Several remote sensing technologies, such as meteorological and Earth observation satellites, communication satellites, and satellite-based positioning, supported by geoinformation technologies, offer the potential to contribute to improved prediction and monitoring of potential hazards, risk mitigation, and disaster management which, in turn, would lead to sharp reductions in losses to life and property. This book explores most of the scientific issues related to spatially supported disaster management and its integration with geographical information system technologies in different disaster examples and scales. Dealing with disasters over space and time represents a long-lasting theme, now approached by means of innovative techniques and modelling approaches. Book excerpt: This book is a collection of overview articles showing how space-based observations, combined with hydrological modeling, have considerably improved our knowledge of the continental water cycle and its sensitivity to climate change. Two main issues are highlighted: (1) the use in combination of space observations for monitoring water storage changes in river basins worldwide, and (2) the use of space data in hydrological modeling either through data assimilation or as external constraints. The water resources aspect is also addressed, as well as the impacts of direct anthropogenic forcing on land hydrology (e.g. ground water depletion, dam building on rivers, crop irrigation, changes in land use and agricultural practices, etc.). Remote sensing observations offer important new information on this important topic as well, which is highly useful for achieving water management objectives.Over the past 15 years, remote sensing techniques have increasingly demonstrated their capability to monitor components of the water balance of large river basins on time scales ranging from months to decades: satellite altimetry routinely monitors water level changes in large rivers, lakes and floodplains. When combined with satellite imagery, this technique can also measure surface water volume variations. Passive and active microwave sensors offer important information on soil moisture (e.g. the SMOS mission) as well as wetlands and snowpack. The GRACE space gravity mission offers, for the first time, the possibility of directly measuring spatio-temporal variations in the total vertically integrated terrestrial water storage. When combined with other space observations (e.g. from satellite altimetry and SMOS) or model estimates of surface waters and soil moisture, space gravity data can effectively measure groundwater storage variations. New satellite missions, planned for the coming years, will complement the constellation of satellites monitoring waters on land. Book excerpt: Precipitation drives the dynamics of flows and storages in water systems, making its monitoring essential for water management. Conventionally, precipitation is monitored using in-situ and remote sensors. In-situ sensors are arranged in networks, which are usually sparse, providing continuous observations for long periods at fixed points in space, and due to the high costs of such networks, they are often sub-optimal. To increase the efficiency of the monitoring networks, we explore the use of sensors that can relocate as rainfall events develop (dynamic sensors), as well as increasing the number of sensors involving volunteers (citizens). This research focusses on the development of an approach for merging heterogeneous observations in non-stationary precipitation fields, exploring the interactions between different definitions of optimality for the design of sensor networks, as well as development of algorithms for the optimal scheduling of dynamic sensors. This study was carried out in three different case studies, including Bacchiglione River (Italy), Don River (U.K.) and Brue Catchment (U.K.) The results of this study indicate that optimal use of dynamic sensors may be useful for monitoring precipitation to support water management and flow forecasting.

Chapter 1 addresses the fusion of multisensor, multiresolution and multitemporal data. It proposes two supervised solutions that are based on a Markov random field: the first relies on a quad-tree and the second is specifically designed to deal with multimission, multifrequency and multiresolution time series. Chapter 2 provides an overview of pixel based methods for time series classification, from the earliest shallow learning methods to the most recent deep-learning-based approaches. Chapter 3 focuses on very high spatial resolution data time series and on the use of semantic information for modeling spatio-temporal evolution patterns. Chapter 4 centers on the challenges of dense time series analysis, including pre processing aspects and a taxonomy of existing methodologies. Finally, since the evaluation of a learning system can be subject to multiple considerations, Chapters 5 and 6 offer extensive evaluations of the methodologies and learning frameworks used to produce change maps, in the context of multiclass and/or multilabel change classification issues.
