Book excerpt: The Russian Federation’s official acknowledgement of the independence of Abkhazia and South Ossetia in August 2008 has since been undermining both overall political stability in the Southern Caucasus in general and future perspectives of Georgia’s development in particular. Such recognition of new quasi-legal entities without consent of the parent state and a subsequent erosion of the principle of territorial integrity are pressing challenges in current world affairs. The Kremlin’s controversial 2008 decision continues to be an important bone of contention in Russian-Western relations. This study explores the emergence and recent transformation of modern norms of recognition, secession, and self-determination in international law. It traces the evolution of Soviet and Russian perspectives on the recognition of new states, and discusses overall Georgia-Russia relations in order to answer the question: Why did the Kremlin recognize Georgia’s two breakaway entities in contradiction to traditional Russian approaches to recognition? The author argues that Moscow’s deviant behavior vis-à-vis Tbilisi was caused by three major reasons, namely: the earlier recognition of Kosovo by many Western nations in disregard of Russia’s stance, the intention to prevent Georgia’s accession to NATO, and the necessity to legitimize a continued presence of Russian armed forces in Georgia’s two breakaway provinces.

In Sovereignty Suspended, this question guides Rebecca Bryant and Mete Hatay through a journey into de facto state-building, or the process of constructing an entity that looks like a state and acts like a state but that much of the world says does not or should not exist. In international law, the de facto state is one that exists in reality but remains unrecognized by other states. Nevertheless, such entities provide health care and social security, issue identity cards and passports, and interact with international aid donors. De facto states hold elections, conduct censuses, control borders, and enact fiscal policies. Indeed, most maintain representative offices in sovereign states and are able to unofficially communicate with officials. Bryant and Hatay develop the concept of the "aporetic state" to describe such entities, which project stateness and so seem real, even as nonrecognition renders them unrealizable. Sovereignty Suspended is based on more than two decades of ethnographic and archival research in one so-called aporetic state, the Turkish Republic of Northern Cyprus (TRNC). It traces the process by which the island's "north" began to emerge as a tangible, separate, if unrecognized space following violent partition in 1974. Like other de facto states, the TRNC looks and acts like a state, appearing real to observers despite international condemnations, denials of its existence, and the belief of large numbers of its citizens that it will never be a "real" state. Bryant and Hatay excavate the contradictions and paradoxes of life in an aporetic state, arguing that it is only by rethinking the concept of the de facto state as a realm of practice that we will be able to understand the longevity of such states and what it means to live in them.

As World War I began, the Imperial Russian Navy made use of aircraft more quickly than the army. Indeed, the navy established a precursor to the aircraft carrier. The Imperial Russian Army came to respect over time the work of aircraft that evolved from reconnaissance and bomber to fighter planes. Over 250 army pilots during the war received awards of high distinction for their wartime flights. After the 1917 revolution, both the new Bolshevik government and the reactionary White forces created air arms to combat each other. In the 1920s, the Soviet Union and Germany negotiated agreements that allowed Germany to violate the Treaty of Versailles by building military aircraft and training German military pilots in the USSR. This provided the Soviet Union access to the latest aviation technology and prevented them from falling too far behind the West in this crucial sphere.
