Book excerpt: This special issue of the International Review of Education includes contri butions on indigenous knowledge, the cultural context of learning and on the interplay between the so-called "traditional" and "modern" ways of educa tion. It starts from the assumption that cultures are not static, that they are shifting and mutating, and that the Western need to encapsulate "other cultures", which found its most extreme form in their being frozen in time and boxed behind glass in museums of ethnology, has distorted our under standing of the way in which different cultures create, recreate and repro duce knowledge. The basic premise of this position is that there is no such thing as a pure culture, and that all cultures borrow, lend, adapt, and distort distinct elements from other cultures. All cultures, moreover, provide their members with ways of learning about that culture, which include elements such as language, forms of social organisation, and ritual spaces for the trans mission of specialised knowledge. Meaning may be shifted over time, but that in itself is a product of the passage of knowledge through history. Indeed, much meaning is cyclical and reinterpretive so that cultures may look back to a mythological past which they assumed gave them their essential identity but which may be part fact, part fantasy, and part fiction. This is then rein terpreted in the light of changed and changing historical circumstances.

This meeting followed the three earlier symposia on Menière’s disease, which have been organized every six years since 1981 in Düsseldorf, Boston and, most recently, in Rome. 1999 saw the bicentenary of Menière’s birth, and to commemorate this, François Legent organized a historical symposium on the different aspects of Prosper Menière’s life. Together with Michel Portmann, the two honorary presidents, Robert Kimura and Jean-Marc Sterkers, gave excellent lectures on the two main topics of Menière’s disease: on experimental endolymphatic hydrops, and the role of both vestibular neurectomy and sac surgery. Numerous papers were presented on research and clinical experiences, and were particularly devoted to the better understanding of both the development of experimental endolymphatic hydrops and the evolution of Menière’s disease. Attention was also drawn to the local treatment of Menière’s disease by the application of drugs to the round window, and furthermore, the indications for and results of surgery for incapacitating vertigo were well defined. Finally, we are pleased to say that this was a very successful meeting and we would like to express our thanks to all the companies, and in particular Solvay Pharmaceuticals, that supported this event. We are certain that the first international symposium of the new millennium on Menière’s disease, which is to be organized by David Lim in the USA, will be even more successful and fruitful than this one. Book excerpt: Any contemporary state presents itself as committed to the “rule of law”, and this notion is perhaps the most powerful political ideal within the current global discourse on legal and political institutions. Despite being a contested concept, the rule of law is generally recognised as meaning that government is bound in all its actions by fixed and public rules, and that these rules respect certain formal requirements and are enforced by an independent judiciary. This book focuses on formal legality and the question of how to achieve good laws—a topic that was famously addressed by the 18th century enlightened thinkers, but also by prominent legal scholars of our time. Historically, the canon of “good legislation” demanded generality, publicity and accessibility, and comprehensibility of laws; non-retroactivity; consistency; the possibility of complying with legal obligations and prohibitions; stability; and congruency between enacted laws and their application. All these are valuable ideals that should not be abandoned in today’s legal systems, particularly in view of the silent revolution that is transforming our legality-based “states of law” into jurisdictional states. Such ideals are still worth pursuing for those who believe in representative democracy, in the rule of law and in the dignity of legislation. The idea for the book stemmed from the author’s parliamentary and governmental experience; he was responsible for the Government of Spain’s legislative co-ordination from 1982 to 1993, which were years of intensive legislative production. The more than five hundred laws (and thousands of decrees) elaborated in this period profoundly changed all sectors of the legal order inherited from Franco’s dictatorship, and laid the foundations of a new social and democratic system. For an academic, this was an exciting experience, which offered a unique opportunity to put the theory of legislation to the test. Reflecting and elaborating on this experience, the book not only increases scholarly awareness of how laws are made, but above all, improves the quality of legislation and as a result the rule of law.
