Es de obligado cumplimiento desde el 9 de diciembre de 2014. Este Reglamento tiene como objetivo establecer las condiciones técnicas y las garantías de seguridad a las que han de someterse las instalaciones eléctricas de alta tensión (instalaciones singulares como son las centrales eléctricas, las subestaciones y los centros de transformación, que se unen entre sí mediante líneas eléctricas de alta tensión), con el fin de proteger a las personas, así como la integridad y la funcionalidad de los bienes que pueden resultar afectados por las mismas, conseguir la necesaria calidad en los suministros de energía eléctrica y promover la eficiencia energética. Afecta a todas las instalaciones eléctricas de conjuntos o sistemas de elementos, componentes, estructuras, aparatos, máquinas y circuitos de trabajo que se utilicen para la producción y la transformación de la energía eléctrica o para la realización de cualquier otra transformación energética. Asimismo, se incluyen los circuitos auxiliares asociados a las instalaciones de alta tensión con fines de protección, medida, control, mando y señalización, así como los cuadros de distribución de baja tensión que puedan ser objeto de requisitos técnicos adicionales por el hecho de encontrarse dentro de una instalación de alta tensión. El Real Decreto 337/2014, por el que se aprueba el Reglamento sobre condiciones técnicas y garantías de seguridad en instalaciones eléctricas de alta tensión y sus Instrucciones Técnicas Complementarias, sustituye al antiguo Reglamento sobre condiciones técnicas y garantías de seguridad en centrales eléctricas, subestaciones y centros de transformación, que fue aprobado por el Real Decreto 3275/1982, de 12 de noviembre. El presente libro incluye las 23 Instrucciones Técnicas Complementarias (ITC-RAT) que desarrolla el Reglamento.
