Book excerpt: Countries globally are committing to achieve future greenhouse gas emissions reductions to address our changing climate, as outlined in the Paris Agreement from the United Nations Framework Convention on Climate Change (UNFCCC) Conference of the Parties. These commitments, called nationally determined contributions (NDCs), are based on projected anthropogenic greenhouse gas (GHG) emissions levels across all sectors of the economy, including land use, land use change, and forestry (LULUCF) activities. Projecting LULUCF emissions is uniquely challenging, and the uncertainty of future LULUCF emissions could require additional mitigation efforts in the land use sectors to reduce the risk of NDC noncompliance. The objectives of this paper are to provide critical information on what forest sector mitigation activities are currently underway in the United States on private lands, review recent literature estimates of the mitigation potential from these activities (and associated economic costs), identify gaps in the literature where additional analytical work is needed, and provide recommendations for targeted mitigation strategies should US emissions approach or exceed targeted post-2020 NDC levels.

The research presented here is particularly concerned with these protocols’ use of the USDA Forest Service’s Forest Inventory and Analysis (FIA) data to describe forest conditions, ownership, and management scenarios, and is oriented towards providing regulators and other interested parties with an objective comparison of the options, uncertainties, and opportunities available to offset GHG emissions through forest management. Chapters focus on the protocols for recognizing forest carbon offsets in the California carbon cap-and-trade program, as described in the Compliance Offset Protocol; U.S. Forest Projects (California Air Resources Board, 2011). Readers will discover the protocols used for quantifying the offset of GHG emissions through forest-related project activity. As such, its scope includes a review of the current methods used in voluntary and compliance forest protocols, an evaluation of the metrics used to assign baselines and determine additionality in the forest offset protocols, an examination of key quantitative and qualitative components and assumptions, and a discussion of opportunities for modifying forest offset protocols, in light of the rapidly changing GHG-related policy and regulatory environment. Future improvement can be facilitated by or-ganizing model input and testing data into web-accessible databases and by making model algorithms more available and transparent.

In this volume, a number of papers are presented that describe some of the complex relationships between climate, the global carbon cycle and forests. Research has demonstrated that these are closely connected, such that changes in one have an influence not only on the other two, but also on their linkages. Climatic change represents a considerable threat to forest management in the current static paradigm. However, carbon sequestration issues offer opportunities for new techniques and strategies, and those able to adapt their management to this changing situation are likely to benefit. Such changes are already underway in countries such as Australia and Costa Rica, but it will probably take much longer for the forestry sector in the Pacific Northwest region of North America (encompassing Oregon, Washington, Montana, Idaho, British Columbia and Alaska) to change their current practices.

But when several members of the Society of American Foresters questioned the science and assumptions used to design the projects, the organization decided to convene a task force to examine whether these projects can provide the intended climate benefits. The report details reasons to look for other solutions to greenhouse gas emission challenges. After synthesizing the latest available science, the authors challenge the underlying assumptions used to establish most carbontrading mechanisms, including the notion that lightly managed or unmanaged forests will be more effective at sequestering carbon over long periods than would a combination of managed forests and efficiently produced wood products. They take issue with the measurement systems used to determine trading parameters and find validity in the concerns that many market experts have expressed about additionality and leakage.
