Book excerpt: Reducing vehicle-miles traveled (VMT) has become an important goal for improving environmental outcomes and reducing the costs of travel and infrastructure. One way to accomplish such reductions could be to enact policies that foster more compact development. However, while it is accepted that compact development is associated with lower VMT, there remain disagreements about the efficacy of this policy lever. One issue casting doubt on the power of compact development relates to travelers' exposure to density. A conventional view holds that many travelers' neighborhoods are "locked in place" because change in established neighborhoods is slow. Additionally, conventional explanations of the effect of denser development focus on travelers' own neighborhoods, or on the metro area as a whole, failing to isolate the effect of densifying nodes near, but outside of, the travelers' neighborhoods. This study employs housing and travel data from the Seattle-Tacoma, Wash., where policies aimed at encouraging compact development have been in place since the mid-1990s. Findings suggest that 1) in established neighborhood, incremental change often results in exposure to substantially higher density, and 2) that even where localized density is constant, increases in density at intentional nodes or other areas near, but outside of, a traveler's own neighborhood, has a strong effect on VMT. The findings tend to undermine some of the key doubts about using land use as a policy lever for VMT reduction.

Book excerpt: As the United States moves closer to regulating greenhouse gas (GHG) emissions in response to global climate change, solutions are needed that minimize the cost burden on consumers. The on-road transportation sector, which accounts for one-third of US GHG emissions, may be a likely candidate for significant reduction of GHGs. While vehicle and fuel technology increasingly limit the release of other tailpipe pollutants, transportation-based GHG emissions have continued to rise, as the number of total vehicle miles traveled (VMT) has risen. At the same time, the Federal Highway Trust Fund, the source for most Federal surface transportation spending, suffers from a substantial financial crisis. Directing transportation investment into a cost-effective means of significant VMT reduction would help alleviate pressure on the Trust Fund, as well as, abate US GHG emissions. This study looks at the potential of VMT reduction from the Congestion Mitigation and Air Quality (CMAQ) program, as a means of reducing GHG emissions with a particular focus paid to its funding of infrastructure for transportation modes, other than single-occupancy vehicles. While it was determined that VMT grew at a slower rate in metropolitan areas that received more alternative transportation funding, the findings were not significant enough to definitively state the effectiveness of CMAQ as a GHG reducing mechanism. There are two possible reasons for these findings, one practical and one statistical. The practical reason may be that the programs are so small relative to overall system expenditure that only larger programs would produce a real impact. The statistical reason may be that the funding amounts are so small relative to overall VMT that other factors dominated in the statistical regressions. However, the results also do not rule out the ability of concentrated alternative transportation spending, as in CMAQ, to influence VMT growth.

Book excerpt: Due to California State mandates to reduce greenhouse gas (GHG) emissions related to automobile use, Vehicle Miles Traveled (VMT) has become an important indicator of driving activity in a jurisdiction and subsequent GHGs generated by it. The regional organizations tasked with the implementation of public policy designed to reduce GHG emissions by automobiles are California's Councils of Governments (COGs) and Metropolitan Planning Organizations (MPOs). The purpose of this thesis is an examination of whether specific policy activities undertaken by these organizations have had any effect at reducing VMT. A few examples of these policy activities include transit-oriented development and Blueprint strategies that include limiting urban sprawl and managing regional growth. To accomplish this, I utilized both a quantitative regression analysis of data gathered quantitative data from multiple sources including the California Department of Transportation, United States (US) Census Bureau, Center for Health Statistics, and California Association of Councils of Government. For my dependent variable, I chose total VMT because it measures driving activity. My key explanatory variables are Single-County COG, Multi-County COG, and Blueprint. My results show that both of the COG variables have a negative impact on VMT totals, but the Blueprint variable has a positive effect on VMT. More specifically, the Multi-County COG has greater effects on VMT reduction than Single-County COGs. This suggests that regional cooperation is helpful in reducing VMT. Furthermore, I collected qualitative data by interviewing two representatives each from two different COGs. I asked them if they would consider a COG/MPO an effective organization to reduce VMT, to which they both agreed it is. I also asked if they thought the VMT mandated totals would be achieved by the proscribed due dates, and both thought it was not possible. The results provided in this study, unfortunately, are not conclusive in regards to the effectiveness of COG and MPO policies to reduce VMT. The purpose of including a Blueprint variable was to account for regional policies, and since that variable showed a positive correlation to VMT totals, I am not certain those policies are effective. However, I believe that my study is insightful and provides a starting point for tracking potential causes for changes in VMT.

Book excerpt: In 2008, the Washington State legislature established benchmarks to reduce vehicle miles traveled (VMT) per capita over the subsequent 40 years as part of the strategy to reach statutory greenhouse gas emissions limits. The purpose of the per capita VMT reduction benchmarks was to encourage implementation of multimodal investments, transit oriented development and transportation pricing. The establishment of these benchmarks was, in part, recognition that the state transportation related greenhouse gas reduction targets could not be met strictly with changes in fuels and automobile technology. Since their adoption, no implementation plan or framework has been adopted to enable the state to meet the benchmarks. This study sought to identify the challenges to and opportunities for developing an implementation plan for meeting the state per capita VMT reduction benchmarks. Data was collected through stakeholder interviews and public documents, and evaluated based on multiple streams and consensus building theories' decision criteria. The analysis found value conflicts among elected state decision makers regarding climate mitigation and the role of the state in transit funding, questions regarding the appropriateness of per capita VMT reduction as a goal and metric and a lack of leadership on the issue as barriers to policy development and to a decision that would support implementation planning for per capita VMT reductions. Other challenges include finding an approach that respects the economic, population and geographic variations between different regions of the state. Strategies identified that may address these challenges include evaluating and considering alternative metrics, teaming with the regions to develop feasible regional targets, and shifting the problem discussion from VMT reduction to how to develop a more efficient, reliable and financially sustainable transportation system that reduces greenhouse gasses and grows the state economy. Leadership would be needed to advance any of these strategies. Consensus building could support reaching problem agreement as well as developing a broad base of support for a preferred solution. However, stakeholders that see no need for greenhouse gas mitigation may not have sufficient incentive to seek solutions that meet the interests of the other stakeholders. Value conflicts among state decision makers could also be reduced through elections that change the legislature composition.
