Book excerpt: In China, rent seeking has been linked to the idea of the local developmental state in which rapid economic development is explained in terms of the promotion of village and township enterprises by local cadres who wants to maximize revenue. At the same time, the rent-seeking state is also seen as the root of corrupt practices and in the creation of a political market where state assets and authorities are diverted into private interests. Despite the prevalence of rent seeking practices in present day China, no systematic study of the phenomenon across different regions and economic sectors has yet been undertaken and as such what accounts for the occurrence of the phenomenon, what range of activities are related to rent seeking practices and, more importantly, how rent seeking shapes political and economic development are barely understood. Rent Seeking in China seeks to address these questions using case studies from across economics sectors including primary industry, strategic industry, heavy industry, and light industry. It will be invaluable reading for students and scholars of Chinese politics, comparative politics and Chinese economic and business management.

Book excerpt: This title was first published in 2000: This work provides a new insight into china's township and village enterprises (TVEs). It views the governance structure of TVEs as effectively combining the comparative advantage of local government officials in external management and of dual firm managers in internal management to overcome imperfections in both market and government during the transitional period. Through extensive field investigation analysis and case studies, this work shows that the governance structure of TVEs has been evolving during the past fifteen years. To adapt to the changing environment, TVEs have continuously innovated firm contractual form from a government official dominant fixed-wage form to a partnership style profit-sharing form, then to a privatization oriented fixed-rent form. This work develops a complete model to explain how the central government’s partial reform efforts in market liberalization have become the driving force to induce the contractual form innovation, and to explicate how heterogeneity in firms’ technical structures and in local economic settings may affect local government’s decisions regarding contractual form innovation. Using the author’s unique data set, the model simulations predict that the development in the whole market system will result in the diffusion of contractual form innovation and lead to an 'induced privatization’ in this sector. The following empirical studies show this to be a powerful prediction and the progress toward such ’induced privatization' can be expected in China in near future. This research work provides a rich empirical study on China’s institutional transition towards a market system. It explains how a bottom-up endogenous, instead of top-down exogenous, property rights reform can be realized in transitional economies. This work will serve as a valuable reference for researchers and students in economics, economic development and institutional economics - and especially for those interested in research.

Book excerpt: This book provides a historical economic analysis of two key issues relating to township and village enterprise (TVE) development in China. Firstly, the nature of the evolving relationship between TVEs and local government; in particular how TVE entrepreneurs have used institutionalized power to secure the political influence needed to defend their financial independence. Secondly, the relationship between TVEs and state-owned enterprises (SOEs), and the role of SOEs in China’s economic transition. This study highlights the importance of the role of SOEs in the “dual-track pricing system” and its impact on other parts of the economy. Township and village enterprises were key to China's success in the late twentieth century, but have more or less disappeared as an entity over the past decade or so. By measuring the structural difference of the SOE sector before and after 1998–2003 SOE reform, Jin explains their fast catch-up in productivity since the mid-1990s, as well as the relative decline of TVE productivity.

Available in PDF, EPUB and Kindle. Book excerpt: This book systematically defines and analyses the rise of China’s innovation system and Chinese corporate governance model. China’s achievement in artificial intelligence and high technology innovation has attracted the global attention. The country’s innovation system and Chinese model arose during the period between the mid-1990s and the first decade of 21 century, making it one of the leading countries in those fields. This revised and expanded edition examines the Chinese innovation business model based on the basic concept of firm’s governance structure. It builds upon five dimensions: ownership and shareholding structure; interrelation between employer and employee; interrelation between firms; financing pattern and performance criteria; and innovation system and core competitiveness. This book also compares China’s innovation system with the American model and with the European model exemplified by Germany.

Available in PDF, EPUB and Kindle. Book excerpt: This book is about how Chinese entrepreneurs deal with China’s most important institution-the government-in their struggle to survive and even prosper in China’s transitional economy. It takes an "inside look" at several private firms in China and provides a first-hand account, as well as the underlying rationale and decision considerations, of their corporate political strategy. The book is based firmly on solid academic research but actually written with both practitioners and scholars in mind. It offers candid and insightful quotes and observations from the owners and executives of China’s private firms with regards to their dealing with the government. This book advances a typology of corporate political strategies based on the respective motivations of the business (the entrepreneurs and their firms) and the government (the government institutions and individual officials) as well as the modes of their interactions. Eight different types of political strategies by China’s private firms are identified and illustrated with real-life examples, ranging from one-night-stand, situational shopper, good ole friend, patronage seeker, model volunteer, institutional improviser, direct participator, to red hat insider. The book also dissects a living case and traces the development of one particular private firm, from its humble start-up to present day glory, which fittingly illustrates the evolution and dynamics of the various types of political strategies the firm employed at different stages of its growth. For anyone who wants to understand China’s private firms and the Chinese government, thus be able to deal with them more effectively, this book is a must-read.

