Criou-se a Reserva Biológica de Poço das Antas IBAMA na década de 70 em fazendas desapropriadas pelo INCRA para proteção de espécie de primata meaçada de extinção (o sauí vermelho ou mico leão dourado). Na década de 90 criaram-se assentamentos de reforma agrária no entorno da reserva biológica. Resultou em conflito agrário e ambiental. O litígio ambiental foi conduzido na forma de ação civil pública pelo Ministério míblico, entendendo que o assentamento é uma ameaça à reserva biológica. Está em jogo o debate da crise ambiental, do mito da natureza intocada, dos impasses da relação ser humano e natureza, bem como, das formas de convivência entre reforma agrária e meio ambiente, entre os sujeitos da luta pela terra e os sujeitos da luta pela preservação ambiental. AbstractThis article analyses the historical transformations and the State interventions in São João River Valley region, in Rio de Janeiro, Brazil. In the 70's it was created the Biological Reserve of Poço das Antas IBAMA in farms desapropriated by INCRA in order to protect a primate species in extinction threat (the red sauí or golden lion tamarin). In the 90's it was created agrarian reform rural settlements around the biological reserve. It has resulted in agrarian and environmental conflicts. Environmental litigation was conducted in a public civil action by Public Ministery, considering the settlement a menace to biological reserve. It is under discussion the environmental crisis, the untouchable nature myth, questions around human being and nature relation, as well as, close association between agrarian reform and environment, between land stniggle and environmental preservation struggle.

Para tanto, buscou-se caracterizar a evolução da dimensão ambiental nas ações de reforma agrária, com ênfase no processo de licenciamento ambiental dos projetos de assentamento. Procurou-se também identificar práticas de gestão ambiental entre os assentados e verificar como a questão ambiental está sendo tratada no processo de obtenção de terras e implantação dos assentamentos. Além da obtenção de dados secundários em referências bibliográficas e fontes documentais, para a realização desse estudo foram obtidos dados primários, por meio de pesquisa de campo em nove assentamentos, entrevistas e aplicação de questionários com os mais diversos atores. Os resultados deste trabalho demonstram que a inserção da variável ambiental nas ações de reforma agrária ainda é muito incipiente, estando mais presente no discurso do que na prática. Tendo em vista a construção da sustentabilidade no meio rural, conclui-se que são necessárias mudanças na gestão ambiental da Reforma Agrária e na forma como vem sendo executada essa política.

Rather than conceptualizing it as a sweet spot of economic, ecological, and social balance, sustainable development is an ongoing process of embroilments requiring constant negotiation of often-competing aims. Since the late twentieth century, rural and indigenous producers in LA, including agriculturists, coffee-growers, as well as small-scale farmers/fishers, and others, have had to resist, cope with, or adapt to a range of neoliberal socio-environmental regimes that impact their territories and associated resources, including water, production systems and ultimately their cultural traditions. In response, rural producers are using local visions and innovation niches to decide what, when, and how to resist, cope with uncertainty, and still be successful in using their customary laws to retain their land rights and livelihoods. This book presents a range of ethnically diverse case studies from LA, which addresses socio-environmental, educational, and law regimes’ effects using transdisciplinary research approaches in rural, traditional and indigenous production systems. Based on both, the results and insights gained into how producers are resisting and adapting to these regimes, as well as decades of research carried out in LA rural territories by the participating authors, the book puts forward a baseline for devising new public policies that are better suited to the real challenges of livelihoods, poverty, and environmental degradation in LA. These recommendations are rooted in post-development thinking; they promote territorial public policy with social inclusion and a human’s rights approach. The book draws on over 20 years of research carried out by LA’s academics and their undergraduate and graduate students who have addressed collaborative work, participatory research, and transdisciplinary approaches with rural commons and communities in LA. Experts blame excessively centralized public administrations for the lackluster performance of public policy initiatives. In response, decentralization reformshave become a common government strategy for improving public sector performance in rural areas. The effect of these reforms is a topic of considerable debate among government officials, policy scholars, and citizensÕ groups. This book offers a systematic analysis of how local governments and farmer groups in Latin America are actually faring today. Based on interviews with more than 1,200 mayors, local officials, and farmers in 390 municipal territories in four Latin American nations, the authors analyze the ways in which different forms of decentralization affect the governance arrangements for rural development Òon the ground.Ó Their comparative analysis suggests that rural development outcomes are systemically linked to locally negotiated institutional arrangementsÑformal and informalÑbetween government officials, NGOs, and farmer groups that operate in the local sphere. They find that local-government actors contribute to public services that better assist the rural poor when local actors cooperate to develop their own institutional arrangements for participatory planning, horizontal learning, and the joint production of services. This study brings substantive data and empirical analysis to a discussion that has, until now, more often depended on qualitative research in isolated cases. With more than 60 percent of Latin AmericaÕs rural population living in poverty, the results are both timely and crucial.
