Book excerpt: First published in 1997, this collection of articles and essays analyses the political economy of reform and change in Eastern Europe during the years of Gorbachev’s perestroika and the years immediately following the fall of the Berlin wall and the collapse of the Soviet Union. Written by Polish economist Jan Winiecki, between 1984 and 1996, this work explores the issue of the feasibility of reform and change during the period of decline and collapse of communist economic order and, later, the emergence of the capitalist economic order in the post-communist Eastern Europe. Split into three parts, the work considers firstly the failures of Gorbachev’s political economy of reform, secondly the determining factors in the collapse of the Soviet system, and finally the feasibility of the systematic change which began in the wake of its collapse.

This volume, a collection of essays by leading authorities, describes the symptoms of the crisis, diagnoses the causes of the malady, and offers alternative scenarios for therapy. A unique dimension of this collection is its avoidance of one-dimensional explanations. The contributors approach the subject from very different angles, and start from very distinct sociopolitical premises. The volume includes original accounts of unexplored aspects of East European communism as well as classic interpretations of the economic crisis and social stagnation that characterize the area. Contributions not only examine the sociopolitical behavior of the ruling apparatus, but also analyze its strategies, political culture, and the opposition. Both the professional and the general reader seeking more information about Eastern Europe will find this volume an extensive, in-depth portrait of the current situation in what many observers predict may develop into the major area of tension in post-World War II Europe. Ferenc Feher, a collaborator and friend of George Lukacs, was a leading member of the "Budapest School." Forced into exile in 1977, he was taught in Australia and is now in New York at the New School for Social Research. He has published widely, in several languages, on the philosophy of art, political theory, and history.

Available in PDF, EPUB and Kindle. Book excerpt: This volume provides an up-to-date account of how the process of economic transition in Eastern Europe is unfolding from the point of view of Eastern European economists assessing their native economies. The authors have personally experienced the frustrations of the previous Stalinist system of central planning and public ownership, as well as the difficulties and pitfalls of designing new systems based on markets and private ownership. The book focuses on the three countries of Eastern Europe leading the reform efforts--Czechoslovakia, Hungary, and Poland--and points out similarities and differences in their reform strategies. Although the stories of economic change in Eastern Europe have dominated news headlines, the real challenges of designing and maintaining viable economies are just beginning. The analysis in this volume will be of interest to those in the academic and policy-making communities.

Book excerpt: Economic reform, structural adjustment, macroeconomic stabilization, and participation in the world economy are interconnected aspects of the same issue: the long-term economic viability of centrally planned economies in the rapidly changing economic environment of the modern world. Any economic strategy that focuses on only one or two of these aspects at the expense of the others is likely to fail; yet even strategies that build on all of these bases may well fail unless political leaders can muster exceptional skill, garner international support, and enjoy some good luck. The contributions to this volume reflect the recent research on this issue by various specialists on the economies of the Soviet Union and Eastern Europe. Each author emphasizes macroeconomic stabilization, structural adjustment, participation in the larger world economy, or ecomonic reform.

Available in PDF, EPUB and Kindle. Book excerpt: This interdisciplinary study offers a comprehensive analysis of the transition economies of Central and Eastern Europe and the former Soviet Union. Providing full historical context and drawing on a wide range of literature, this book explores the continuous economic and social transformation of the post-socialist world. While the future is yet to be determined, understanding the present phase of transformation is critical. The book’s core exploration evolves along three pivots of competitive economic structure, institutional change, and social welfare. The main elements include analysis of the emergence of the socialist economic model; its adaptations through the twentieth century; discussion of the 1990s market transition reforms; post-2008 crisis development; and the social and economic diversity in the region today. With an appreciation for country specifics, the book also considers the urgent problems of social policy, poverty, income inequality, and labor migration. Transition Economies will aid students, researchers and policy makers working on the problems of comparative economics, economic development, economic history, economic systems transition, international political economy, as well as specialists in post-Soviet and Central and Eastern European regional studies.

Book excerpt: This compact volume is meant as a modest contribution to the ongoing debate on how to transform in particular the radically reforming Eastern European economies into more productive sociopolitical organizations. Although my main focus here is on the economics of reform and east-west assistance, I have tried to embed the multiple technical aspects of restructuring such a resource alloca tion into the context of remaking Eastern Europe. That the volume coincides with the seminal transformations of the communist countries of Eastern Europe is, of course, not fortuitous. But I shall have much less to say about the politi cal transitions from communism to parliamentary democracy, except the ways in which the latter may bolster or hinder the hoped-for economic mutations. In taking stock of where I stand on the issue of "radical reform" of planned economics in general and the CMEA in particular, both still moving targets, I have benefited greatly from participation in formal and informal conferences on economic reform. The product has also profited from many informal discus sions and exchanges of views among friends and colleagues, including those entrusted with and purely interested in efforts on the overall topic of the study launched from within the broad context of the United Nations, my at times reluctant employer.

Book excerpt: A concise account of the breakdown of communist rule in Poland, Hungary and Czechoslovakia and a comparative analysis of their transition to pluralist democratic politics and market economies. A major theme is the linkage of politics and economics: the book shows how both the failure of economic reforms in Poland and Hungary, and the resistance to economic reform contributed to undermining the communist monopoly of power, and how the new politics of multi-party pluralism of the post-communist era interact with the unprecedented task of radical economic transformation. An appendix summarizes the three countries' electoral systems.

Available in PDF, EPUB and Kindle. Book excerpt: This edited collection addresses the dynamics of the post-Communist transition in Central Eastern Europe. Its contributors present a detailed analysis of the events unfolding during the last three decades in the region, focusing in particular on identity-building processes and reforms in Belarus, Bulgaria, Czechia, Estonia, Hungary, Latvia, Lithuania, Moldova, Poland, Romania, Slovakia, and Ukraine. The contributors outline reasons why some of these states accomplished a decisive break with the Communist past and became members of European and transatlantic structures, while some opted for pseudo-transition and fostered hybrid political regimes, jeopardizing their genuine integration with the West. A group of states which decided to preserve their Communist legacy is also explained. The collection describes and scrutinizes the formation of geopolitical affiliations and the evolution of discourses of belonging. It also traces the fluctuating dynamics of national decision-making and institution-building, as many of the post-Communist states reconsider and re-elaborate their initial ideas and visions of Europe today. Finally, the collection brings to light the rapidly changing perceptions of the region by the major global actors—the European Union, People’s Republic of China, Russian Federation, and others.
