Book excerpt: Despite having made its first application for EEC membership in 1959, Turkey’s bid to join the EU remains as controversial as ever, with Turkey and EU relations arguably at an all–time low in the aftermath of the attempted coup d’état of July 2016. In this context, the essays here, while using (de)Europeanisation as a broad theoretical framework, explore the current state of Turkey’s EU accession bid from a variety of perspectives, including discourse analysis, Euroscepticism and institutionalist approaches. The essays focus not only on discursive and policy (de)Europeanisation within Turkey, but also examine both official EU and European right–wing Eurosceptic discourse on Turkish accession, as well as approaching the Turkish accession process through comparisons with the contemporary Western Balkan countries and with post–war Germany.

It examines the various steps taken towards harmonization in various contexts, the suitability of the country for EU accession, and the political problems surrounding the Cypriot EU accession. Constantin Stefanou also broadens the scope to consider the wider issues surrounding EU accession negotiations for applicant countries, especially with reference to the new and untested EU guidelines. The volume will be of great value to those interested in Europe and the European Union in general, and European Law and the development of Cyprus in particular.

Book excerpt: This book explores the question of how the EU understands the ‘rule of law’ in its external relations, with a particular focus on development cooperation and enlargement. Although the EU’s commitment to the rule of law is strong, the relevant concept remains nebulous. On the basis of a detailed analysis of two key EU external policy areas, the main argument advanced is that the Union has adopted a mostly ‘institutional’ approach to the concept by focussing largely on judicial reform. By testing the relevant practice against the background of the constitutional traditions of the Member States and legal theory, the book attests to the significance of developing a comprehensive approach to the rule of law in EU external relations.

This book was released on 2008-01-01 with total page 402 pages. Available in PDF, EPUB and Kindle. Book excerpt: Among the criteria for accession to the European Union are democracy and the Rule of Law. In the insightful analysis offered by the author of this book, these concepts - while admirable and even necessary criteria in principle - are almost impossible to measure, and any judgement grounded in them will always be difficult to justify. In his words, 'by including analysis of democracy and the Rule of Law within the field of the EU enlargement law, the Union entered an unstable terrain of vague causal connections and blurred definitions.' Dr Kochenov addresses this problem by proceeding as follows: 1. Outlining EU enlargement law in general, including the principle of conditionality and the role played by the analysis of democracy and the Rule of Law in enlargement preparation; 2. Focusing on the role actually played by the monitoring of democracy and the Rule of Law in ten candidate countries, scrutinizing the way the EU used the legal tools and competences outlined in its enlargement law. The book adopts the EU's own understanding of democracy and the Rule of Law, as derived directly from the substance of the numerous legal and political instruments issued by the Community Institutions and especially the Commission in the course of the pre-accession process. In this way it demonstrates the actual - as opposed to the officially announced - role played by the assessment of democracy and the Rule of Law in the candidate countries in the regulation of enlargement. Many formidable inconsistencies in the application of the conditionality principle are thus laid bare. This leads the author to a series of recommendations on policy and procedure that he demonstrates could be profitably applied to the regulation of current and future accessions, using the Commission's own structure of monitoring pre-accession reforms in the three areas of the legislature, executive, and judiciary in candidate countries. The probity and soundness of these recommendations, firmly grounded as they are in the actual pre-accession monitoring and its consequences for the pre-accession progress of ten Eastern European countries admitted to the EU in 2004 and 2007, will greatly interest policymakers and scholars concerned with the future of European integration.

Book excerpt: Drawing from rationalist and constructivist approaches The Europeanization of Cyprus identifies mechanisms and processes of Europeanization and examines their impact on the following key dimensions of Cyprus: executive, legislative and judicial authorities; political parties and public opinion; economy; agriculture and regional policy; foreign policy; and justice and home affairs. It also assesses how the territorial and temporal dimensions of the country have mediated the impact of these mechanisms and processes, and ultimately shaped the country's Europeanization experience. The book provides a deep understanding of the relations between Cyprus and the EU, while also enhancing our theoretical understanding of the impact of Europeanization on states, whether inside or outside the EU.

Book excerpt: "[U]shers the reader into the complexities of the categorical ambiguity of Cyprus [and]... concentrates... on the Dead Zone of the divided society, in the cultural space where those who refuse to go to the poles gather." -- Anastasia Karakasidou, Wellesley College The volatile recent past of Cyprus has turned this island from the idyllic "island of Aphrodite" of tourist literature into a place renowned for hostile confrontations. Cyprus challenges familiar binary divisions, between Christianity and Islam, Greeks and Turks, Europe and the East, tradition and modernity. Anti-colonial struggles, the divisive effects of ethnic nationalism, war, invasion, territorial division, and population displacements are all facets of the notorious Cyprus Problem. Incorporating the most up-to-date social and cultural research on Cyprus, these essays examine nationalism and interethnic relations, Cyprus and the European Union, the impact of immigration, and the effects of tourism and international environmental movements, among other topics.

Book excerpt: Association provides the main basis for relations between the EU and those states currently seeking membership. This book explores the potential scope and purpose of association and assesses the role it plays in promoting integration with and accession to the EU. Association is presented as a flexible form of relationship which can result in a highly developed alternative to membership. Yet, although association may be flexible, an examination of both the various associations created and the experiences of the associates shows that it involves associates becoming de facto satellites of the EU. Questions are also raised concerning the value of association as a stepping-stone to membership. Associations may be perceived as such, but rarely do they fulfil such a function.
