Indian Ocean, third largest ocean in the world surpasses the Atlantic and Pacific Oceans as the world’s largest and most strategically significant trade corridor. Indian Ocean Region (IOR) which is surrounded by Africa, Asia and Australia serves as a maritime highway, linking trans-continental human and economic relationships. Being the world’s most populated region, one third of the world’s bulk cargo and around two thirds of world’s oil ship tankers pass through it. China’s interest in the Indian Ocean Region (IOR) can be traced back to the early 1960s. Ever since Beijing has been increasingly deepening its presence in the IOR for a variety of reasons—oil, trade, security, etc., over 30 per cent of China’s seaborne trade worth about US $300 billion transits across IOR. Sharing a quarter of the world’s population, China faces ever increasing demand for energy. China has little choice but to look beyond its borders for its energy needs. In Sleeping Dogs, Andrew McDougall reveals how a change in federalist strategy, combined with an improving political context, helped Canada stabilize its federal system and bury the "Quebec question" for the foreseeable future. The book identifies five potential reasons the Quebec sovereignty movement lost momentum and argues that all contributed to a political environment that benefited federalists. McDougall explores topics of elite accommodation, generational change, changing identity politics, economic globalization, and constitutional fatigue. He argues that Canada’s federalist political elites have capitalized on these developments to stabilize the country by dropping the national question – even when they might still hold very different visions of the Constitution. Building on "constitutional abeyance" theory, the author conceives of this strategic change as the restoration of a constitutional abeyance among federalist actors. Considering recent history in light of subsequent developments, Sleeping Dogs is a timely and important attempt to understand the evolving situation in Quebec and Canadian federalism.

Book excerpt: This book examines the role of China in driving and sustaining India’s post-Cold War engagement with Southeast Asia. In doing so, it provides a unique insight into the regional dimensions of the Sino-Indian relationship. India launched its Look East Policy in the early 1990s as part of a concerted effort to revive the importance of Southeast Asia in the country’s foreign policy agenda. This study assesses the role of the China factor – defined here as China’s regional role, which has been interpreted through the prism of the Sino-Indian relationship – in the inception and evolution of the policy. More specifically, it establishes the extent to which China has been raised as a priority in discourses of India’s Look East Policy and how this has varied over time from the origins of the policy through to the most recent phase of the renamed Act East Policy. Addressing the distinction between what policymakers signal in their official statements and their true or underlying motivations, the book alludes to the fact that government officials may not always reflect true intentions in their official statements, and it is often what is not said that may reveal more about their real motivations. This is particularly relevant in the context of the Sino-Indian relationship where diplomatic rhetoric often masks more competitive and confrontational aspects of the bilateral relationship.
