for students and professionals in public health. Seven scenarios lay out an aid to understand the context for the lessons of the book, and a comprehensive glossary, questions, bullet points, and learning objectives make this book an excellent tool in the classroom.

Book excerpt: The development, production, stockpiling and use in war of biological and toxin weapons are prohibited by international law. Although not explicitly stated, the two treaties outlawing such activities, the Geneva Protocol of 1925 and the Biological and Toxin Weapons Convention of 1972, prohibit the continuation of activities previously performed in Biological and Toxin Weapons facilities not justified for prophylactic, protective or other peaceful purposes. Because conversion and other means of cessation of former BTW facilities are not explicitly addressed in the treaties mentioned above the problems involved in conversion ofBTW facilities have thus far only been discussed marginally in the open literature. In times of increased awareness of the danger of biological and toxin warfare (including the increased danger of terrorist use of biological and toxin weapons) it seemed necessary to us to invite experts from different parts of the world to discuss the pros and cons of conversion and the problems involved. It also became obvious to us that the conversion of former BTW facilities should be discussed with respect to the necessity of peaceful internatioual cooperation in areas related to the Biological and Toxin Weapons Convention. An additional reason to discuss matters of peaceful cooperation is that cooperation is explictly requested by Article X of the Biological and Toxin Weapons Convention.

Book excerpt: People have always travelled within Europe for work and leisure, although never before with the current intensity. Now, however, they are travelling for many other reasons, including the quest for key services such as health care. Whatever the reason for travelling, one question they ask is "If I fall ill, will the health care I receive be of a high standard?" This book examines, for the first time, the systems that have been put in place in all of the European Union's 27 Member States. The picture it paints is mixed. Some have well developed systems, setting standards based on the best available evidence, monitoring the care provided, and taking action where it falls short. Others need to overcome significant obstacles.

Book excerpt: One of the most prevailing myths within the social sciences is the difficulty of achieving reform. Governments are either unwilling to push for reform or if they are willing, they are unable to do so. This volume illustrates that reform can and does happen and therefore need not by mythologized. Through carefully selected case studies, the contributions to this volume illustrate reform in several policy sectors and countries, to include the smoking bans in Ireland, public housing in the Netherlands and asylum procedures in Germany. Designed to enhance our understanding of the reform process, this volume is highly suited to the fields of public administration and policy.

Available in PDF, EPUB and Kindle. Book excerpt: This book critically examines how countries across Europe have dealt with the COVID crisis from a policing and security perspective. Across the chapters, contributors from different countries examine the data, press coverage, and provide professional observations on how policing, law enforcement, police powers and community relations were managed. They focus on how security and governmental actors often failed to align with the formal scripts that were specifically designed for crisis-management, resulting in the wavering application of professional discretion and coercive powers. Their different approaches were evident: in some regions police were less dominantly visible compared to other regions, where the police used a top-down visible and repressive stance vis-à-vis public alignment with COVID rules, including the imposition of lockdown and curfews. Some contributors draw on data from the COROPOL (Corona Policing) Monitor which collated data on crime, plural policing and public order in Europe and around the world during the early phases of the COVID crisis. Overall, this book seeks to provide comparative critical insights and commentary as well as a practical and operational understanding of security governance during the COVID-19 crisis and the lessons learned to improve future preparedness.
