Based on time-series evidence for a data set for 1950-92, this paper estimates and compares the growth performance of countries that liberalized broadly and those that joined an RTA. The comparisons show that economies grew faster after broad liberalization, both in the short and long run, but slower after participation in an RTA. Economies also had higher investment shares after broad liberalization, but lower ones after joining an RTA. The policy implications support broad liberalization.

Book excerpt: Congress plays a prominent role in shaping, debating, and approving legislation to implement trade agreements, and over the past three decades, bilateral and regional trade agreements (RTAs, or free trade agreements (FTAs) in the U.S. context) have become a primary source of new international trade liberalization commitments. The United States has historically pursued FTAs to open markets for U.S. goods, services, and agriculture, and establish trade rules and disciplines to enhance overall domestic and global economic growth. They are actively debated and can be contentious due to concerns over the potential employment effects of greater import competition, among other reasons. RTAs are reciprocal preferential arrangements among two or more parties. Their content has evolved significantly, partly as a result of change in the international economy where new trade barriers have been erected and/or where RTAs may provide a testing ground for new trade rules for potential future multilateral agreement. The United States historically has aimed for comprehensive coverage in eliminating barriers to trade and addressing all sectors in its FTAs. In addition to the reduction and elimination of tariffs and more traditional nontariff trade barriers, U.S. FTAs also cover services trade, enhance intellectual property rights (IPR), provide investment protections, and include enforceable labor and environmental commitments. Some countries pursue more limited agreements-only half of RTAs worldwide cover services and they rarely include labor and environmental provisions. Since 1990, the number of RTAs in force globally has grown six-fold from fewer than 50 to nearly 300. All 164 members of the World Trade Organization (WTO) are now party to at least one RTA; as of 2014 each member had on average 11 RTA partners. The United States began negotiating FTAs in the 1980s, and as of 2018, is party to 14 such agreements involving 20 trading partners. The multilateral trading system, meanwhile, has not produced a broad set of new trade liberalization agreements (excluding more limited scope agreements, such as the Trade Facilitation Agreement) since the Uruguay Round, which also established the WTO in 1995. In the current environment of stalled multilateral negotiations, RTAs provide an alternative venue to pursue trade liberalization and establish new rules on emerging issues. RTAs are, however, inherently discriminatory given their limited membership (i.e., they provide preferential treatment to some countries and not others), leading to debate over their global economic effect and whether they serve to facilitate future multilateral agreements or lead to the creation of competing trade blocs. U.S. exporters benefit from the preferential aspects of FTAs when they gain better access to FTA partner markets than their foreign competitors, but may be similarly harmed when third parties negotiate agreements that do not include the United States. In some ways, the United States has pulled back from its recent FTA policy. Under the Obama Administration, the United States pursued two major regional FTA negotiations, the Trans-Pacific Partnership (TPP) including Japan and 10 other Asia-Pacific nations, and the Transatlantic Trade and Investment Partnership (T-TIP) with the European Union. These FTAs would have nearly doubled the share of U.S. trade occurring with FTA partners. The Trump Administration, however, has criticized existing FTAs, withdrawn the United States from the concluded but not enacted TPP, placed the T-TIP negotiations on hold, and initiated renegotiation or modification of the largest U.S. FTAs with Canada, Mexico, and South Korea. The Administration has also stated its intent to negotiate future FTAs on a bilateral rather than multi-party basis.

The formation of regional trade agreements has been, by far, the most popular form of reciprocal trade liberalization in the past 15 years. The discriminatory character of these agreements has raised three main concerns: that trade diversion would be rampant, because special interest groups would induce governments to form the most distortionary agreements; that broader external trade liberalization would stall or reverse; and that multilateralism could be undermined. Theoretically, all of these concerns are legitimate, although there are also several theoretical arguments that oppose them. Empirically, neither widespread trade diversion nor stalled external liberalization has materialized, while the undermining of multilateralism has not been properly tested. There are also several aspects of regionalism that have received too little attention from researchers, but which are central to understanding its causes and consequences.

Accordingly, our finding revealed that trade performance can be improve due to formation of RTAs (i.e. Preferential or Free trade agreements), and Balassa's (1965) Index can be considered as an appropriate tool for the identification of products/sectors of concern country having a vast trade potential. In this study, empirically results on relationship between exports and economy growth also support the theory of endogenous growth. Therefore, our findings facilitate the regulatory authorities of less developed countries to give special attention on adoption of combine approach and removing of technology gap, in order to improve economic growth and best use of RTAs.

