Book excerpt: The challenges faced by alternative fuels during the last 20 years have much in common with those that face hydrogen (i.e., building markets simultaneously for new vehicle technologies, new fuels, and new infrastructure to support them both). The U.S. set goals in the 1980s and 1990s to derive a substantial portion of its fuel for transportation from non-petroleum alternative fuels by the early 2000s (10% in 2000, 30% in 2010). Although progress has been made through government and private efforts, these goals have not been met for a variety of reasons. To increase the chances for a timely and successful transition to hydrogen, the experiences of the alternative fuels industry must be understood and used to shape hydrogen transition strategies.

Book excerpt: Increased interest in the use of alternative transportation fuels, such as natural gas, hydrogen, and electricity, is being driven by heightened concern about the climate impacts of gasoline and diesel emissions and our dependence on finite oil resources. A key barrier to widespread adoption of low- and zero-emission passenger vehicles is the availability of refueling infrastructure. Recalling the 'chicken and egg' conundrum, limited adoption of alternative fuel vehicles increases the perceived risk of investments in refueling infrastructure, while lack of refueling infrastructure inhibits vehicle adoption. In this paper, we present the results of a study of the perceived risks and barriers to investment in alternative fuels infrastructure, based on interviews with industry experts and stakeholders. We cover barriers to infrastructure development for three alternative fuels for passenger vehicles: compressed natural gas, hydrogen, and electricity. As an early-mover in zero emission passenger vehicles, California provides the early market experience necessary to map the alternative fuel infrastructure business space. Results and insights identified in this study can be used to inform investment decisions, formulate incentive programs, and guide deployment plans for alternative fueling infrastructure in the U.S. and elsewhere.

Book excerpt: For a century, almost all light-duty vehicles (LDVs) have been powered by internal combustion engines operating on petroleum fuels. Energy security concerns about petroleum imports and the effect of greenhouse gas (GHG) emissions on global climate are driving interest in alternatives. Transitions to Alternative Vehicles and Fuels assesses the potential for reducing petroleum consumption and GHG emissions by 80 percent across the U.S. LDV fleet by 2050, relative to 2005. This report examines the current capability and estimated future performance and costs for each vehicle type and non-petroleum-based fuel technology as options that could significantly contribute to these goals. By analyzing scenarios that combine various fuel and vehicle pathways, the report also identifies barriers to implementation of these technologies and suggests policies to achieve the desired reductions. Several scenarios are promising, but strong, and effective policies such as research and development, subsidies, energy taxes, or regulations will be necessary to overcome barriers, such as cost and consumer choice.

Book excerpt: Alternative fuel vehicles (AFVs) have seen increased attention as a way to reduce reliance on petroleum for transportation, but adoption rates lag behind conventional vehicles. One crucial barrier to their proliferation is the lack of a convenient refueling infrastructure, and there is not a consensus on how to locate initial stations. Some approaches recommend placing stations near where early adopters live. An alternate group of methods places stations along busy travel routes that drivers from across the metropolitan area traverse each day. To assess which theoretical approach is most appropriate, drivers of compressed natural gas (CNG) vehicles in Southern California were surveyed at stations while they refueled. Through GIS analysis, results demonstrate that respondents refueled on the way between their origins and destinations ten times more often than they refueled near their home, when no station satisfied both criteria. Freeway interchanges, which carry high daily passing traffic volumes in metropolitan areas, can be appropriate locations for initial stations based on these results. Stations cannot actually be built directly at these interchange sites, so suitable locations on nearby street networks must be chosen. A network GIS method is developed to assess street network locations' ability to capture all traffic passing through 72 interchanges in greater Los Angeles, using deviation from a driver's shortest path as the metric to assess a candidate site's suitability. There is variation in the ability of these locations to capture passing traffic both within and across interchanges, but only 7% of sites near interchanges can conveniently capture all travel directions passing through the interchange, indicating that an ad hoc station location strategy is unlikely to succeed. Surveys were then conducted at CNG stations near freeway interchanges to assess how drivers perceive and access refueling stations in these environments. Through comparative analysis of drivers' perceptions of stations, consideration of their choice sets, and the observed frequency of the use of a freeway to both access and leave these stations, results indicate that initial AFV stations near freeway interchanges can play an important role in regional AFV infrastructure.

Book excerpt: A wide array of federal incentives support the development and deployment of alternatives to conventional fuels and engines in transportation. These incentives include tax deductions and credits for vehicle purchases and the installation of refueling systems, federal grants for conversion of older vehicles to newer technologies, mandates for the use of biofuels, and incentives for manufacturers to produce alternative fuel vehicles. The current array of incentives for alternative fuels and related technologies do not reflect a single, comprehensive strategy, but rather an aggregative approach to a range of discreet public policy issues, including goals of reducing petroleum consumption and import dependence, improving environmental quality, expanding domestic manufacturing, and promoting agriculture and rural development. Current federal programs are administered by five key agencies: Department of the Treasury, Department of Energy, Department of Transportation, Environmental Protection Agency, and the U.S. Department of Agriculture. The incentives and programs described in this report are organized by the responsible agency. Treasury (through the Internal Revenue Service, IRS) administers tax credits and deductions for alternative fuel and advanced technology vehicle purchases, expansion of alternative fuel refueling infrastructure, and incentives for the production and/or distribution of alternative fuels. Many of these incentives have expired in recent years and may or may not be reinstated. DOE (mainly through the Office of Energy Efficiency and Renewable Energy, EERE) administers research and development (R&D) programs for advanced fuels and transportation technology, grant programs to deploy alternative fuels and vehicles, and a loan program to promote domestic manufacturing of high efficiency vehicles. DOT (mainly through the Federal Highway Administration, FHWA, and Federal Transit Administration, FTA) administers grant programs to deploy “clean fuel” buses and other alternative fuel vehicles. DOT (through the National Highway Traffic Safety Administration, NHTSA) also administers federal Corporate Average Fuel Economy (CAFE) standards, which include incentives for production of alternative fuel vehicles. EPA (mainly through the Office of Transportation and Air Quality, OTAQ) administers the Renewable Fuel Standard, which mandates the use of biofuels in transportation. EPA also administers grant programs to replace older diesel engines with newer technology. USDA (mainly through the Rural Business-Cooperative Service, RBS) administers grant, loan, and loan guarantee programs to expand agricultural production of biofuel feedstocks, conduct R&D on biofuels and bioenergy, and establish and expand facilities to produce biofuels, bioenergy, and bioproducts.
