This need for "sustainable development" is and more by the responsible parties. Moreover, in the being recognised more search for solution strategies the realisation is gaining ground that tourism must be viewed as a worldwide phenomenon whose development must be co-ordinated in a co-operative effort spanning regions and continents. That the preservation of biological diversity also requires global co operation has been confirmed by over 170 countries which have already acceded to the "Convention on Biological Diversity". It is thus an important task to provide the foundations for joint action. Germany, one of the largest source countries of international tourism, must feel particularly obligated in this regard. The report published here is the result of a research project com missioned by the German Federal Agency for Nature Conservation. The study pursued and examined the thesis that the Convention on Biological Diversity be used as a central instrument for arriving at international principles and regulations for combining nature conservation and tourism which could lead to a sustainable development of tourism. To further the discussion, the authors brought the study to a logical conclusion by working out a proposal for a "tourism protocol" additional to the existing Convention on Biodiversity. Such a protocol additional to the Convention would entail the stipulation of internationally binding implementation and regulations for achieving sustainable tourism.

Real Decreto 1098/2001, de 12 octubre, por el que se aprueba el Reglamento General de la Ley de Contratos de las Administraciones Públicas, texto legal vigente en aquello que no se oponga a la Ley 30/2007, de 30 de octubre. Como complemento, se recogen también otras disposiciones referidas a los pliegos de cláusulas administrativas (Decreto 3854/1970, de 31 diciembre, por el que se aprueba el Pliego de Cláusulas Administrativas Generales para la Contratación de Obras del Estado, y la Orden de 8 marzo 1972, referente al Pliego de Cláusulas Generales para la Contratación de Estudios y Servicios Técnicos competencia del Ministerio de Obras Públicas), en torno a la concesión de este tipo de obras (Ley 13/2003, de 23 mayo, reguladora del contrato de concesión de obras públicas, el Real Decreto Ley 5/2005, de 11 marzo, de reformas urgentes para el impulso a la productividad y para la mejora de la contratación pública, o el Real Decreto-ley 9/2008, de 28 noviembre, por el que se crea un Fondo Estatal de Inversión Local y un Fondo Especial del Estado para la Dinamización de la Economía y el Empleo y aprueba créditos extraordinarios para atender a su financiación), sobre revisión de precios (Decreto 3650/1970, de 19 diciembre, por el que se aprueba el cuadro de fórmulas-tipo generales de revisión de precios de los Contratos de Obras del Estado y Organismos Autónomos para el año 1971, así como el Real Decreto 2167/1981, de 20 agosto, por el que se complementa el anterior), junto con otras normas de distinta naturaleza, como las Leyes estatales 22/1988, de 28 julio, Costas; 25/1988, de 29 julio, Carreteras; 8/1972, de 10 mayo, construcción, conservación y explotación de autopistas en régimen de concesión; o la Ley 3/2004, de 29 diciembre, que establece medidas de lucha contra la morosidad en las operaciones comerciales; los Reales Decretos Legislativos 2/2008, de 20 junio, por el que se aprueba el texto refundido de la Ley de Suelo, y 1/2001, de 20 julio, por el que se aprueba el texto refundido de la Ley de Aguas; el Real Decreto 30/1991, de 18 enero, sobre Régimen Orgánico y Funcional de la Junta Consultiva de Contratación Administrativa; o el Decreto 3186/1968, de 26 diciembre, por el que se organiza el Servicio Central de Suministros de Material Mobiliario y de Oficina y se regulan las Juntas de Compras de los Ministerios Civiles.
