Available in PDF, EPUB and Kindle. Book excerpt: Appointment scrolls are required for initial appointment of officers and for reappointment in a different grade, military service, or component. In some cases, they are necessary for appointment to a special branch or segment of a service's officer corps. The Office of the Secretary of Defense (OSD) processes over 2,500 appointment and promotion packages per year, and many require rework to correct administrative errors and incorrect information. Even without rework, the appointment and promotion scrolling process takes time, affecting the assignment timelines of officers needed in new capacities that require reappointment. The Office of the Under Secretary for Personnel and Readiness seeks to reduce the time needed to process appointments and the incidence of administrative errors, which result in time lost, administrative costs, and processing delays. In this report, researchers evaluate the requirements for creating appointment scrolls, examine the highly varying processes used to meet these requirements, identify problems in the scrolling process that create delays for both the services and OSD, and recommend improvements to increase efficiency. In addition, they examine Title 10 of the U.S. Code and other related statutes to identify changes needed to appoint officers within a military service rather than within a component of a military service. Book excerpt: Improving our nation's healthcare system is a challenge which, because of its scale and complexity, requires a creative approach and input from many different fields of expertise. Lessons from engineering have the potential to improve both the efficiency and quality of healthcare delivery. The fundamental notion of a high-performing healthcare system-one that increasingly is more effective, more efficient, safer, and higher quality-is rooted in continuous improvement principles that medicine shares with engineering. As part of its Learning Health System series of workshops, the Institute of Medicine's Roundtable on Value and Science-Driven Health Care and the National Academy of Engineering, hosted a workshop on lessons from systems and operations engineering that could be applied to health care. Building on previous work done in this area the workshop convened leading engineering practitioners, health professionals, and scholars to explore how the field might learn from and apply systems engineering principles in the design of a learning healthcare system. Engineering a Learning Healthcare System: A Look at the Future: Workshop Summary focuses on current major healthcare system challenges and what the field of engineering has to offer in the redesign of the system toward a learning healthcare system.

Available in PDF, EPUB and Kindle. Book excerpt: The construction industry faces continual challenges and demands, due to market conditions and coercion by governments, for improvements in safety, quality and cost control, and in the avoidance of contractual disputes. To meet these challenges construction enterprises need to constantly seek new directions and business models in construction management. A number of tools, methods and concepts have been developed and advocated as aids to achieving improved performance, but many in the industry find them confusing or are sceptical of their relevance. The third edition of Construction Management: New Directionsbrings together, in a single volume, detailed discussion of a range of contemporary management concepts which are relevant to the construction industry, including strategic management; benchmarking; reengineering; partnering and alliancing; enterprise risk management; total safety management; total quality management; value management and constructability. It provides a straightforward, accessible and objective account of these concepts, showing how they interrelate and can be used to improve the performance of the construction firm. This research based text will be essential reading for industry leaders and practitioners, as well as researchers, postgraduate and senior undergraduate students. From a review of previous editions I am in no doubt that this book will quickly become a favourite among students and practitioners alike —Construction Manager

Book excerpt: It is still easy to underestimate how much the collapse of the Soviet Union and the end of the Cold War?--and then the terrorist attacks of September 11, 2001?--transformed the task of American foreign and defense policymaking. In place of predictability (if a sometimes terrifying predictability), the world is now very unpredictable. In place of a single overriding threat and benchmark by which all else could be measured, a number of possible threats have arisen, not all of them states. In place of force-on-force engagements, U.S. defense planners have to assume "asymmetric" threats?--ways not to defeat U.S. power but to render it irrelevant. This book frames the challenges for defense policy that the transformed world engenders, and it sketches new tools for dealing with those challenges?--from new techniques in modeling and gaming, to planning based on capabilities rather than threats, to personnel planning and making use of "best practices" from the private sector.
