Book excerpt: In Japan, the main local administrative affairs are traditionally allotted to prefectures and municipalities, while communal disposal systems, fire-fighting and regional development takes secondary importance. However, two new changes to the frame of local governments have altered the main frameworks of national and provincial governance. With decentralization reforms taking effect, more local bodies are gaining autonomy and departing from uniformity. This has allowed methods of cooperation between governing bodies to diversify– trends which augur a dissolution of uniformity in Japanese local administration. If left alone, it may eventually lead to disparities between principal and peripheral bodies, and thus complicate the administrative systems further. How will these changes affect future community development? This book aims to address the dynamism of concepts of wide area public service in Japan. It advocates the use of flexible strategies to ensure service standards are best suited to each regional demand. This concept can be called “departure from uniformity”. This book also examines the advantages and disadvantages of these shifts for the future of Japanese public policy, and suggests various strategies to prevent further complications; e.g. autonomous settlement zone. Regional Administration in Japan: Departure from uniformity will interest researchers of Japanese public policy and public administration. Book excerpt: This book provides a comprehensive view on how regional financial institutions should be operated in order to restore Japan’s fiscal health. It points out that, even though the Japan Post Bank has been partially privatized, the old mandatory deposit system still virtually exists between the bank and the government. This makes the bank’s asset portfolio heavily weighted toward Japanese government bonds and creates a bottleneck to restoring fiscal health. The book also demonstrates how this system and the low interest rate policy keep the bank’s return on assets (ROA) low and expose the bank to an interest rate risk and credit risk. While shedding light on the true nature of these problems, this work looks into the best ways regional financial institutions can be operated for the sake of regional economic revitalization. The process would involve integrating the three privatized public financial institutions (i.e., the Japan Post Bank, the Shoko Chukin Bank, and the Development Bank of Japan) and splitting their operations into different businesses and regional companies as well as reorganizing more than 100 regional banks. The author analyzes total assets and ROA of different types of financial institutions (public and private financial services) in Japan to obtain an overall view. Then, using ROA as an assessment indicator, he looks into ways to optimize their portfolios to make the most of individual financial assets, especially deposits, from a welfare economics point of view and formulates a theory for optimization. Financial institutions can optimize their ROA by using individual deposits and savings for total optimization to maximize their return on investment. If the share of total assets by type of financial institution is optimized through mergers or vertical integration between different types of financial institutions, and if ROA is optimized overall as a result, the structure of financial institutions by type in Japan can be optimized.

Book excerpt: Japan was sometimes described as a country of "peace" during the Cold War period, in contrast to the continental border conflicts taking place at the time, such as the China-Soviet rivalry. However, as the maritime frontier was "rediscovered" and defined by the regional powers and legal refinements of the 1970s, the process of states seeking a secure maritime zone has accelerated and maritime rivalries have become as intense as inland rivalries. This book examines the territorial disputes souring relations between Japan and its three neighbours: Russia, South Korea and China. It combines an empirical study with theoretical advancements in comparative research to understand the Cold War and post-Cold War border issues related to Japan, particularly the Northern Territories/South Kurils dispute with Russia; Takeshima/Dokto with Korea; and Senkaku/Diaoyu with China and Taiwan. Based on the history of negotiations with the Soviet Union and Russia over the course of fifty years, the study offers a series of practical suggestions to enable these disputes to be separated from arguments over their history and resolved on the basis of the principle of mutual advantage for those affected by them.
