Book excerpt: Excerpt from Paupers in Almshouses, 1904 An inspection of Table 11 shows that, although during the decade 1880 to 1890 the number of foreign born white paupers increased more than that of any other element, the ratio, which declined for all classes, decreased relatively faster for the foreign born white paupers than for the colored and not very much slower than for the native white, for the, latter of which the absolute number decreased. This large decrease in the ratio for foreign born white paupers was unquestionably due to the great immigration during the period. Book excerpt: Excerpt from The Splendid Paupers: A Tale of the Coming Plutocracy; Being the Christmas Number of the Review of Reviews, 1894 The Christmas Numbers of the Review of Reviews endeavour to embody in the narrative form, which permits the chronicler to unite the license of fiction with the realism of fact, the most conspicuous events and ideas of the passing year. In 1892, in "From the Old World to the New" I was able to describe in advance Chicago and the World's Fair. In 1893, the Liberator swindle suggested the subject for "Two and Two Make Four." This year, the fall in prices, the debates upon the death duties, the arrival of plutocrats from the United States, and the war between China and Japan, afford a not less obvious topic for "The Splendid Paupers." It may seem to be audacious beyond measure to attempt to weave into a Christmas Number such forbidding and heterogeneous topics as death duties, bimetallism, agricultural depression, and the war in the Orient; but if fortune favours. the brave, I may at least hope for good luck in my enterprise. For the title I owe my acknowledgments to the Countess of Warwick; the characters, with few exceptions, are borrowed from real life, and most of them I fear are but thinly disguised. Book excerpt: Few measures, if any, could claim to have had a greater impact on British society than the poor law. As a comprehensive system of relieving those in need, the poor law provided relief for a significant proportion of the population but influenced the behaviour of a much larger group that lived at or near the margins of poverty. It touched the lives of countless numbers of individuals not only as paupers but also as ratepayers, guardians, officials and magistrates. This system underwent significant change in the nineteenth century with the shift from the old to the new poor law. The extent to which changes in policy anticipated new legislation is a key question and is here examined in the context of London. Rapid population growth and turnover, the lack of personal knowledge between rich and poor, and the close proximity of numerous autonomous poor law authorities created a distinctly metropolitan context for the provision of relief. This work provides the first detailed study of the poor law in London during the period leading up to and after the implementation of the Poor Law Amendment Act of 1834. Drawing on a wide range of primary and secondary sources the book focuses explicitly on the ways in which those involved with the poor law - both as providers and recipients - negotiated the provision of relief. In the context of significant urban change in the late eighteenth and nineteenth century, it analyses the poor law as a system of institutions and explores the material and political processes that shaped relief policies.

Available in PDF, EPUB and Kindle. Book excerpt: "What am I writing? A historical tale of 300 years ago, simply for the love of it." Mark Twain’s "tale" became his first historical novel, The Prince and the Pauper, published in 1881. Intricately plotted, it was intended to have the feel of history even though it was only the stuff of legend. In sixteenth-century England, young Prince Edward (son of Henry VIII) and Tom Canty, a pauper boy who looks exactly like him, are suddenly forced to change places. The prince endures "rags & hardships" while the pauper suffers the "horrible miseries of princedom." Mark Twain called his book a "tale for young people of all ages," and it has become a classic of American literature. The first edition in 1881 was fully illustrated by Frank Merrill, John Harley, and L. S. Ipsen. The boys in these illustrations, Mark Twain said, "look and dress exactly as I used to see them cast in my mind. . . . It is a vast pleasure to see them cast in the flesh, so to speak." This Mark Twain Library edition exactly reproduces the text of the California scholarly edition, including all of the 192 illustrations that so pleased the author.

Book excerpt: - Includes the 192 illustrations by F. T. Merrill -Table of contents to every chapters in the book. -Complete and formatted to improve your reading experience Tom Canty (youngest son of a family living with the dregs of society in Offal Court) has always aspired to a better life, encouraged by the local priest (who has taught him to read and write). Loitering around the palace gates one day, he sees a prince (the Prince of Wales – Edward VI). Tom is nearly caught and beaten by the Royal Guards; however, Edward stops them and invites Tom into his palace chamber. There the two boys get to know one another, fascinated by each other's life and their uncanny resemblance. They decide to switch clothes "temporarily". Edward leaves in a hurry before the boys are caught at their game, snatching up an article of national importance (which the reader later learns is the Great Seal of England). Soon Prince Edward is trying to escape the brutality of Tom's abusive drunken father. Tom, posing as the prince, tries to cope with court customs and manners. His fellow nobles and palace staff think "the prince" has an illness which has caused memory loss and fear he will go mad. They repeatedly ask him about the missing "Great Seal", but he knows nothing about it; however, when Tom is asked to sit in on judgments, his common-sense observations reassure them his mind is sound. Edward soon meets Miles Hendon, a soldier and nobleman returning from war. Although Miles does not believe Edward's claims to royalty, he humors him and becomes his protector. Meanwhile, news reaches them that King Henry VIII has died and Edward is now the king. As Edward experiences the brutish life of a pauper firsthand, he becomes aware of the stark class inequality in England. In particular, he sees the harsh, punitive nature of the English judicial system where people are burned at the stake, pilloried, and flogged. He realizes that the accused are convicted on flimsy evidence (and branded – or hanged – for petty offenses), and vows to reign with mercy when he regains his rightful place. When Edward unwisely declares to a gang of thieves that he is the king and will put an end to unjust laws, they assume he is insane and hold a mock coronation. After a series of adventures (including a stint in prison), Edward interrupts the coronation as Tom is about to celebrate it as King Edward VI. Tom is eager to give up the throne; however, the nobles refuse to believe that the beggarly child Edward appears to be is the rightful king until he produces the Great Seal that he hid before leaving the palace. Tom declares that if anyone had bothered to describe the seal he could have produced it at once, since he had found it inside a decorative suit of armor (where Edward had hidden it) and had been using it to crack nuts. Edward and Tom switch back to their original places and Miles is rewarded with the rank of earl and the family right to sit in the presence of the king. In gratitude for supporting the new king's claim to the throne, Edward names Tom the "king's ward" (a privileged position he holds for the rest of his life). They live happily for sometime. But it is noted that whereas Tom lived a long life, Edward died young.
