Book excerpt: The adaptation of the 1990 CFE Treaty and the Vienna Document 1994 of the Negotiations on Confidence- and Security-Building Measures were both completed by the November 1999 OSCE Istanbul summit meeting. In the new century, Europe will continue to elaborate further co-operative security arrangements to better respond to new risks and challenges in the field of security and help create stability in areas of tension and conflict. The aim is twofold: to strengthen the pan-European process of building confidence and security; and to develop measures and arms control-related arrangements below the continental level - at the regional and subregional levels. This research report examines the record of CSBMs in Europe as well as regional arms control efforts in the former Yugoslavia in the 1990s. It contains important reference material on military security endeavours of this type.

Book excerpt: `A unique and indispensible work that serves both as a basic introduction to the disarmament scene and a reference book for experts′ - Disarmament Times `This compendium of the history and achievements of arms control and disarmament efforts is unique in its kind and is likely to remain so. This for three reasons: first, because of its unparalleled comprehensiveness; second, because of the outstanding quality of its presentation, and, third, because of its author, Jozef Goldblat, one of the world′s leading experts in the field. This triad makes the updated Second Edition of Arms Control: The New Guide to Negotiations and Agreements a must for all concerned with international security in general and arms control in particular′ - Curt Gasteyger, Graduate Institute of International Studies, Geneva `The thesaurus of arms regulation and disarmament...a precious tool for negotiators and treaty makers′ - Ambassador V Petrovsky, Former Secretary-General of the Conference on Disarmament `Being the most comprehensive and authoritative compilation and analysis of arms control agreements available, this is an indispensable reference volume for students and practitioners of arms control and international security. The author has spent a lifetime in the study and practice of international security affairs: where international law and arms control agreements are concerned, there is no one better qualified than him′ - Sverre Lodgaard, Norwegian Institute of International Affairs, Oslo The revised and updated edition of Arms Control: The New Guide to Negotiations and Agreements contains the most authoritative and comprehensive survey ever published of the documents related to arms control. All major agreements reached since the second half of the nineteenth century through to mid-2002 are critically analysed and assessed. The assessment is made in the light of the international security environment, the developments in the field of weapon technology, the threat of nuclear, chemical and biological weapons proliferation, and the efforts to strengthen the humanitarian law of armed conflict. The accompanying CD-ROM reproduces full text and carefully selected excerpts of treaties, conventions, common understandings, statutes, charters, binding decisions of international bodies, final acts of international conferences, exchanges of letters and diplomatic notes. Multilateral agreements are followed by a list of parties. Enriched with new maps, tables and figures, as well as an expanded glossary and bibliography, the book will remain the definitive resource for students of international relations, journalists, diplomats and military strategists. Jozef Goldblat, the author, is Vice-President of the Geneva International Peace Research Institute (GIPRI), Resident Senior Fellow of the UN Institute for Disarmament Research (UNIDIR) and Associate Editor of Security Dialogue, published by SAGE for the International Peace Research Institute, Oslo (PRIO). He has studied the problems of arms control since the 1950s and has been involved in arms control negotiations. From 1969 to 1989 he directed the arms control and disarmament programme of studies at the Stockholm International Peace Research Institute (SIPRI). He has lectured at various universities and has written reports, articles and books on the arms race and disarmament. His latest publications include The Nuclear Non-Proliferation Regime: Assessment and Prospects, The Hague Academy of International Law, 1997, and Nuclear Disarmament: Obstacles to Banishing the Bomb, I. B. Tauris, 2000.

Available in PDF, EPUB and Kindle. Book excerpt: This volume evaluates the impact of coercive arms control efforts to curb the spread of weapons of mass destruction in the twenty-first century. A new paradigm in arms control is gradually replacing the idea that mutually agreed restrictions on armaments can improve international security. Thus, Hedley Bull’s classic definition of arms control as the "cooperation between antagonistic pairs of states in military affairs" needs to be amended by a new notion of coercive arms control as the set of non-cooperative and non-reciprocal measures to restrict the weapons or military capabilities of certain states. This volume addresses the topic of how this ongoing paradigmatic shift will affect the effectiveness of arms control as a conflict management instrument. While some argue that new instruments can complement and strengthen traditional, multilateral and inclusive arms control regimes, others maintain that conflicts and contradictions between coercive and cooperative arms control regimes will severely limit their effectiveness. This volume provides a forum for academics and practitioners from around the globe to discuss these developments in depth and to assess the specific strengths and weaknesses of these new instruments of arms control. This book will be of much interest to students of arms control, global governance, foreign policy and IR/Security Studies in general.

Book excerpt: Since the end of the Cold War, the Middle East has been the focus of various projects for the establishment of arms control (including CBMs) regimes. Whereas some of these projects were initiated at the global level, others were discussed and debated at the regional level. This book analyses the global and regional dynamics of arms control in the Middle East in the post-Cold War era. It examines American and European arms control projects, the contexts in which they were presented, the reactions of major regional actors, and their impacts on arms control efforts in the region. It assesses Arab perceptions of the motivations for and constraints on establishing arms control regimes. It also explores the prospects of regional arms control in the context of the ongoing Arab Spring with its ramifications for Arab regional politics, and provides a new perspective on arms control in the Middle East. This volume enriches the ongoing discourse, which to date has been dominated by mainly Western perspectives.

Available in PDF, EPUB and Kindle. Book excerpt: Over 30 years after the end of the Cold War, military tensions have returned to Europe. Both the North Atlantic Treaty Organization (NATO) and Russia are boosting their deployments in close proximity to one another and in multiple domains. At the same time, a host of new or dramatically improved conventional capabilities have been fielded, introducing a significant level of uncertainty into the security environment. Meanwhile, political and military-to-military relations are at a post-Cold War low, with communication as the exception, not the norm, and the structure of interaction created by arms control and confidence and security-building measures almost entirely collapsed. Through a combination of interviews, workshops, and structured analysis on the causes of potential conflict, the authors of this report outline new conventional arms control (CAC) measures to lower the risk of conflict in Europe. Although it once served as a cornerstone of European security, the current regional CAC regime is outdated and largely irrelevant to today's challenges. Rather than starting with the existing agreements, the authors begin with an investigation of the catalysts of possible conflict and build arms control policy options on that basis. How might specific changes in behavior, posture, presence, technology, or capabilities-and varying perceptions thereof-drive conflict? What capabilities or combination of capabilities are destabilizing, and why? And what CAC measures could be used to address these risks? The authors use the answers to these questions to suggest a menu of options for a new CAC regime that could address the regional security challenges of the 21st century.

In the wake of the breakthroughs in the bilateral negotiations between Israel and, respectively, the Palestine Liberation Organization (PLO) and Jordan, for the first time the interaction between Arabs and Israelis has the potential to be dominated by cooperation rather than conflict. This volume grew out of an international conference held at the University of California, Los Angeles in June 1993.