An insatiable demand for commodities, energy resources and capital, and deepening integration to the world economy has won China acclaim. Yet 25 years of rapid industrial development, far-reaching economic reforms and increasing international competition have also created an array of challenging domestic policy demands. The China Boom and its Discontents discusses the financial and social challenges that have emerged in the wake of rapid economic growth. Recent research on demographic trends, labour movements, financial development, social security, urbanisation and trade agreements highlight the unfinished progress of reforms in China.

Available in PDF, EPUB and Kindle. Book excerpt: The re-emergence of private enterprises is one of the most important factors in China's recent economic development. They will play a key role in maintaining China's high growth rate and honouring its commitments to the WTO. Despite this they face obstacles to growth, including borrowing restrictions, high taxes, ineffective legal protection and lack of technical and information support. The authors in this book discuss these obstacles and propose measures for improving private enterprise development. They consider how private enterprises can help China mitigate its macroeconomic problems, such as unemployment, income inequality, financial disintermediation and cyclical boom and bust. Finally they examine the lessons to be learnt from other countries in promoting privatization.

Book excerpt: This book examines how the interaction between political and economic factors under Doi Moi has shaped Vietnam's China policy and bilateral relations since the late 1980s. After providing a historical background, the book examines the conflicting effects that Doi Moi has generated on bilateral relations. It demonstrates that Vietnam's economic considerations following the adoption of Doi Moi contributed decidedly to the Sino-Vietnamese normalization in 1991 as well as the continuous improvements in bilateral ties ever since. At the same time, Vietnam's economic activities in the South China Sea and China's responses have intensified bilateral rivalry and put their ties under considerable strains. The book goes on to argue that Doi Moi has indeed brought Vietnam newfound opportunities to develop a multi-level omni-directional hedging strategy against China. Finally, the book concludes by looking at the prospects of democratization in both countries and assessing the future trajectory of their relations under such circumstances. As the most comprehensive and up-to-date survey of Vietnam's relations with China over the past thirty years, the book is a useful reference source for academics, policymakers, students, and anyone interested in contemporary Vietnam foreign policy in general and Vietnam-China relations in particular.

Available in PDF, EPUB and Kindle. Book excerpt: This is a compelling analysis of the corporate economies of China and India, which are having a huge impact not just on the international economy, but also in the geopolitical and international strategy sphere as a result of an accelerated globalisation by these two countries, which is unleashing powerful economic challenges to corporate structures, economic institutions and law worldwide. The big question is how after centuries of underdevelopment China and now India are emerging powerfully and pulling ahead of Western European economies. Analysing the role of the state and the adroit use of law, and their impact on the corporate evolution of both China and India, provides greater clarity and insight into why China has evolved as a manufacturing nation utilizing cheap abundant labour while India has not exploited such advantages but instead focused on IT and higher value industries, even abroad as Tata has demonstrated in the motor industry in Europe. Again while Chinese corporations have expanded abroad as an arm of the state into Asia, Middle East, Africa, Europe, Latin America and parts of the southern states of the USA, India has pushed principally into Europe through the efforts of powerful minority capitalists of Parsi and Gujerati background, overcoming technological gaps and differences through acquisitions and absorptions of existing corporations in particular industries, especially in steel, automobiles and textiles. In China, state owned corporations have been dominant. In India, though state owned enterprises have been powerful since 1951, it has been private capitalists with an established stronghold since the colonial period and even under the Socialist period from 1951-1991 who have been the more productive main actors both in India and abroad.

It explores the varied patterns for achieving coordination in different economic systems, applying them specifically to China, Japan and South Korea. These countries are of particular interest due to the fact that they are often considered to have developed their own peculiar blend of models of capitalism. The expert contributors take a common institutional approach, focusing on institutions at the macro level. They present case studies to demonstrate the diversity of institutional patterns at the advent of the 21st century, both within the East Asian region and elsewhere. Examples of stability within existing institutions are illustrated alongside examples of comprehensive institutional change. Underpinning the case studies are a set of theoretical and empirical challenges for researchers concerned with national institutional settings, path dependence and endogenous dynamics.

Book excerpt: The world economy is facing unprecedented challenges brought by the still unfolding global financial crisis. At this critical juncture in history, China's economic performance and financial stability are closely watched across the world. The current global economic downturn and the rigidities it poses on the growth prospects of any individual economy are a testing ground for the effects of China's corporate governance reform and financial reform that have been taking place in recent years. It is now a proper time to assess whether these reforms have yielded meaningful results which can help China withstand and navigate through the most severe economic difficulties of our times. This book provides a comprehensive and up-to-date review and critique of corporate governance reforms and related financial reforms in China during the country's transition to a market economy, involving its enterprise, banking and capital markets sectors. China's participation in economic globalization, symbolized by its accession to the World Trade Organization, is taken as a broad background to the country's domestic reform agenda. By exploring the dynamics of China's evolving corporate governance regime, this book presents an important country study of corporate governance reforms in developing and post-communist transition economies to show the possibility of alternative paths to the market.
