Water security researchers review lessons learned and conduct independent research on the regional water security process. Graduate and undergraduate students learn and apply lessons learned and research conclusions which they employ during their careers, thereby increasing future water security in developed and developing democracies.

The Hindu Kush Himalayan region is the location of several of Asia's great river systems, which provide water for drinking, irrigation, and other uses for about 1.5 billion people. Recent studies show that at lower elevations, glacial retreat is unlikely to cause significant changes in water availability over the next several decades, but other factors, including groundwater depletion and increasing human water use, could have a greater impact. Higher elevation areas could experience altered water flow in some river basins if current rates of glacial retreat continue, but shifts in the location, intensity, and variability of rain and snow due to climate change will likely have a greater impact on regional water supplies. Himalayan Glaciers: Climate Change, Water Resources, and Water Security makes recommendations and sets guidelines for the future of climate change and water security in the Himalayan Region. This report emphasizes that social changes, such as changing patterns of water use and water management decisions, are likely to have at least as much of an impact on water demand as environmental factors do on water supply. Water scarcity will likely affect the rural and urban poor most severely, as these groups have the least capacity to move to new locations as needed. It is predicted that the region will become increasingly urbanized as cities expand to absorb migrants in search of economic opportunities. As living standards and populations rise, water use will likely increase-for example, as more people have diets rich in meat, more water will be needed for agricultural use. The effects of future climate change could further exacerbate water stress. Himalayan Glaciers: Climate Change, Water Resources, and Water Security explains that changes in the availability of water resources could play an increasing role in political tensions, especially if existing water management institutions do not better account for the social, economic, and ecological complexities of the region. To effectively respond to the effects of climate change, water management systems will need to take into account the social, economic, and ecological complexities of the region. This means it will be important to expand research and monitoring programs to gather more detailed, consistent, and accurate data on demographics, water supply, demand, and scarcity.

Book excerpt: This project explores the capacity of rural communities to manage their water resources in a changing climate, environment and society. Using water resources as a lens through which to evaluate the effects of social and environmental changes on Alaska’s rural communities, and working from conversations with key community members including city planners and infrastructure operators, this research develops theoretical frameworks for increasing community capacity. The prospect of developing community capacity, and more specifically water resources management capacity, in order to respond to societal and climatic change is a present concern for rural communities, and is becoming increasingly so in today’s fiscally challenged environment. Many rural water managers in Alaska are challenged by aging systems designed and built over 20 years ago, and are now operating well beyond their design life. While the configuration of existing systems varies across Alaska, a common suite of problems exists; regular breakdowns, failure to achieve regulatory standards, wide variability of raw water quality, low payment rates, and historically high electricity and fuel prices. These systems are also operating during a period of historically high deficit between community needs and available grant funding at both a State and Federal level. Existing theoretical frameworks for exploring the impacts of change on regional water security (i.e. resilience and vulnerability) are informative heuristics for triage of impacts at the individual community level. Presently, however, there is little consideration given to water security solutions that do not involve the construction of a new system. This research proposes that the focus upon “new system solutions” limits available solutions for improving security at both the local and regional levels. Further this research seeks to understand the extent to which “new utility solutions” create additional capacity at both the community and regional level to respond to change. At the core of this work are informal interviews and participant observation research in 11 coastal communities in Bristol Bay and Northwest Arctic regions of Alaska.

This report is s designed to answer the question: How will water problems (shortages, poor water quality, or floods) impact US national security interests over the next 30 years? In this joint effort, we selected 2040 as the endpoint of our research to consider longer-term impacts from growing populations, climate change, and continued economic development. However, we sometimes cite specific time frames (e.g., 2030, 2025) when reporting is based on these dates. For the Key Judgments, we emphasize impacts that will occur within the next 10 years. We provide an introductory discussion of the global water picture, but we do not do a comprehensive analysis of the entire global water landscape. For the core classified analysis—a National Intelligence Estimate—we focused on a finite number of states that are strategically important to the United States and transboundary issues from a selected set of water basins (Nile, Tigris-Euphrates, Mekong, Jordan, Indus, Brahmaputra, and Amu Darya). We judge that these examples are sufficient to illustrate the intersections between water challenges and US national security. Assumptions: We assume that water management technologies will mature along present rates and that no far-reaching improvements will develop and be deployed over the next 30 years. In addition, for several states, we assume that present water policies—pricing and investments in infrastructure—are unlikely to change significantly. Cultural norms often drive water policies and will continue to do so despite recent political upheavals. Finally, we assume that states with a large and growing economic capacity continue to make infrastructure investments and apply technologies to address their water challenges. This effort relied on previously published Intelligence Community (IC) products, peer-reviewed research, and consultations with outside experts. The Defense Intelligence Agency (DIA) was the principal drafter with contributions from NGA, CIA, State/INR, and DOE.
