Available in PDF, EPUB and Kindle. Book excerpt: During the Second World War, the FDR administration placed the FBI in charge of political surveillance in Latin America. Through a program called the Special Intelligence Service (SIS), 700 agents were assigned to combat Nazi influence in Mexico, Brazil, Chile, and Argentina. The SIS’s mission, however, extended beyond countries with significant German populations or Nazi spy rings. As evidence of the SIS’s overreach, forty-five agents were dispatched to Ecuador, a country without any German espionage networks. Furthermore, by 1943, FBI director J. Edgar Hoover shifted the SIS’s focus from Nazism to communism. Marc Becker interrogates a trove of FBI documents from its Ecuador mission to uncover the history and purpose of the SIS’s intervention in Latin America and for the light they shed on leftist organizing efforts in Latin America. Ultimately, the FBI’s activities reveal the sustained nature of US imperial ambitions in the Americas.

Book excerpt: This collection brings together innovative historical work on race and national identity in Latin America and the Caribbean and places this scholarship in the context of interdisciplinary and transnational discussions regarding race and nation in the Americas. Moving beyond debates about whether ideologies of racial democracy have actually served to obscure discrimination, the book shows how notions of race and nationhood have varied over time across Latin America's political landscapes. Framing the themes and questions explored in the volume, the editors' introduction also provides an overview of the current state of the interdisciplinary literature on race and nation-state formation. Essays on the postindependence period in Belize, Brazil, Colombia, Cuba, Mexico, Panama, and Peru consider how popular and elite racial constructs have developed in relation to one another and to processes of nation building. Contributors also examine how ideas regarding racial and national identities have been gendered and ask how racialized constructions of nationhood have shaped and limited the citizenship rights of subordinated groups. The contributors are Sueann Caulfield, Sarah C. Chambers, Lillian Guerra, Anne S. Macpherson, Aims McGuinness, Gerardo Renique, James Sanders, Alexandra Minna Stern, and Barbara Weinstein.

Available in PDF, EPUB and Kindle. Book excerpt: Examines why some democratic innovations succeed while others fail, using Venezuela, Ecuador, and Chile as case studies. Citizens’ Power in Latin America takes the reader into the heart of communities where average citizens are attempting to build a new democratic model to improve their socioeconomic conditions and to have a voice in decisions that affect their lives. Based on groundbreaking fieldwork conducted in Venezuela, Ecuador, and Chile, Pascal Lupien contrasts two models of participatory design that have emerged in Latin America and identifies the factors that enhance or diminish the capacity of these mechanisms to produce positive outcomes. He draws on lived experiences of citizen participants to reveal the potential and the dangers of participatory democracy. Why do some democratic innovations appear to succeed while others fail? To what extent do these institutions really empower citizens, and in what ways can they be used by governments to control participation? What lessons can be learned from these experiments? Given the growing dissatisfaction with existing democratic systems across the world, this book will be of interest to people seeking innovative ways of deepening democracy.

Book excerpt: Discovering the Americas describes and analyzes the evolution of Canadian foreign policy towards Latin America. The book is divided into three parts, each reflecting a distinct phase of Canada's relations with the Americas. Part 1 traces Canada's minimal relations from the beginning of the century until the Trudeau years. Part 2 examines the Trudeau era when, partly propelled by nationalism, Canada sought a more independent role in its relations with Latin America. Part 3 discusses the post- 1984 era, which has been marked by the prospect of an emerging hegemony in the Americas.
