Book excerpt: A common disposition for youthful offenders, juvenile probation has the potential to improve well-being and reduce recidivism for a large number of youth. The juvenile probation officer-youth relationship can inspire positive changes to offending youth and reduce the likelihood of reoffending, but remains poorly understood. This study (1) described the characteristics of JPO-youth relationship quality, (2) examined how youth background and probation characteristics influence JPO-youth relationships, JPO supervision practices, and probation compliance, (3) explored the link between youth relationships with JPO, supervision practices, and probation compliance, and (4) examined the role of parent-youth relations and parents' perceptions of and engagement with probation. A chief contribution of this study was going beyond probation officers' reports of their experiences in supervision and decision-making by obtaining youth reports of their experiences on probation supplemented by reports from their parents. One hundred two youth adjudicated and supervised on juvenile probation and seventy eight parents of participating youth were interviewed for this study. Our findings indicate that youth characterized their relationships with their JPOs as trusting, caring/fair, and tough. Relationship qualities among youth and their probation officers relate to supervision practices and probation compliance. Positive JPO-youth relationships characterized as caring and fair are linked to client-oriented practices such as use of problem-solving, praises, and reminders. On the other hand, JPO-youth relationships characterized as tough are linked to both client-oriented and control-oriented supervision practices (i.e., reliance on confrontational tactics including threats of detention and increased monitoring and surveillance) and increased diverse technical violations. Our findings also highlight the important role of parents in the probation process. Positive parent-youth relationships characterized as supportive and less undermining are linked to fewer diverse delinquent offenses when youth had poor relationships with their JPOs. For technical violations, positive JPO-youth relationships matter more when youth had poor relationships with their parents. Finally, positive parent-JPO relationships characterized as fair, supportive, and respectful appear to be helpful in facilitating favorable JPO-youth relationships and encouraging parental engagement with probation. This study has potential implications in informing programs and services that would facilitate collaborative partnership between JPOs and parents in order to foster better outcomes for offending youth.

Book excerpt: Recently within the juvenile justice system there has been a great deal of attention toward increasing family involvement, with the goal of enhancing the quality of service-delivery for youth active with the justice system and their families, and ultimately achieving better overall outcomes. Many states are adopting new initiatives and policies to improve the involvement and engagement of family members in decision-making, treatment, supervision and overall case management. To date, however, there is little published empirical evidence that demonstrates whether or how such involvement will translate into greater success, increased compliance with treatment and conditions, goal attainment, reduced length of stay/time on supervision, and ultimately lower recidivism rates, for youth active with the juvenile justice system. Furthermore, there is a need to clearly define and operationalize "family involvement" within a juvenile justice context, which has not yet been clearly conceptualized or operationalized in the literature. While there are a few studies that examine family involvement with justice involved youth, these are generally limited to youth in out-of-home placement facilities. With the majority of youth remaining in the community during their involvement with the juvenile justice system, conducting research within a community-based setting is an integral part of understanding family involvement. The current study sought to provide an understanding of how best to measure and operationalize family involvement in a broader juvenile justice context. In addition to developing a working definition of, and framework for, family involvement, this dissertation examined whether or not family involvement influences recidivism. To examine the relationship between family involvement and recidivism from a community corrections lens, the current study used case record data from a random sample of 300 youth referred to the Dauphin County Pennsylvania Juvenile Probation Department in 2010. In Pennsylvania juvenile probation officers are involved with a case from referral to case closing; therefore, in addition to providing a community corrections setting, the juvenile probation department provides the opportunity to measure family involvement from case beginning to end. Employing a longitudinal cohort design, two years of retrospective data were collected for the 97 females and 203 males included in the study sample. Multivariate analyses were used to measure the relationship between various indicators of family involvement and youth outcomes. Findings show that family member presence at court hearings is a significant predictor of recidivism. Youth whose family members missed at least one court hearing were significantly more likely to have a violation of probation filed, to recidivate, and to have a shorter time to rearrest. Additionally, when exploring familial characteristics that may contribute to family involvement, risk assessment results and family member criminal justice history were significantly related to various family involvement measures. This research helps lay the conceptual and empirical foundation for understanding and testing the impact of family involvement, and its findings contribute to the knowledge of the role of family in the juvenile justice system. This dissertation also suggests new areas of research to assess the effects of family involvement on juvenile justice outcomes. These initial findings assist in understanding the nature and impact of such initiatives, and provide important feedback to policy makers and program officials as they continue to shape the role of a family involvement strategy in juvenile justice, with the primary goal of increasing overall youth success and reducing recidivism.

The current study employed a 2 (Justice-involved youth race: Black vs. White) x 3 (Mock juvenile probation officer emotion: anger vs. sadness vs. neutral/control) between-subjects design to investigate the impact of elicited anger and sadness and justice-involved youth race on mock juvenile probation officer decision making. Participants (N = 393) completed an emotion elicitation task, reviewed a petition describing a justice-involved youth, recommended sentencing, and then completed measures related to their perceptions of the justice-involved youth (e.g., perceptions of dangerousness and approach to supervision). Findings suggest race impacted sentencing recommendations, but emotion did not moderate this relationship. Exploratory analyses revealed that anger and perceptions of youth dangerousness impacted the care-oriented approach to supervision. Future research is needed to explore the impact of juvenile probation officer emotion and justice-involved youth race on juvenile probation officer decision-making processes. Implications and future directions are discussed.

