Book excerpt: "In Latin America the state is the prime regulator, coordinator, and pace-setter of the entire national system, the apex of the pyramid from which patronage, wealth, power, and programs flow. The state bears responsibility for the realization of civic needs, providing goods and services to each citizen. Doing so requires the exercise and maintenance of social and political control. It is John Martz's contention that clientelism underlines the fundamental character of Latin American social and political life. As the modernizing bureaucratic state has developed in Latin America, there has been a concurrent shifting away from clientelistic relationships. Yet in one form or another, political clientelism still remains central.Clientelism occurs when large numbers of low-status individuals, such as those in the slums of rural and underdeveloped areas, are protected by a powerful patron who defends their interests in return for deference or material reward. In Colombia the rural patron has become a member of the higher clientelistic system as well; he is dependent on a patron who operates at the national level. This enables urban elites to mobilize low-status clients for such acts as mass demonstrations of political loyalty to the regime. Thus, traditional clientelism has been modified through the process of modernization.Part One of The Politics of Clientelism examines Colombian politics, focusing on the incarnation and traditional forms of clientelism. A skilled navigator, the Pacific voyage on which he sailed in 1789 was the last and most important of his career - a five-year scientific and political examination of the Spanish colonies in the Americas and the Philippines. He appraised the British colony at Sydney Cove and Tonga, allowing him to compare life at a place almost untouched by European contact with the situation in the colonies. Malaspina eventually returned to Spain, where he was received by King Charles IV. He was commissioned to produce a work covering all aspects of his studies that would establish Spain's reputation as a modern enlightened state. Malaspina advised the King that this could be achieved only if he dismissed all of his ministers and replaced them with a slate of Malaspina's choosing who would back his visionary ideas. This seemingly naive proposal resulted in a unanimous vote by the council that his plan was false, seditious, and injurious to the sovereignty of Their Majesties, and he was sentenced to ten years imprisonment in the fortress of San Antón. At the urging of Napoleon he was released after eight years and exiled to Italy, where he died in 1810, just as the revolts in the Americas were starting, as he had predicted. Using Malaspina's writings, including the journal of his great voyage and his personal letters, John Kendrick makes the life of this extraordinary man available for the first time in English.

Book excerpt: Since the early modern era, historians and observers of Spain, both within the country and beyond it, have identified a peculiarly Spanish disdain for work, especially manual labor, and have seen it as a primary explanation for that nation's alleged failure to develop like the rest of Europe. In "Lazy, Improvident People," the historian Ruth MacKay examines the origins of this deeply ingrained historical prejudice and cultural stereotype. MacKay finds these origins in the ilustrados, the Enlightenment intellectuals and reformers who rose to prominence in the late eighteenth century. To advance their own, patriotic project of rationalization and progress, they disparaged what had gone before. Relying in part on late medieval and early modern political treatises about "vile and mechanical" labor, they claimed that previous generations of Spaniards had been indolent and backward. Through a close reading of the archival record, MacKay shows that such treatises and dramatic literature in no way reflected the actual lives of early modern artisans, who were neither particularly slothful nor untalented. On the contrary, they behaved as citizens, and their work was seen as dignified and essential to the common good. MacKay contends that the ilustrados' profound misreading of their own past created a propagandistic myth that has been internalized by subsequent intellectuals. MacKay's is thus a book about the notion of Spanish exceptionalism, the ways in which this notion developed, and the burden and skewed vision it has imposed on Spaniards and outsiders. "Lazy, Improvident People" will fascinate not only historians of early modern and modern Spain but all readers who are concerned with the process by which historical narratives are formed, reproduced, and given authority.
