Book excerpt: La quasi-totalité des pays en développement est engagée dans des processus d'intégration régionale (IR) dont les formes vont des coopérations sectorielles aux unions politiques avec transferts de souveraineté. Cette régionalisation, qui se traduit par des interdépendances économiques de fait au sein d'un espace, est multiforme : elle est plus ou moins portée par des institutions et par des arrangements commerciaux. Elle peut également résulter de pratiques d'acteurs constituant des réseaux commerciaux, financiers, culturels, technologiques. Elle peut enfin s'expliquer par une fragmentation de l'espace mondial tenant à des stratégies de segmentation de la part des firmes multinationales. L'intégration régionale, que cet ouvrage étudie d'un point de vue économique et politique, est révélatrice du renouveau de la question de l'État-nation dans un contexte de mondialisation et de la diversité des constructions de l'État. Elle se pose de manière spécifique dans les économies émergentes, car celles-ci n'ont pas connu l'histoire occidentale de construction des États-nations. La citoyenneté est parfois embryonnaire. Les réseaux économiques restent liés aux anciennes puissances coloniales et n'ont pas coïncidé avec des espaces de régulation sociopolitique. Les cheminements d'intégration régionale demeurent multiples. D'un côté, les économies émergentes d'Asie de l'Est ou d'Amérique latine connaissent un certain enchaînement entre l'intégration nationale, la création de zones naturelles régionales et la mise en œuvre d'un encadrement institutionnel régional. De l'autre, notamment en Afrique ou en Europe centrale et de l'Est post-communiste, on observe des " collapsed states ". La désintégration des États et la fragmentation des territoires correspondent davantage à une désintégration régionale. En restituant la régionalisation dans la mondialisation, en présentant les principales théories de l'intégration régionale et en évaluant les coûts et les avantages des accords régionaux, cet ouvrage présente ainsi les différentes conceptions du régionalisme. Il compare les processus de régionalisation en cours dans les différents continents et prend comme illustration l'ASEAN, la SADC, l'UMEOA et la CEDEAO.
