Fifteen years ago, politicians on the take and mafiosi on the make were supposedly pushed aside by a new generation of reformers and crusading magistrates. However, in this new book a team of leading experts on Italy uncovers little real progress. Badly needed reforms have foundered on bickering between the parties and their ego-centric leaders. Both left and right-wing coalitions have been guilty of impeding the anti-corruption revolution. Little has been done to improve the quality of public expenditure: infrastructure and education systems remain shambolic, and decades of periodic devaluation and deficit spending have left the economy structurally weakened. Italy’s politicians are not just masters of trasformismo (an ability to reinvent and present themselves anew to voters), but of stratificazione, or "layering", the introduction of new policies and institutions without replacing those that preceded them. The result is a damaging mix of obsolete and contradictory legislation, the product of bargaining over reform by chronically weak governments in a veto-ridden polity. The outcome – immobilismo – is a system in which all parties, and democratic government itself, are steadily losing legitimacy. This book was published as a special issue of West European Politics.

Book excerpt: The corporate governance systems of continental Europe have traditionally been quite different to those of the liberal market economies (e.g. the US and the UK). Company ownership has been dominated by incumbent blockholders, with a relatively minor role for minority shareholders and institutional investors. Business strategy has focused on the achievement of social stability - taking into account the interests of a broad group stakeholders - rather than the maximisation of shareholder value. However, since the mid-1990s, European corporations have adopted many of the characteristics of the Anglo-American shareholder model. Furthermore, such an increased shareholder-orientation has coincided with a significant role for the Left in European government. This presents a puzzle, as conventional wisdom does not usually conceive of the Left as an enthusiastic proponent of pro-shareholder capitalism. This book provides an analysis of this paradox by examining how economic factors have interacted with the policy preferences of political parties to cause a significant change in the European system of corporate governance. This book argues that the post-war support of the European Left for the prevailing blockholder-dominated corporate system depended on the willingness of blockholders to share economic rents with employees, both through higher wages and greater employment stability. However, during the 1990s, product markets became more competitive in many European countries. The sharing of rents between social actors became increasingly difficult to sustain. In such an environment, the Left relinquished its traditional social partnership with blockholders and embraced many aspects of the shareholder model. This explanation is supported through a panel data econometric analysis of 15 non-liberal market economies. Subsequent case study chapters examine the political economy of recent corporate governance change in Germany and Italy.

One Political Economy, One Competitive Strategy? begins with an assessment of how many pharmaceutical firms in Germany, Italy, and the UK pursue strategies facilitated by national institutions governing the financial markets, antitrust activities, and the labour market. Quantitative analyses reveal that deviant firms, competing through institutionally unsupported strategies, outnumber conforming firms by far. Not only does this finding run counter to the expectations of the competitiveness literature, it brings up a whole new line of inquiry. How can firms compete through strategies that are not supported by national institutions? The book addresses this question and illustrates that firms do not necessarily exploit comparative institutional advantages, but that they can also circumvent institutional constraints. International markets and individual collaboration on a contractual basis allow firms to compete despite comparative institutional disadvantages. These findings suggest that trade liberalization does not lead to strategy specialization but to strategy diversification, depending on the inventiveness of entrepreneurs to develop individual approaches to compete.
