Book excerpt: Regional imbalances in a country may be natural due to unequal distribution of natural resources and/or man-made in the sense of neglect of some regions and preference for others for investment and infrastructural facilities. India's successive Five Year Plans have stressed the need to develop backward regions of the country. In promoting regional balanced development, public sector enterprises were located in backward areas of the country during the early phase of economic planning. In spite of pro-backward areas policies and programmes, considerable economic and social inequalities exist among different States of India, as reflected in differences in per capita State Domestic Product. While income growth performance has diverged, there is welcome evidence of some convergence in education and health indicators across the states. This book contains 14 research papers authored by experts on the subject. They provide deep insights into the various dimensions of inter-state and intra-state economic and social inequalities in India.

The book is a collection of essays that tackle a crucial theme in developmental economics and planning. The essays: - look at the inequities and disparities of national resource distribution, and the need for a more equitable distribution of national developmental gains. - reflect a growing concern with many economic theorists over uneven regional development and the need for these issues to be looked at seriously, with a view to attend to them in the best possible ways. - are on the one hand a theoretical exposition of the economics of public goods supply, but on the other, they point to the lag between theoretical and academic understanding and practical initiative. - study the areas, evaluate the models of development and suggest new areas of research in development planning.

Book excerpt: Upon the backdrop of impressive progress made by the Indian economy during the last two decades after the large-scale economic reforms in the early 1990s, this book evaluates the performance of the economy on some income and non-income dimensions of development at the national, state and sectoral levels. It examines regional economic growth and inequality in income originating from agriculture, industry and services. In view of the importance of the agricultural sector, despite its declining share in gross domestic product, it evaluates the performance of agricultural production and the impact of agricultural reforms on spatial integration of food grain markets. It studies rural poverty, analyzing the trend in employment, the trickle-down process and the inclusiveness of growth in rural India. It also evaluates the impact of microfinance, as an instrument of financial inclusion, on the socio-economic conditions of rural households. Lastly, it examines the relative performance of fifteen major states of India in terms of education, health and human development. An important feature of the book is that it approaches these issues, applying rigorously advanced econometric methods, and focusing primarily on their regional disparities during the post-reform period vis-à-vis the pre-reform period. It offers important results to guide policies for future development.

Book excerpt: This book emphasizes the need for experimenting with more deliberate and rigorous policy processes to attain balanced regional development, which can promote both equity and efficiency in India’s development discourse. The institutional mechanisms for dealing with regional imbalance in India have not been very successful so far. With rising discrepancies in development, demand for autonomy continues along with a new dimension of regionalism arising from submerged identity along with political and economic aspirations, which demanded new channels for solution. So far, attempts to create space for autonomy have possibly not optimally accommodated the conceptual mechanisms like equity and democratic process. Thus democratizing policy process using six pillars of voice: knowledge, objective, fundamental values, implementation framework and public awareness can ensure a better policy outcome for dealing with the persistent challenges of regional disparity in India. This book further focuses on the need for democratizing the policy process for regional development through discussion and inclusion. Such a transition needs innovation in policy regime, which can be attained through following six pillars (i) Democratic voice of stakeholders in policy development and implementation; (ii) Clear policy objectives that advance the common good, based on voice; (iii) Unbiased, sound and comprehensive knowledge and data bases. (iv) Consistency with constitutional values; (v) A sound implementation framework ensuring user-friendliness, transparency and rationality of decision-making processes, effective grievance redress, clear accountability and independent evaluation; (vi) Public awareness and support of policies with relevant and public participation in implementation.

Book excerpt: This book highlights the regional disparities in India in terms of per capita income, HDI as well as its components and in respect of the measures of human poverty index over a period of 30 years since the 1980s. Appropriate statistical and economic tools are used to determine the causes of socioeconomic disparities across Indian states. The signs of progress in economic and social indicators have been found in few states while other states lag behind, implying thereby unevenness and unequal spread of the benefits of economic growth among the states of India. The book also identifies the factors underlying divergence in economic and social activity in India and provides policy suggestions for bringing about more balanced and inclusive development in India.

