Book excerpt: " The federal government obligated over $27 billion for university research in fiscal year 2015, according to NSF. To allow for oversight of these funds, Congress and research funding agencies established administrative requirements that universities must comply with as part of grants they apply for and receive. University stakeholders have studied and raised concerns about the workload and costs to comply with the requirements. GAO was asked to review research grant requirements and their administrative workloads and costs. This report examines (1) the sources and goals of selected requirements, (2) factors affecting universities' administrative workload and costs for complying with the requirements, and (3) efforts by OMB and research funding agencies to reduce the requirements' administrative workload and costs, and the results of these efforts. GAO selected and examined in detail nine areas of administrative requirements at DOE, NASA, NIH, and NSF, and interviewed administrative staff and researchers from six universities. GAO selected agencies and universities that ranged in the amount and type of research funding provided or received. "

They are the principal source of a world-class labor force and fundamental discoveries that enhance our lives and the lives of others around the world. These institutions help to create an educated citizenry capable of making informed and crucial choices as participants in a democratic society. However many are concerned that the unintended cumulative effect of federal regulations undercuts the productivity of the research enterprise and diminishes the return on the federal investment in research. Optimizing the Nation's Investment in Academic Research reviews the regulatory framework as it currently exists, considers specific regulations that have placed undue and often unanticipated burdens on the research enterprise, and reassesses the process by which these regulations are created, reviewed, and retired. This review is critical to strengthen the partnership between the federal government and research institutions, to maximize the creation of new knowledge and products, to provide for the effective training and education of the next generation of scholars and workers, and to optimize the return on the federal investment in research for the benefit of the American people.

Book excerpt: Threatened by sharp cuts in state government support and stagnant federal research funding, US public research universities are becoming fragile ecosystems. By charting flows of research dollars through a leading public research university-the University of California, San Francisco (UCSF)-this book illuminates how such schools work to cope with these funding threats and how the challenges and coping strategies affect organization and direction of research. Academic leaders, faculty, administrators, and students will learn how a complex academic health center manages its revenues, expenses, and diverse academic cultures. For the first time, they can begin to understand arcane mysteries of indirect cost recovery, sponsored funds, capital investment, endowments, debt, and researchers' salaries.

Book excerpt: AAP Prose Award Finalist 2018/19 Management of Animal Care and Use Programs in Research, Education, and Testing, Second Edition is the extensively expanded revision of the popular Management of Laboratory Animal Care and Use Programs book published earlier this century. Following in the footsteps of the first edition, this revision serves as a first line management resource, providing for strong advocacy for advancing quality animal welfare and science worldwide, and continues as a valuable seminal reference for those engaged in all types of programs involving animal care and use. The new edition has more than doubled the number of chapters in the original volume to present a more comprehensive overview of the current breadth and depth of the field with applicability to an international audience. Readers are provided with the latest information and resource and reference material from authors who are noted experts in their field. The book: - Emphasizes the importance of developing a collaborative culture of care within an animal care and use program and provides information about how behavioral management through animal training can play an integral role in a veterinary health program - Provides a new section on Environment and Housing, containing chapters that focus on management considerations of housing and enrichment delineated by species - Expands coverage of regulatory oversight and compliance, assessment, and assurance issues and processes, including a greater discussion of globalization and harmonizing cultural and regulatory issues - Includes more in-depth treatment throughout the book of critical topics in program management, physical plant, animal health, and husbandry. Biomedical research using animals requires administrators and managers who are knowledgeable and highly skilled. They must adapt to the complexity of rapidly-changing technologies, balance research goals with a thorough understanding of regulatory requirements and guidelines, and know how to work with a multi-generational, multi-cultural workforce. This book is the ideal resource for these professionals. It also serves as an indispensable resource text for certification exams and credentialing boards for a multitude of professional societies Co-publishers on the second edition are: ACLAM (American College of Laboratory Animal Medicine); ECLAM (European College of Laboratory Animal Medicine); IACLAM (International Colleges of Laboratory Animal Medicine); JCLAM (Japanese College of Laboratory Animal Medicine); KCLAM (Korean College of Laboratory Animal Medicine); CALAS (Canadian Association of Laboratory Animal Medicine); LAMA (Laboratory Animal Management Association); and IAT (Institute of Animal Technology).

Chapters examine neuroinformatics, genetic and neurobehavioral databases and data mining, also providing an analysis of natural genetic variation and principles and applications of forward (mutagenesis) and reverse genetics (gene targeting). In addition, the book discusses gene expression and its role in brain function and behavior, along with ethical issues in the use of animals in genetics testing. Written and edited by leading international experts, this book provides a clear presentation of the frontiers of basic research as well as translationally relevant techniques that are used by neurobehavioral geneticists. Focuses on new techniques, including electrocorticography, functional mapping, stereo EEG, motor evoked potentials, optical coherence tomography, magnetoencephalography, laser evoked potentials, transmagnetic stimulation, and motor evoked potentials Presents the most exciting molecular and recombinant DNA techniques used in the analysis of brain function and behavior Written and edited by leading international experts

Book excerpt: The obligation to treat animals used in research ethically and humanely extends beyond their lives in the laboratory to include their transportation from place to place. Yet transporting animals is a highly regulated and complex process that raises many difficult issues. To examine these issues, the Roundtable on Science and Welfare in Laboratory Animal Use held a workshop on September 3-4, 2014, in Washington, DC. More than 200 people participated in the workshop in person and online, including representatives of academic research institutions, pharmaceutical and consumer product companies, government agencies, research advocacy groups, professional associations, and the public. The workshop was designed to draw attention to the essential thoughtful journey planning behind each transport of laboratory animals.

This is because higher education institutions (HEIs) do not operate in a void but, rather, are part and parcel of patriarchal social structures. This book offers a comprehensive presentation of the gendered and gendering academic career development. It explores various scholarly roles that academics face throughout their careers and how they are gendered in their nature. The book connects relevant literature on the topic with novel empirical studies to increase the understanding of how gender is played in academia across different roles and different career stages. The empirical context is conducted in Central and Eastern Europe and sheds new light on the gendered and gendering nature in academia in the region. The book also offers propositions on how to undo gendered academia to make it a more inclusive workplace for all. Dedicated to the academic reader employed in HEIs, particularly among those who are involved in the management of such institutions, this volume will be of great interest to researchers, academics, and advanced students in the fields of human resource management, organizational studies, higher education, and gender studies.

Book excerpt: The academy, once celebrated as society's vital center of intellectual life, has become in many respects a business enterprise whose primary concern is to keep itself in business, leaving the culture of ideas to languish. We might recover - or create - it in interstitial spaces and in interludes we seize for ourselves.
