Book excerpt: Governor Kean speaks about New Jersey's Department of Human Services and Acting Commissioner Geoff Perselay and Dept's impressive programs which included job training, career counseling and child care. Welfare is defined as "government benefits distributed to impoverished persons to enable them to maintain a minimum standard of well-being." The New Jersey Department of Human Services aims to help people get off of welfare and into a job, if possible. That is the central focus of the State's WorkFirst New Jersey program. Efforts include helping people acquire the skills they need in order to get a job, like job training, educational and work activities programs, as well as logistical help with child care, transportation and other support. However, when it is not possible for people to go to work - due to a disability or other reason - DHS will help to provide services to New Jersey residents who need public assistance with the basic necessities of life, such as food and shelter.

Book excerpt: Governor Kean speaks at the New Jersey State Agriculture Convention, as part of New Jersey's Farmers' Week. He mentions that the state farmers produced $500 million worth of produce in 1984. He quotes Daniel Webster when he says "Farmers are the founders of human civilization." Members of the State Board of Agriculture are elected by delegates from the agriculture community to the legislatively-established, annual State Agricultural Convention in January then recommended to the Governor for appointment to the Board with the approval of the State Senate. Farmer-members of the State Fish and Game Council are also selected at the convention. Two special kinds of awards are also presented each year at the convention: Distinguished nguished Service and Outstanding Young Farmer. The New Jersey Department of Agriculture (NJDA), an agency which oversees programs that serve virtually all New Jersey citizens, was established in 1916. One of the Department's major priorities is to promote, protect and serve the Garden State's diverse agriculture and agribusiness industries. The Dept offers programs to support production agriculture, NJDA also manages programs that: feed schoolchildren, distribute surplus federal foods to soup kitchens and pantries that serve our needy citizens, conserve precious soil and water resources, protect farmland from development and preserve it for future agricultural use, expand export markets for fresh and processed agricultural products, and promote our commercial fishing industry, and, administer the complete program of agriculture, food and natural resource education, which includes the State FFA Association.

The Principal of the Beck Middle School, Mr. Burdette and the head of social studies, Mr. Harold Melleby were also mentioned. Kean speaks about the three constitutions that New Jersey had then had and the "clean government" movement which began in Essex County, which was Kean's home county. He tells his audience that New Jersey had a widespread, negative reputation for very corrupt politics. The fight for clean government went on for many years, until clean government candidate Alfred Discoll, was elected by a huge majority. Discoll called together the State Constitutional Covention of 1947. He discusses some of the results of that convention such as conditional vetoes. He concludes by stating that "the outstanding feature of our government is that it outlasts any one person or time."
