Afin de mieux représenter les aspects statiques et dynamiques du réseau, nous proposons une modélisation hybride du système de transport (agents et graphes). Le Système Multi-Agent d'Aide à la Décision (SMAAD) proposé réalise les deux phases principales du processus de régulation: le diagnostic des incidents et la prise de décision. Le SMAAD inclut des agents ZONEREG qui génèrent des décisions via une approche évolutionniste de régulation qui peut mener à une reconfiguration partielle du réseau. Cette approche tient compte de la flexibilité courante. Elle intègre ainsi un algorithme de recherche de chemins hamiltoniens.

Ceci sera appuyé par une approche évolutionniste pour la génération d'une solution de régulation optimale. Ce choix est justifié par le caractère ouvert, distribué et complexe des réseaux de transport multimodal.

Book excerpt: The use and management of multimodal transport systems, including car-pooling and goods transportation, have become extremely complex, due to their large size (sometimes several thousand variables), the nature of their dynamic relationships as well as the many constraints to which they are subjected. The managers of these systems must ensure that the system works as efficiently as possible by managing the various causes of malfunction of the transport system (vehicle breakdowns, road obstructions, accidents, etc.). The detection and resolution of conflicts, which are particularly complex and must be dealt with in real time, are currently processed manually by operators. However, the experience and abilities of these operators are no longer sufficient when faced with the complexity of the problems to be solved. It is thus necessary to provide them with an interactive tool to help with the management of disturbances, enabling them to identify the different disturbances, to characterize and prioritize these disturbances, to process them by taking into account their specifics and to evaluate the impact of the decisions in real time. Each chapter of this book can be broken down into an approach for solving a transport problem in 3 stages, i.e. modeling the problem, creating optimization algorithms and validating the solutions. The management of a transport system calls for knowledge of a variety of theories (problem modeling tools, multi-objective problem classification, optimization algorithms, etc.). The different constraints increase its complexity drastically and thus require a model that represents as far as possible all the components of a problem in order to better identify it and propose corresponding solutions. These solutions are then evaluated according to the criteria of the transport providers as well as those of the city transport authorities. This book consists of a state of the art on innovative transport systems as well as the possibility of coordinating with the current public transport system and the authors clearly illustrate this coordination within the framework of an intelligent transport system. Unfortunately, technical developments of multimodal carriage of goods are not supported by adequate legal framework. Despite various attempts that have been made in the past, there is no mandatory international convention governing multimodal carriage. The 1980 Multimodal Convention drawn by the UN has not come into force. All applicable international conventions are unimodal. Provisions contained in each of these unimodal conventions may be applicable to the relating leg of multimodal transport and governing the important issues related to the liability of the MTO differs significantly. Such important issues are: bases of MTO’s liability, limits of liability, loss of right to limit liability, liability of MTO for his agents and servants etc. Therefore, MTO cannot be certain which regime applies to his liability for the loss of goods. This problem is especially noticeable in the cases involving “non-localized loss”. Therefore, there is up to parties to create their own contractual solutions for multimodal transport of goods, taking into account mandatory provisions of unimodal conventions and applicable national laws. Some helpful contractual standard rules have been created in commercial practice. In spite of that, a large majority of industrial representatives and Governments consider the present legal framework unsatisfactory. As a result, countries are adopting their own national multimodal transport laws, in which Ethiopia is not an exception. This reflects fragmentation of rules concerning multimodal transport.

There is not any integrated and specific law governing multimodal carriage of goods.This thesis tries to analyze existing conventions, including the convention on road, rail and provisions governing marine carriage contracts. Proposed hypotheses have been proved. It is derived from the results which there is not any accepted universally rule for determining an integrated governing law for multimodal carriage contracts. Also in the Iranian legal system, there is no legislation on multimodal carriage and parties to a multimodal carriage contact are unable to choose foreign law as the governing law and none of these existing conventions cannot possibly be applied as a comprehensive document that governs all issues of multimodal carriage of goods because all existing carriage conventions, apply on a particular method of carriage with just one mode which don't have qualification for applying on combination of these various modes in multimodal carriage. Application of different rules on a contract also causes legal conflicts between rules hence determining governing law has a special importance in these contracts.

Book excerpt: Cette thèse de doctorat contribue à la mise en place d’un système d’aide à la régulation du trafic dans les réseaux de transport perturbés, visant à aider les exploitants de ces réseaux à dissiper les perturbations qui peuvent surgir et dégrader la qualité des services offerts aux voyageurs. Ce mémoire est composé de quatre chapitres. Il commence par une étude bibliographique sur la gestion des réseaux de transport collectif. Ainsi, nous abordons les différentes problématiques liées aux réseaux de transport, aux processus de planification et de régulation. Le deuxième chapitre présente les différents modèles attribués aux réseaux de transport multimodaux tels que ceux relevant de la théorie de graphes, des systèmes multi-agents, des réseaux de Petri. Il propose aussi une nouvelle formulation mathématique du problème de régulation et un module d’aide à la génération et à l’évaluation des stratégies de régulation. Ce module est constitué de quatre sous-modules, dont chacun réalise une tâche bien précise : l’évaluation d’impact des perturbations et des actions de régulation sur l’état du trafic, la détermination de l’horizon spatio-temporel de régulation, la génération de décisions réalisables et la construction de celles-ci. Les quatre approches évolutionnaires floues proposées pour la résolution de ce problème sont présentées au chapitre 3. Le quatrième chapitre est consacré aux résultats de la mise en œuvre des approches et méthodes proposées à travers les tests de simulation, afin d’évaluer leur performances sur quelques scenarii réels de perturbations de natures différentes et issus du réseau de transport du partenaire industriel du projet SART : la SEMURVAL.
