Book excerpt: This report presents estimates of the economic development impacts due to savings in delivered costs of commodities transported on the McClellan-Kerr Arkansas River Navigation System. The multiple-region variable input/output model is used to generate the estimates of project impacts. This economic model presents a national view of development impacts from this transportation system. From $50 million transport savings in 1978 the model estimates that 454 additional jobs were created in the 26 waterway counties in Oklahoma and Arkansas, 337 additional jobs were created in the rest of Oklahoma and Arkansas and 1,929 jobs were created in the rest of the U.S. These results make a potentially important contribution to the understanding of the way that transportation projects influence economic development. Far more jobs are created in those areas which receive the savings in delivered costs. This model has been used to generate estimates of the development impacts due to the flood control, hydropower, and recreation features of the McClellan-Kerr Arkansas River Navigation System. Book excerpt: The economic impact of waterway recreational businesses in the 28 counties along the McClellan-Kerr Arkansas River Navigation System was determined. This impact was measured in terms of the number of jobs and the amount of personal income created by the businesses, and was estimated independently of recreation attendance data. Gross sales volume of the businesses in 1978 was $65.4 million; sales to waterway recreationists comprised 42%, or $27.3 million, of the total sales of the businesses. There were 1,920 full-time jobs in the recreation businesses. Personal income from the businesses, measured as payrolls and proprietors' income, was $15.4 million. When multiplier effects were included, the businesses generated 4,023 full-time jobs and $33.3 million in personal income for residents of the 28 waterway counties. Data on seasonality of sales and employment, trends in sales volume, age of businesses and their ownership, management problems, advertising, and impacts of gasoline shortage and higher gas prices are also presented. Book excerpt: This report is one of a series examining the impacts of the completed McClellan-Kerr Arkansas River Navigation System. The primary objective of this contract study was to apply the Interregional Input-Output Model of the United States, developed for the Economic Development Adminstration by Harvard University to the assessment of the impacts of constructing the McClellan-Kerr project. The model will also be used to asses the economic and spatial impacts of recreation and navigation among other project outputs. The gross direct and indirect construction impact of the project was estimated by the Interregional Input-Output Model to the $6.4 billion in output and $2.1 billion in household income in 1963 dollars. Of this amount, apparently 35.8 percent of the output and 52 percent of the income are estimated to be shared by the project region. This assessment is based on essentially short-term construction impacts and does not represent net increments of national income. Other more enduring benefits and costs will be obtained through the functional outputs of the McClellan-Kerr Arkansas River Navigation System---transportation, flood control, water supply electric power, sediment control and channel stabilization, recreation and fish and wildlife enhancement.
