Book excerpt: Reporting the findings of a joint Swedish-Russian research project, economists overview Russia's regional development during the entire Soviet period, and analyze the array of regional problems facing Russia at the birth of the 21st century. For the Soviet period they reveal that the development of heavy industry actually reduced regional inequalities, but that disparities widened as the economy diversified, and that the science of regional planning never achieved practical application during a regime of central planning. Among the important factors contributing to cohesion and disintegration in Russia today, they cite ethnicity, religion, and Russian nationalism. Book excerpt: This paper investigates whether the linkages between economic growth in Russia and growth in other countries in the region have weakened over time, particularly following the 1998 Russian crisis. It specifies an econometric model that includes standard growth determinants as well as Russian economic growth, and which allows for the effects of Russian growth to vary over time. The paper finds that Russian growth was indeed a significant determinant of regional economic growth prior to the Russian crisis, but that this link weakened significantly thereafter.

Available in PDF, EPUB and Kindle. Book excerpt: This paper analyses the contribution of higher education institutions (HEI) in Russia to gross regional product (GRP) growth. We explore the relationship between higher education coverage and rates of economic growth based on longitudinal economic growth models which are pooled regression, fixed effects, and regression with simultaneous fixed and spatial effects. In addition to the influence of HEI on economic growth, the model specifications also allow an investigation of the relationship between the territory accessibility of higher education and GRP growth, and the significance of higher education in regions with different structures of GRP. The main policy outcome of the paper is that universities can be considered as fully-fledged economic agents which make positive contributions to GRP growth. The development of regional higher education systems would lead to a positive effect on regional economic development.

Book excerpt: This paper examines how regional disparities have evolved in Russia and how Russia’s system of intergovernmental fiscal relations is managing these disparities. Regional disparities have fallen over the past two decades but remain relatively high. Socioeconomic outcomes remain worse in lagging regions despite faster growth and convergence in income levels. The twin shocks of COVID-19 and lower oil prices appear to have impacted richer regions disproportionately. Compared to other large countries with federal systems of government, Russia stands out with its high reliance on direct taxes as a revenue source for its regions. Transfers from the federal budget to the regions provide some redistribution by reducing the dispersion in real per capita fiscal spending, but also tend to be associated with lower growth. The Russian fiscal system offers degrees of redistribution and risk sharing of around 26 and 18 percent, respectively—with in-kind social transfers contributing the most. Finally, federal transfers in the aggregate tend to be procyclical and are also fairly unresponsive to shocks to regions’ own revenues.

Available in PDF, EPUB and Kindle. Book excerpt: The transition to a market economy proves to be far more difficult in Russia than in the former centrally planned economies of eastern Europe. The Russian economy continues to face serious problems, including substantial inflationary pressures, falling output, and capital flight. The most positive aspect of the transition has been the relatively fast pace of privatization. Challenges for Russian Economic Reform contains papers published by the post-Soviet Business Forum at the Royal Institute of International Affairs that have been revised for this volume. The contributers, specalists in Russian economic affairs, examine the principal economic and institutional factors that have hindered transformation in Russia. The sheer size of the country has complicated the problem of exposing domestic producers to foreign competition and has weakened the ability of central authorities to control the regions. Economic stabilization has been hampered by the difficulties in establishing sound economic relations with the former Soviet republics. David Dyker and Michael Barrow analyze the problems of monopoly and competition policy in Russia. Philip Hanson assesses the obstacles to economic stabilization posed by regional economic interests and examines regional diversity in reform implementation. Michael Kaser examines the problems of privatization by regions and sectors in Russia and the CIS and the institutional obstacles encountered by foreign investors. Alan Smith explores the problems created by the breakup of traditional trade and payment relations with the non-Russian republics of the former Soviet Union and bilateral trade links with Eastern Europe. He also provides an overall assessment of Russian economic performance since the collapse of communism.
