Pearl Beatty was then the outgoing president of the New Jersey Association of Counties. Governor Kean speaks about the history of county government as an effective middle tier of government between the state and municipalities. In that role, the counties provide services such as county colleges, hospitals and public parks that contribute greatly to the welfare of all New Jersey residents. Governor Kean tells his audience that one long-term priority of county government must be a comprehensive examination of the system of taxation and spending. He concludes with highlighting the common goal of building a better New Jersey for the next generation.

Book excerpt: Governor Kean speaks about the serious issue of some school districts not meeting the state's standards. He asked NJ Department of Education Commissioner Saul Cooperman to intervene with those schools that are potentially not able to meet the standards for certification. His charge was to develop a plan for intervention should intervention be needed. Type III schools are considered alternative education program type schools They employ remedial instruction for students that are academically behind other students. Type III schools also often focus on supporting social and emotional growth. Governor Kean mentions that there are 600 school districts in New Jersey. State intervention would be a last resort. The issue is the future of our children and Kean firmly states that "we will not allow our children's future to be jeapardized by a faulty, flawed and failed education system." He further states that "we all have a stake in their future and that no New Jerseyan would stand in the way of a better life for our children and our state."