Book excerpt: Adolescence is a distinct, yet transient, period of development between childhood and adulthood characterized by increased experimentation and risk-taking, a tendency to discount long-term consequences, and heightened sensitivity to peers and other social influences. A key function of adolescence is developing an integrated sense of self, including individualization, separation from parents, and personal identity. Experimentation and novelty-seeking behavior, such as alcohol and drug use, unsafe sex, and reckless driving, are thought to serve a number of adaptive functions despite their risks. Research indicates that for most youth, the period of risky experimentation does not extend beyond adolescence, ceasing as identity becomes settled with maturity. Much adolescent involvement in criminal activity is part of the normal developmental process of identity formation and most adolescents will mature out of these tendencies. Evidence of significant changes in brain structure and function during adolescence strongly suggests that these cognitive tendencies characteristic of adolescents are associated with biological immaturity of the brain and with an imbalance among developing brain systems. This imbalance model implies dual systems: one involved in cognitive and behavioral control and one involved in socio-emotional processes. Accordingly adolescents lack mature capacity for self-regulations because the brain system that influences pleasure-seeking and emotional reactivity develops more rapidly than the brain system that supports self-control. This knowledge of adolescent development has underscored important differences between adults and adolescents with direct bearing on the design and operation of the justice system, raising doubts about the core assumptions driving the criminalization of juvenile justice policy in the late decades of the 20th century. It was in this context that the Office of Juvenile Justice and Delinquency Prevention (OJJDP) asked the National Research Council to convene a committee to conduct a study of juvenile justice reform. The goal of Reforming Juvenile Justice: A Developmental Approach was to review recent advances in behavioral and neuroscience research and draw out the implications of this knowledge for juvenile justice reform, to assess the new generation of reform activities occurring in the United States, and to assess the performance of OJJDP in carrying out its statutory mission as well as its potential role in supporting scientifically based reform efforts.

Book excerpt: The current study examined ways in which presentation of information in community provider reports that describes youths' compliance with probation requirements influences juvenile probation officers' (JPOs) perceptions of youth and recommendations to the court. JPOs (N = 318) employed by counties in the Pennsylvania Commonwealth participated in an anonymous, online study. This study used a 3 (framing) X 2 (risk level) experimental design to explore the impact of the presentation of information (positive, neutral, negative) and risk level (low, high) on probation officers' decision making. Participants read one of the six community provider reports about a hypothetical youth on probation and answered five questions about their impressions of the youth and their recommendations to the court. JPOs rated compliance and effort significantly lower when information was framed negatively than when information was framed positively or neutrally. JPOs reported lower likelihood of recommending positive court responses and greater likelihood of recommending negative court responses when information was presented negatively, particularly when considering probation revocation for youth identified as high risk. Additionally, JPOs rated compliance significantly higher for youth identified as low risk than for youth identified as high risk. Mediation analyses revealed that JPOs' perceptions of youth significantly mediated the pathway between report framing and recommendations to the court, but did not mediate the pathway from youth risk level to JPOs' recommendations. Findings from the current study suggest that JPOs' differentially interpret identical probation-related behaviors depending on how the information is presented. Policy and practice implications will be discussed, with an emphasis on the importance of providing fair outcomes across all probation-involved youth.

Book excerpt: While under community-based court supervision, youths' (non)compliant behaviors are monitored by juvenile probation officers (JPOs), who provide recommendations to the court about whether youths' levels of supervision should be increased, decreased, or remain the same. The current study examined the extent to which JPOs' recommendations influenced judges' decisions at review hearings (N = 775) in a mid-Atlantic jurisdiction, and whether JPOs' recommendations varied by youth demographic characteristics (i.e., race/ethnicity, gender, age). Binomial multilevel mediation analyses, conducted using the lme4 and mediation packages in RStudio, indicated that JPOs' recommendations mediated the relationship between youths' noncompliance and judges' orders to decrease levels of supervision relative to increasing or maintaining current levels. JPOs' recommendations did not mediate the relationship between youths' noncompliance and judges' orders to increase supervision levels relative to keeping youth at their current levels. Moderated multilevel mediation analyses revealed that youths' race/ethnicity impacted the relationship between noncompliance and JPOs' recommendations to decrease supervision relative to maintaining current levels; White youth were less likely than youth of racial minority status to receive recommendations for reductions in supervision. Youths' age and gender did not appear to impact JPOs' decision making. Findings suggest that JPOs' recommendations played an important role in judges' decision making in some, but not all, contexts and that some JPOs' recommendations depended on youths' race/ethnicity. Policy and practice considerations regarding consistent decision making in the context of current probation transformation efforts, as well as directions for future research (e.g., whether the nature or extent of noncompliant behaviors drive judges' decisions), are offered.

Book excerpt: Juvenile risk assessment tools provide information to judges and juvenile probation officers for the case processing and planning of justice-involved youth, including to offer information to guide decisions made about the confinement and sanctioning of youth. However, such instruments vary widely in their measured outcomes. While research demonstrates the acceptable predictive validity of risk assessment measures for appraising recidivism risk, little has been done to empirically evaluate judges' understanding of information provided by risk assessments. Furthermore, judges' heuristic-based estimates of youths' likelihood to recidivate and the effects of such estimates have not been studied. Thus, this dissertation aimed to better understand judges' interpretations and use of juvenile risk assessment tools in their decision making around restrictive sanctions and confinement of youth. I evaluated whether a judge's estimate of the probability of a youth's recidivism mediates the relationship between risk level and their likelihood for ordering residential placement. Additionally, I examined the moderating role that the race of a youth may play on the judges' estimates of recidivism probability and their sanction decisions. Results revealed there was no simple, significant relationship found between risk level and judicial staff's confinement decisions. However, judicial staff estimated higher likelihood for recidivism as the risk level category increased and ordered out-of-home placements at an increased rate as their estimations of the youth's likelihood to recidivate increased. Youth race did not moderate the model. The information gathered by this dissertation can help generate risk communication recommendations and education offered to judges and probation staff to better inform decision making about youth dispositions.
