Book excerpt: The report considers the cleaning solutions and technologies that are alternatives to perc-based dry cleaning, the emission control legislation applicable in Toronto, and the legislative and "best practice" measures taken by other Perc in Dry Cleaning - Technical Report. [...] In a 1992 German study, concentrations of perc in the blood of residents living near dry cleaning shops, was dependent on the floor and construction type of the building where they lived and not necessarily on the dry cleaning system itself (Popp et al., 1992 as cited in IPCS, 2006). [...] California is the first state in the U. S. to prohibit the use of perc in dry cleaning. [...] Toronto dry cleaners have lowered perc discharges to the environment by using closed, direct-couple delivery of perc from the storage tank to the machine, by eliminating the use of perc-based spotting agents (as is required under the CEPA Regulations) and by educating workers in managing wastes resulting from the dry cleaning process. [...] Educating workers in the proper use of the alternate technologies, to achieve results comparable to perc-based dry cleaning, is important in increasing the use of wet cleaning and liquid CO2 based cleaning.

Many dry cleaning employers have found that equipment design, preventive maintenance, control of leaks in equipment, proper ventilation, and good work practices can reduce perc exposure to workers, reduce costs by recovering perc for reuse, help create a cleaner environment, and help comply with federal and state environmental regulations. This booklet is intended to assist employers in providing a safe and healthful workplace. Perchloroethylene ("perc") has long been recognized as an effective dry cleaning solvent and today it is by far the most commonly used solvent in dry cleaning shops. However, as a volatile organic solvent, perc may pose serious health hazards if exposure is not properly controlled. Dry cleaning workers who routinely breathe excessive amounts of the solvent vapor or spill perc on their skin are at risk of developing health problems. Special precautions are recommended to avoid health risks from perc exposure. The purpose of this guidance is to provide practical and effective ways for dry cleaning operators to reduce worker exposure to perc. The guidance emphasizes reducing perc exposure through a combination of using modern equipment and preventive maintenance, control of leaks in dry cleaning equipment, proper ventilation, and good work practices.

The water systems were supplied by the Tarawa Terrace and Hadnot Point watertreatment plants, which served enlisted-family housing, barracks for unmarried service personnel, base administrative offices, schools, and recreational areas. The Hadnot Point water system also served the base hospital and an industrial area and supplied water to housing on the Holcomb Boulevard water system (full-time until 1972 and periodically thereafter). This book examines what is known about the contamination of the water supplies at Camp Lejeune and whether the contamination can be linked to any adverse health outcomes in former residents and workers at the base.

Book excerpt: Tetrachloroethylene is a volatile, chlorinated organic hydrocarbon that is widely used as a solvent in the dry-cleaning and textile-processing industries and as an agent for degreasing metal parts. It is an environmental contaminant that has been detected in the air, groundwater, surface waters, and soil. In June 2008, the U.S. Environmental Protection Agency released its draft Toxicological Review of Tetrachloroethylene (Perchloroethylene) (CAS No. 127-18-4) in Support of Summary Information on the Integrated Risk Information System (IRIS). The draft IRIS assessment provides quantitative estimates of cancer and noncancer effects of exposure to tetrachloreothylene, which will be used to establish airquality and water-quality standards to protect public health and to set cleanup standards for hazardous waste sites. At the request of EPA, the National Research Council conducted an independent scientific review of the draft IRIS assessment of tetrachloroethylene from toxicologic, epidemiologic, and human clinical perspectives. The resulting book evaluates the adequacy of the EPA assessment, the data and methods used for deriving the noncancer values for inhalation and oral exposures and the oral and inhalation cancer unit risks posed by tetrachloroethylene; evaluates whether the key studies underlying the draft IRIS assessment are of requisite quality, reliability, and relevance to support the derivation of the reference values and cancer risks; evaluates whether the uncertainties in EPA's risk assessment were adequately described and, where possible, quantified; and identifies research that could reduce the uncertainty in the current understanding of human health effects associated with tetrachloroethylene exposure.
