Esto hace que las disposiciones aduaneras sean complejas, pues se ha perdido una oportunidad importantísima de reunir todas las regulaciones que hoy se hallan dispersas en un solo instrumento: este Nuevo Reglamento.También damos cuenta que este Reglamento (aprobado en abril de 2015) contiene disposiciones que no están contenidas en la Ley Aduanera o que exceden la norma que les da origen, por lo que advertimos que varios artículos pudieran ser declarados como inconstitucionales por violación al Principio de Reserva de Ley.
