These days, the highly regulated river looks nothing like it did to those early settlers. Alternately viewed as a valuable ecosystem and life-sustaining foundation of community welfare or a commodity to be engineered to yield maximum economic benefit, the Rio Grande has brought many advantages to those who live in its valley, but the benefits have come at a price. This study examines human interactions with the Rio Grande from prehistoric time to the present day and explores what possibilities remain for the desert river. From the perspectives of law, development, tradition, and geology, the authors weigh what has been gained and lost by reining in the Rio Grande.

Available in PDF, EPUB and Kindle. Book excerpt: Presidents Lyndon Johnson and Richard Nixon dramatically expanded the federal government's domestic security apparatus to cope with social unrest that rocked their administrations. By the mid-1970s, the Justice Department and Army maintained some 400 databanks containing nearly 200 million files on supposedly subversive individuals and organizations. Katherine Scott chronicles the subsequent public response to that government action: a determined citizens' movement to rein in the state. She details the efforts of a group of unheralded heroes who battled to reinvigorate judicial, legislative, and civic oversight of the executive branch in order to curtail and prevent future abuses by government agencies. Working closely with allies in Congress, they challenged state power, instituted open government policies, and protected individual privacy rights. Scott has assembled a cast of characters with compelling stories: Russ Wiggins of the Washington Post, who organized a citizens' campaign for government transparency; Representative John Moss, who called attention to government censorship; ACLU Director Aryeh Neier, who created a legal strategy for judicial oversight of executive branch security measures; Senator Sam Ervin, a civil libertarian who demanded greater oversight of the executive branch; and Morton Halperin, a former NSC staff member, who called attention to the gross constitutional violations of the nation's top security agencies. Rejecting the agendas and methods of both the radical left and the antigovernment right, these progressive reformers sought to bring the American state in line with democratic practice. When Army Captain Christopher Pyle blew the whistle on the U.S. Army's domestic surveillance program, reformers had evidence of illegal domestic spying that they had long suspected but could not confirm. Scott explores how his action united liberals and conservatives to end such abuses. She also assesses how Watergate prompted broad debate in the public sphere about the problems of executive power, the need for greater transparency in domestic security policy, and greater oversight of the activities of the FBI and CIA. These reformers' efforts bore fruit with the passage of a series of major legislative reforms, including the 1974 Freedom of Information Act revisions, the 1974 Privacy Act, the 1976 Government in Sunshine Act, and the 1978 Foreign Intelligence Surveillance Act. Now that government surveillance of citizens has returned to public consciousness in the wake of 9/11, Scott's stirring account reminds us that power still resides with the people.

He can -- and often does -- have a different guest in his bedroll every night. Despite the urgings of fellow ranch hands, most of whom have found partners, Rio sticks to his motto of “monogamy is monotony.” However, Rio’s resolve to stay foot-loose is severely tested when he locks horns with New York college student, Mark Wembley, at a local Quarter Horse show. Mark is not at all Rio’s type, and he’s a pain in the butt to boot. Rio returns to his job at the gay dude ranch and manages, mostly, to put Mark out of his mind. What happens when Mark shows up at Stallions and Studs as a guest and Rio is forced to face the fact that despite all his efforts to the contrary, he finds himself having feelings for Mark? Will Rio dig in his boot heels and continue to ride life’s trails alone, or will Mark do what no other man has, rein in Rio?

Book excerpt: We document that past highly inflationary episodes are often characterized by a steeper inflationslack relationship. We show that model-generated data from a standard small Dynamic Stochastic General Equilibrium (DSGE) model can replicate this empirical finding when estimated with different expectation formation processes. When inflation becomes de-anchored and expectations drift, we can observe high inflation even with a mildly positive output gap in response to cost-push shocks. The results imply that we should not use an unconditioned (not controlling for expectations change) Phillips curve estimated in normal times to predict the cost of reining in inflation. Our optimal policy exercises prescribe early monetary policy tightening and then easing in the context of positive output gaps and inflation far above the central bank target.

Like no other book out there, Collier breaks down the maneuvers required in a reining pattern and the tricks and techniques for introducing them, perfecting them, and showing them off in competition. You'll learn about: • Collection and steering—condensing your horse's frame and getting his feet to follow his nose • Lead departures, circles, and spins—preparing for the lope, "hunting the circle," and driving into the spin • Stops, back-ups, and rollbacks—perfecting the slide, moving backward with cadence, and swinging around 180 degrees over the hocks • Lead changes—getting it right and preventing anticipation

Available in PDF, EPUB and Kindle. Book excerpt: Schooling the horse is not just about riding - many problems or misunderstandings between horse and rider can, and should be, sorted out on the ground before attempting to ride at all. This book explains how to school your horse from the ground, starting with fundamental techniques, and gives progressive exercises to work through. It explains the importance of stretching work, how to establish a correct outline, and how to build strength and suppleness. Remedial work is also included to improve crookedness, unbalance, and stiffness, for example. Also covered is the use of training aids where necessary, and schooling over ground poles and cavaletti, as well as jumping the horse on the lunge.Observing your horse working without a rider gives you valuable insight as to the correctness of his paces, how his muscle development can be improved, and his general attitude and willingness. When your horse is moving beautifully on his own, there is no reason why he cannot do the same with you in the saddle.
