Book excerpt: This is the final report of the bipartisan CSIS Task Force on Reforming and Reorganizing U.S. Foreign Assistance. As the Trump administration attempts to curb government spending, particularly in foreign assistance, this study reviews past attempts at reorganizing the U.S. Agency for International Development (USAID) and the U.S. Department of State, and it provides recommendations for the new administration. The task force consisted of former civil and foreign service officers and is co-chaired by Senator Jeanne Shaheen (D-NH) and Senator Todd Young (R-IN). The report addresses the potential damage that can occur if these budget cuts are not done in an informed and effective manner. It suggests that an uninformed merger of USAID/State could damage U.S. national security and prosperity and adversely affect U.S. leadership and impact abroad. The task force members have lived and worked through the Obama and Bush administrations and have important perspectives on how such reform and reorganization can be done in a productive way to maximize efficiency and resources.

Book excerpt: In Jan. 2006, Sec. of State Rice announced the ¿transformational development¿ initiative to bring coordination and coherence to U.S. aid programs. She created a new Bureau, which developed a Strategic Framework for Foreign Assistance to align aid programs with strategic objectives. The Framework became a guiding force in the FY 2008 and FY 2009 budgets, as well as the FY 2010 budget request. Numerous studies have addressed various concerns and provided recommendations regarding U.S. foreign aid policy, funding, and structure. Of the 16 recommendations, only enhancing civilian agency resources has the support of all of the studies covered in this report. This report is a review of selected studies written between 2001 and 2008. Table.

Available in PDF, EPUB and Kindle. Book excerpt: Several development proponents, nongovernmental organizations (NGOs), and policymakers are pressing the 111th Congress to reform U.S. foreign aid capabilities to better address 21st Century development needs and national security challenges. Over the past nearly 50 years, the legislative foundation for U.S. foreign aid has evolved largely by amending the Foreign Assistance Act of 1961 (P.L. 87-195), the primary statutory basis for U.S. foreign aid programs, or enacting separate freestanding laws to reflect specific U.S. foreign policy interests. Many describe U.S. aid programs as fragmented, cumbersome, and not finely tuned to address the existing needs and U.S. national security interests. Lack of a comprehensive congressional reauthorization of foreign aid for about half of those fifty years further compounds the perceived weakness of U.S. aid programs and statutes. The current structure of U.S. foreign aid entities, as well as implementation and follow-up monitoring of the effectiveness of aid programs, have come under increasing scrutiny in recent years. Criticisms include a lack of focus and coherence overall, too many agencies involved in delivering aid with inadequate coordination or leadership, lack of flexibility, responsiveness and transparency of aid programs, and a perceived lack of progress in some countries that have been aid recipients for decades. Over the last decade, a number of observers have expressed a growing concern about the increasing involvement of the Department of Defense in foreign aid activities.

Available in PDF, EPUB and Kindle. Book excerpt: Overwhelmed by a proliferation of foreign aid programs, the U.S. government is attempting to reorganize itself in order to manage them more effectively. This raises several critical issues that will shape U.S. foreign aid policy for the 21st century: Should existing foreign aid agencies be combined into a cabinet-level agency, ensuring a voice for development concerns during policy discussions, or should they be placed in the State Department to strengthen their foreign policy focus? How should aid agencies manage the planning, implementation, and evaluation of their aid? Is "managing for results" as currently practiced appropriate for what is often a highly experimental task of bringing about beneficial changes in foreign countries? How should the U.S. government educate its citizens on the issues of foreign aid and development as expenditures rise and as the ambitious goals driving aid—including nation building—expand? In Organ izing Foreign Aid, Carol Lancaster and Ann Van Dusen call for a fundamental reorganization of U.S. aid programs. They recommend a major increase in efforts at development education. The authors also provide insights into how other donor governments have dealt with these challenges. With the future of U.S. foreign aid policy at stake, this book will be essential reading for anyone interested in development, foreign aid, and the organization of government programs in these areas.

