He states that this proposal stems from the report of his Commission on the Future of the State Colleges (appointed in Aprill 1982). The Chairman of the Commission was Anthony Cicattiello. He mentions the spirit of the "State College Autonomy Act of 1969," toward his vision to build New Jersey into one of the finest state college systems in the nation. He promises that the new College Governing Boards Association and transfer of authority will be in place by July 1985. The complete fiscal transfer would take place over three years, to end in 1988.
