Book excerpt: Our national security system turns our overall capabilities into active assets, protects us against the threats of an anarchic international system and makes it possible to exploit its opportunities. Today, however, the system is arguably in dire need of reform. Much remains in the dark about how the organizations that safeguard our national security are reformed because international circumstances change. The author examines a crucial historical case of military reform: the establishment of the Rapid Deployment Joint Task Force (RDJTF)--the direct predecessor of Central Command. He discusses how the U.S. military adapted to the emerging security challenges in the Persian Gulf in the late 1970s by recasting military command arrangements. The RDJTF was one of the components of President Carter's Persian Gulf Security Framework, which marked a critical strategic reorientation towards the region as a vital battleground in the global competition with the Soviet Union. The author also suggests how national security reforms can be understood more generally. In this way, he lays out some of today's challenges that we must face in effectively restructuring our security and defense establishment. Especially in these times of fiscal restraint, a better grasp of institutional reform is very much needed. Book excerpt: The Goldwater-Nichols Department of Defense Reorganization Act of 1986 is the most important legislation to affecting U.S. national defense in the last 50 years. This act resulted from frustration in Congress and among certain military officers concerning what they believed to be the poor quality of military advice available to civilian decision-makers. It also derived from the U.S. military's perceived inability to conduct successful joint or multi-service operations. The act, passes after four years of legislative debate, designated the Chairman of the Joint Chiefs of Staff as the principal military advisor to the President and sought to foster greater cooperation among the military services. Goldwater-Nichols marks the latest attempt to balance competing tendencies within the Department of Defense, namely centralization versus decentralization and geographic versus functional distributions of power. As a result of the Goldwater-Nichols Act, the Chairman of the Joint Chiefs has achieved prominence, but his assignment is somewhat contradictory: the spokesman and thus the advocate for the Commander in Chief, while simultaneously the provider of objective advice to the President. While the act did succeed in strengthening the CINCs' authority and in contributing to the dramatic U.S. achievements in the Gulf War, the air and ground campaigns revealed weaknesses in the CINCs' capability to plan joint operations. In addition, the increased role of the military in ad hoc peacekeeping operations has challenged the U.S. military's current organizational structure for the quick deployment of troops from the various services. Rapid technological advances and post-Cold War strategic uncertainty also complicate the U.S. military's organizational structure.

He presides over the Joint Chiefs of Staff and provides military advice to the civilian leadership. Soon after the Joint Chiefs of Staff came into existence during World War II, Admiral William D. Leahy became its presiding officer. This arrangement continued after the war, with General of the Army Dwight D. Eisenhower serving briefly after Leahy's departure in early 1949. When the National Security Act of 1947 gave legal sanction to the Joint Chiefs of Staff, it did not authorize a chairman. However, service disagreements over roles, missions, and the allocation of funds to meet the growing threat from the Soviet Union led Congress to create the position of Chairman of the Joint Chiefs of Staff in 1949. General Omar N. Bradley, USA, became the first Chairman on August 16 of that year. Although law, executive action, and practice extended the Chairman's role during three subsequent decades, is authority remained restricted and he served essentially as the fir among equals on the JCS. In 1986, however, believing that the JCS system required fundamental reform, Congress enacted the Goldwater-Nichols Department of Defense Reorganization Act, which greatly expanded the Chairman's authority and reponsibilities.

Cuba, Berlin, the Congo, Saudi Arabia, India, Indonesia, Laos, and South Vietnam all became areas of confrontation. The worldwide scope of these challenges created, among US policymakers, a mindset in which failure anywhere would have repercussions everywhere. What most concerned the JCS was an apparent erosion of US credibility that emboldened communist leaders to pursue more adventurous policies. President John F. Kennedy and Secretary of Defense Robert S. McNamara pursued what they conceived as more flexible approaches to strategy and crisis management. The JCS, however, worried that civilian leaders might lack the determination to do whatever became necessary to achieve success. McNamara's managerial reforms, which centralized decision-making in the Office of the Secretary of Defense, added to the friction in civil-military relations. During 1961-1962, relations between the JCS and their civilian superiors were often awkward and even confrontational. A failure in communications contributed to the Bay of Pigs debacle. The appointment of General Maxwell D. Taylor as Chairman, in October 1962, ameliorated the situation. Taylor expressed deep regard for McNamara, which the Secretary reciprocated. From the civilians' perspective, Taylor's main achievements lay in controlling the Service Chiefs during the missile crisis and securing their support for the Limited Test Ban Treaty. Yet that improvement proved temporary and personal, not institutional and permanent.
