The Commissioner did find that Sir Bob Russell was in breach of the rules, that there was a misreading and misunderstanding of the rules. However the seriousness of the breach was strongly mitigated by findings in relation to disclosure. The Committee agrees with those conclusions and has recorded the breach. No further action is recommended.