Available in PDF, EPUB and Kindle. Book excerpt: This book reviews the fulfillment of two Millennium Development Goals (MDGs), namely poverty and inequality, in the Indian subcontinent. It examines the complex interplay among development, inequality and poverty in relation to corruption, environmental resource management, agricultural adjustment to climate change and institutional arrangements, with a special focus on the Northeastern region of the country. The topics covered offer a blend of theoretical arguments and empirical data with regard to the three main themes of the book, while also providing agricultural and environmental perspectives. The book also provides guidelines for policy initiatives for harnessing the region’s potential in the areas of industry, trade, sustainable use of mineral, forest and other natural resources, nature-based tourism through proper infrastructure development, and resolving land issues to achieve inclusive development. In addition to introducing some new questions on the development-ethnic conflict interface, it uses sophisticated tools such as the Blinder–Oaxaca decomposition method in consumption expenditure to show the endowment, and return to endowment effects; and techniques like spatial correlation-regression to analyze regional variation, co-integration, vector autoregression, the panel data technique and the adaptation index to climate change, to understand socio-economic complexities and the effect of the concerned variables on entrepreneurship and human development. The book offers a timely contribution to our understanding of major MDGs and highlights their successes and failures. It also includes analytical frameworks that are key to future policy initiatives. Further, it disseminates approaches and methods that improve livelihoods and standards of living through poverty reduction and promoting inclusive development along with sustainable utilization of available natural resources. Putting forward various ideas for creating a more sustainable future, it inspires and encourages readers to pursue further studies to address the gaps that still remain.

Book excerpt: India celebrated sixty years of independence on 15 August 2007. There have been several achievements and failures in economics and social development during this period. "There remain concerns regarding the agriculture sector, poverty reduction, employment generation, social sector development, reduction in regional disparities and protection of the environment. This volume comprising six section tries to address these issues. "The study begins with the theme Revisiting the State: New Forms of Governance. The paper under this theme has tried to bring out what groups are excluded or included in the urban governance of negotiated spaces'. Next them is on Public-private Partnerships in Basic Service Delivery: Impacts on the Poor. In the light of state's withdrawal from various public enterprises, the public partnership has occupied an important position and some of these public-private partnerships are discussed under the theme. India's current impressive economic growth is largely from the service sector and the inequalities in accessing these new employment opportunities are discussed under the theme. Access to Public and Corporate Sector Employment: Rural and Urban Dynamics. Under the next theme Uneven Economic Growth and Environmental Implications, the impact of uneven growth on environment and other natural resources are discussed. Though enough democratic space is created for Women participation, the research papers clearly show that their actual effective participation is negligible. These gender issues are discussed under the theme Gender and Generation as Divisions in India's Development. In the end the issues of conflicts arising out of displacements since 1950s and particularly the recent SEZs under theme Displacement, Conflict and Crises: The Flipside of Globalisation are discussed.

Book excerpt: This paper analyzes the extent of income inequality from a global perspective, its drivers, and what to do about it. The drivers of inequality vary widely amongst countries, with some common drivers being the skill premium associated with technical change and globalization, weakening protection for labor, and lack of financial inclusion in developing countries. We find that increasing the income share of the poor and the middle class actually increases growth while a rising income share of the top 20 percent results in lower growth—that is, when the rich get richer, benefits do not trickle down. This suggests that policies need to be country specific but should focus on raising the income share of the poor, and ensuring there is no hollowing out of the middle class. To tackle inequality, financial inclusion is imperative in emerging and developing countries while in advanced economies, policies should focus on raising human capital and skills and making tax systems more progressive.

This book was released on 2020-08-20 with total page 427 pages. Available in PDF, EPUB and Kindle. Book excerpt: This handbook critically examines the three concepts of exclusion, inequality and stigma and their interrelationship in the Indian context. Divided into five parts, the volume deals with the issues of exclusion, inequality, gender discrimination, health and disability, and assault and violence. It discusses important topical themes such as caste and social exclusion in rural labour markets, impact of poverty and unemployment, discrimination in education and literacy, income inequality and financial inclusion, social security of street vendors, women social entrepreneurs, rural–urban digital divide, workplace inequality, women trafficking, acid attacks, inter-caste marriages, honour killings, health care and sanitation, discrimination faced by those with disabilities, and regional disparities in India. The book traces rising socio-economic inequality and discrimination along with the severe lack of access to resources and opportunities, redressal instruments, legal provisions and implementation challenges, while also looking at deep-rooted causes responsible for their persistence in society. With emphasis on affirmative action, systemic mechanisms, and the role of state and citizens in bridging gaps, the volume presents several policies and strategies for development. It combines wide-ranging empirical case studies backed by relevant theoretical frameworks to map out a new agenda for research on socio-economic inequality in India with important implications for public policy. Comprehensive and first of its kind, this handbook will serve as a key reference to scholars, researchers and teachers of exclusion and discrimination studies, social justice, political economy, sociology, anthropology, economics, political science, development studies, education and public administration. It will also be useful to policymakers, bureaucrats, civil society activists, non-governmental organisations and social entrepreneurs in the development sector, in addition to those interested in third world studies, developing economies and the global south.