Preferential trade agreements are characterized by liberalization with respect to only a few partners and thus they can potentially clash with and retard multilateral trade liberalization. Despite this important concern with preferential trade agreements, there is almost no systematic evidence on whether they actually affect multilateral trade liberalization. Karacaovali and Limô model the effect of preferential trade agreements on multilateral trade liberalization and show that preferential trade agreements slow down multilateral trade liberalization unless they have a common external tariff and allow for internal transfers. Next, they use detailed data on product-level tariffs negotiated by the European Union in the past two multilateral trade rounds to structurally estimate their model. The authors confirm the main prediction--the European Union's preferential trade agreements have clashed with its multilateral trade liberalization--and find that the effect is quantitatively significant. Moreover, they also confirm several auxiliary predictions of the model and provide new evidence on the political economy determinants of multilateral liberalization in the European Union. Book excerpt: Several of the recently negotiated regional trade agreements (Canada-U.S., NAFTA, E.C.-Hungary/Poland/Czeck and Slovak Republics) contain significantly fewer concessions by the large countries to smaller countries than vice versa. Yet, it is small countries that have sought them and see themselves as the main beneficiaries. In this paper we attempt to resolve this seeming paradox by interpreting such agreements as insurance arrangements for smaller countries, which partially protect them against the consequences of a global trade war. What they offer to the large countries in return is largely non-trade benefits (such as restraints on domestic policies in the smaller countries, firmer intellectual property protection, firmer guarantees of royalty arrangements affecting resources on state-owned lands). When evaluated alongside the regional trade arrangements of the 1960s (such as the E.C.), these agreements may appear to produce little or no benefit relative to the status quo for smaller countries; but when evaluated relative to a post-retaliation tariff equilibrium, the value of these agreements to small countries is large because they help preserve existing access to larger foreign markets. There is little incentive for large countries to negotiate such arrangements without side payments of the non-trade variety, because these agreements constrain their ability to play strategically against smaller neighbouring countries (who are still important trade partners) in a trade war. Such regional agreements compared across constrained and unconstrained Nash outcomes will typically be welfare worsening for large countries, and side payments are needed for the.

Book excerpt: This paper examines China's recent movement in negotiating and signing regional trade agreements (RTAs) in the context of the regionalism versus multilateralism debate in international trade law, focusing on the China-Hong Kong Closer Economic Arrangement (CEPA) and the proposed China-ASEAN Free Trade Agreement (CAFTA). The broader background is that the potential negative effects of regional trade arrangements like CAFTA conflict with the economic goal of the multilateral trading system of the GATT/WTO regime. Countries, however, have a variety of non-economic considerations in approaching RTAs, such as regional stability and national security. Furthermore, the literature suggests that the economic benefits to members of RTAs, although they vary depending on the circumstances, are at least apparent in some cases. This paper, after introducing the content and progress in the CEPA and CAFTA negotiations, discusses the geopolitical considerations under China's CAFTA approach. It also analyzes the legal status and WTO-consistency of China's RTAs. It concludes that, while multilateralism is still serves the long-term interest of trading nations for peace and prosperity, the multilateral trading system should accommodate regionalism in a fashion that strikes a balance between the economic and non-economic concerns of the various countries and the goal of broader liberalization in global trade and investment. China, as a rising trade power with global influence, has the responsibility to promote regional integration and global trade liberalization in the interest of the aforesaid balance.

Ostensibly meant to prevent the trans-shipment of imported products across Free Trade Agreement borders after superficial screwdriver assembly, they act in reality as complex and opaque trade barriers. This book provides evidence strongly suggesting that they do so by intent rather than accidentally—-in other words, that RoOs are policy. Part one draws insights about the effects of RoOs on cross-border trade and outsourcing from recent economic theory. Part two reviews the evidence on RoOs in preferential agreements around the world, putting together the most comprehensive dataset on RoOs to date. Part three explores their "political economy"—-how special interests have shaped them and continue to do so. Part four provides econometric evidence on their costs for exporters and consequent effects on trade flows. Finally, part five explores how they affect trade in the developing world where they spread rapidly and have the potential to do most harm. Beyond the collection of new evidence and its interpretation in light of recent theory, the book's overall message for the policy community is that RoOs are a potentially powerful and new barrier to trade.