Book excerpt: Since the terrorist attacks of September 11, 2001, the role of foreign assistance as a tool of foreign policy has come into sharper focus. The President elevated global development as a third pillar of national security, with defense and diplomacy, as articulated in the U.S. National Security Strategy of 2002, and reiterated in 2006. At the same time that foreign aid is being recognized as playing an important role in U.S. foreign policy, it has also come under closer scrutiny by Congress, largely in response to a number of presidential initiatives, and by critics who argue that the U.S. foreign aid infrastructure is cumbersome and fragmented, and that aid policy and is unfocused.

Book excerpt: Excerpt from Foreign Aid Reform: Hearings Before the Subcommittee on International Economic Policy, Trade, Oceans and Environment Affairs of the Committee on Foreign Relations, United States Senate, One Hundred Third Congress, Second Session, February 9, 22 and March 3, 1994 It forces us to think very narrowly in development terms, in a ve stovepipe fashion, rather than strategically about our work, an it confuses the American people, leading them to believe that our foreign assistance programs are just another form of inter national welfare. I think we have a unique opportunity together to fix this prob lem, and to fix it in time to deal with new strategic threats that our country is faced with. I had a discussion yesterday with Sen ator Kassebaum about Robert Kaplan's latest article, The Coming Anarchy, in Atlantic Monthly. Book excerpt: "The creation of a new State Department position -- Director of Foreign Assistance -- has sparked congressional interest regarding the management and any possible future reform of U.S. foreign aid programs. Charged with coordinating U.S. assistance programs, the Director of Foreign Assistance (DFA) will have authority over most State Department and U.S. Agency for International Development (USAID) programs, although major foreign aid programs, such as the Millennium Challenge Account and the Office of the Global AIDS Coordinator will remain outside of his scope. The DFA is also tasked with providing "guidance" to other agencies that manage foreign aid activities. Some assistance programs are scattered throughout numerous domestic policy agencies and the Department of Defense. The restructuring is part of Secretary Rice's "transformational development" initiative, that seeks to use foreign assistance to transform recipient countries' economic development paths, and to graduate countries from a dependence on aid. Details of how the restructuring will operate have begun to be defined with the release of a new strategic framework. The framework links strategic objectives with categories of countries that have shared characteristics or development challenges. Operational plans would design country-specific aid programs to meet those challenges ... While the current restructuring requires no legislative action, it raises a number of questions with regard to the management of foreign aid programs, funding levels, and future reform options"--Page [i].

What should our global strategy look like in an age of renewed great power competition? And what must America offer to a newly empowered developing world when we’re no longer the only major player? In The American Imperative, international development expert Daniel Runde makes the case for building a new global consensus through vigorous internationalism and the judicious use of soft power. Runde maps out many of the steps that we need to take––primarily in the non-military sphere––to ensure an alliance of stable and secure, like-minded, self-reliant partner nations in order to prevent rising authoritarian powers such as China from running the world.

Book excerpt: Over the past seven years, the Bush administration has launched a revolution in U.S. foreign aid. At no time since the administration of President Kennedy have there been more changes in the volume of aid, in aid's purposes and policies, in its organization, and in its overall status in U.S. foreign relations. George Bush's Foreign Aid: Transformation or Chaos? analyzes in detail the array of recent reforms of U.S. economic assistance and the difficult issues these reforms raise, while placing the changes and the manner of their implementation in a historical and political context. Lancaster draws out the challenges and opportunities this transformation of U.S. aid offer for the next administration to engage the emerging world of the 21st century.

Book excerpt: This volume explores the role of informal networks in the politics of Middle Eastern economic reform. The editor's introduction demonstrates how network-based models overcome limitations in existing approaches to the politics of economic reform. The following chapters show how business-state networks in Egypt, Morocco, Tunisia, Syria, Lebanon, and Jordan have affected privatization programs and the reform of fiscal policies. They help us understand patterns and variation in the organization and outcome of economic reform programs, including the opportunities that economic reforms offered for reorganizing networks of economic privilege across the Middle East.
