Book excerpt: This study challenges several widely held assumptions about Central American economic integration, arguing that the key to understanding the failure of the integration program lies in neither advanced economic nor regional integration theory, but in the domestic politics of the states involved. Thus, the author contends that the Common Market was not the cause of the balance-of-payments and balanced-growth crises in Central America; rather, domestic political forces were the major factor in the collapse of the market and the subsequent attempts at restructuring. Professor Shaw disputes the standard interpretations of the role of the technocrats in the integration process and demonstrates that the domestic political elites played an important role throughout. He also challenges the assumption that economic integration is always a force for conciliation, pointing out that the Common Market aggravated some of the conflicts that led to war between El Salvador and Honduras in 1969. Nor are integration programs among less developed countries necessarily instruments of political and social change, according to this analysis; on the contrary, political elites used the Common Market to bypass the internal economic reforms necessary for national development. This study incorporates new material—interview data and other primary source material—on events of the past eight years.

Available in PDF, EPUB and Kindle. Book excerpt: Since its inception in the 1960s to the regional negotiations in the 1990s and onwards, Central American integration has been a process characterized by both dramatic advances and setbacks. This book provides a theoretical explanation of this ebb and flow, examining different stages including the military conflicts of the 1980s, the subsequent Esquipulas peace process, and the relaunch of integration during the 1990s under the System of Central American Integration (SICA). Sánchez Sánchez's analysis focuses on the policies and preferences of the larger states of the region, Costa Rica, El Salvador and Guatemala, and argues that integration relies on intergovernmental bargaining. Interviews, historical and comparative data are presented in a format invaluable for students and teachers concerned with comparative regional integration, as well as for those seeking a greater understanding of contemporary Central American regional and international politics and development.

Available in PDF, EPUB and Kindle. Book excerpt: The cold war between the United States and the Soviet Union provided the context for U.S. policies toward Central America from the 1950s to the 1980s. Nonetheless, attitudes developed during the Cold War cannot explain the specific content of U.S. foreign policies toward the region. Ronald W. Cox argues that U.S. business interests have worked with policymakers to develop trade, aid and investment policies toward Central America. He reveals how the relationship between business groups and the state has been shaped by business competition, national security considerations, institutional structures, and instability in the Central American countries. Many see the state as autonomous and not influenced by business, but Cox argues that business groups have been able to take advantage of specific international circumstances to promote economic policies, thus increasing foreign investment. At the same time, division among business groups has affected foreign economic policies. This book is a provocative analysis of interest to scholars of international political economy, American foreign policy, comparative politics, and business-government relations.

Available in PDF, EPUB and Kindle. Book excerpt: This edited volume approaches regionalism as one potential pattern in a changing global order. Since the end of the Cold War, different forms of territorialization have emerged and we are confronted with an increasing number and variety of actors that are establishing regional projects. This volume offers an innovative contribution to the study of this new complexity by exploring constellations of regional actors, spatial scales and imaginations beyond state-centred perspectives as well as on multiple, often overlapping levels. The chapters analyse the emergence, trajectories and outcomes of regionalisms from the perspective of the Global South, specifically concentrating on regional projects in Latin America and Africa, but also in the Asia-Pacific. They attempt to identify the specific conditions and junctures of different forms of region-making in their external (global) and internal (local/national) dimensions. The volume also places special emphasis on interactions, spatial entanglements and comparisons between regionalisms in different parts of the world. By expanding beyond the perspective of North-South transfers, this book seeks to better understand the dynamics and diversity of interregional interactions. This volume will appeal to scholars of global studies, international political economy, international relations, human geography, and development studies, as well as area studies specialists who focus on Latin America and Africa.

This book was released on 1989 with total page 162 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 1980s were one of the most turbulent decades in Central America’s history, a history that has been marked by more than its share of strife and upheaval. The wars, economic hardship, and political unrest and instability that have dominated news of the region have been years in the making, the products of flawed and inequitable economic, social, and political structures. The International Commission for Central American Recovery and Development (ICCARD) was formed to provide a thorough diagnosis and analysis of Central America’s problems and to draft a comprehensive long-term strategy to move the region from decline to development. In this report ICCARD—through forty-five international experts in economics, public policy, management, and development it assembled for this purpose—attempts to rise above rhetoric and simplistic remedies to focus on well-reasoned, thorough, and realistic approaches to economic and social development. This volume reviews the unequal access of marginal groups to political and economic participation, the precarious situation of Central American financial institutions, the international debt situation, the prospects for regional political and economic integration, and other aspects of regional development. Each of these challenges is addressed by specific recommendations to the Central American governments, the governments of the industrialized nations, and international organizations.
