Book excerpt: Emergency Politics in the Third Wave of Democracy aims to make an important contribution to the study of emergency politics by offering an up-to-date study of how it works in practice. Specifically, it studies the uses given to the “regime of exception” mechanism in Bolivia, Ecuador, and Peru in the first decade of the 21st century and analyzes potential incompatibilities with the two pillars of democratic governability: efficiency and legitimacy. This book offers a thorough review of existing literature on emergency politics, offering conceptual clarification, identifying three types or paradigms of emergency politics (repressive, administrative, and disaster) and pointing to regimes of exception as a useful route to their study. It also provides an overview of emergency politics in Latin America throughout history, pointing to the predominance of regimes of exception and the repressive paradigm. The book describes the continuity of the repressive paradigm in Peruvian emergency politics to deal with both social protest and the apparent threat of organized crime and terrorism, as well as how Bolivia has shifted from a repressive to a disaster paradigm in the face of pressure to deal with climate change. It also analyzes the predominance of an administrative paradigm in Ecuadorian emergency politics in the context of weak institutions and difficulties in implementing policy as well as a populist style of leadership. Ultimately, the book offers some “best practices” in relation to the design and use of regimes of exception in democratic contexts. Other studies on emergency politics tend to focus on legal or formal issues in the context of the United States War on Terror. This study is decidedly political and empirical in focus, offering analysis and interpretation as a result of intensive fieldwork carried out by the author in Bolivia, Ecuador, and Peru. Consequently, this volume offers important contributions to our understanding of emergency politics in general (with evidence from the periphery) as well as to our understanding of democratization processes in the Third Wave.

Significant trade, fiscal, and monetary reforms have accompanied this shift, exposing previously state-led economies to the forces of the market. Despite persistent economic and political hardships, the combination of civilian regimes and market-based strategies has proved to be remarkably resilient and still dominates the region. This book focuses on the effects of market reforms on domestic politics in Latin America. While considering civilian rule as a constant, the book examines and compares domestic political responses in six countries that embraced similar packages of reforms in the 1980s—Argentina, Brazil, Chile, Mexico, Peru, and Venezuela. The contributors focus on how ambitious measures such as liberalization, privatization, and deregulation yielded mixed results in these countries and in doing so they identify three main patterns of political economic adjustment. In Argentina and Chile, the implementation of market reforms has gone hand in hand with increasingly competitive politics. In Brazil and Mexico, market reforms helped to catalyze transitions from entrenched authoritarian rule. Finally, in Peru and Venezuela, traditional political systems have collapsed and civilian rule has been repeatedly challenged. Based on a survey of the country’s elites, this study examines the effect of different forms of capital (cultural, social and political) on access to strategic positions in the legislative and executive branches of government. It focuses on the political elite between 1990, when military dictator Augusto Pinochet handed over the presidency to Patricio Aylwin, his democratically elected successor, and 2010, the end of President Michelle Bachelet’s first government. At least three points are germane to this analysis: (1) understanding the nature of the party elites during the political transition; (2) describing and explaining the main aspects of the party elites’ background and social resources, including their family networks (independent variables); and (3) exploring the effect of those variables on individuals’ chances of achieving strategic positions in the political field, comparing the legislative and executive branches as represented by deputies and ministers (dependent variable).
