The challenge of economic openness is considered through the globalization of the world economic system by the example of modern Russia. The tendency of archaization of socio-economic relations is explored which is connected with the gradual disappearance of ineffective institutes and their replacement by new institutes. Attention is paid to the regional aspect of the digital economy – perspectives of development of the ethno-economy in the context of integration of regional economic systems are determined. The problem of preserving social identity and supporting the uniqueness of competitive advantages of the region’s economy in the conditions of digitization is actualized, and its perspective solutions based on a region’s globalization management are offered. Also, the problem of national and regional food security is considered. Increased social significance of the agro-industrial complex and the necessity for its de-economization on the platform of the digital economy are substantiated. A new concept of the market economy in the conditions of digitization and the Fourth industrial revolution is developed; economic power of technological progress and possibilities of managing and re-directing this power are determined. The authors substantiate the transition to the Sixth technological mode and the related transformation processes in the economy. Also, the authors dwell on the problem of the shadow economy and corruption and consider the perspectives of its overcoming based on the possibilities of digital technologies. The idea of de-regulation based on the possibilities of automatization and AI is opposed to the idea of increase of state regulation based on ubiquitous computing and digital monitoring of economic activities. The perspectives of increasing the economy’s transparency in the digital age are proved. The alternatives to the current model of development of the digital economy are given, and scenario analysis of consequences of observing these models based on the cognitive approach is performed. New opportunities for development of the integration processes in entrepreneurship in the conditions of the digital economy are shown – in particular, in the aspect of inter-regional and transnational sectorial clustering. Clusters are considered as growth points of the Russian economy, and the new Russian experience of formation and development of clusters in the sphere of higher education in the context of region’s economy is studied. The authors determine the contribution of key technological events in the development of entrepreneurship through the example of modern Russia. They come to the conclusion that despite the unique possibilities digital technologies do not necessarily create additional value for entrepreneurship, and their application could be ineffective due to additional capital expenditures in case of complexity of return of long-term venture investments. The needs of entrepreneurship for innovative infrastructural provision in the context of the digital economy are determined, and barriers on the path of its creation and practical application due to necessity for applying new forms of business organization are shown. Specific features of state management of a region’s economy in the conditions of digital modernization are shown, and the modern Russian practice of e-government as a response to the modern challenges is studied. The authors outline new perspectives of development of public-private partnership as an effective direction of industrial and cluster policy of a modern region.

Cities where we work and conduct our research are building Smart City strategies and that research institutions increasingly fund research into the development of smart infrastructure and. Smart Cities are considered a radical paradigm shift and motors of technological innovation: economic growth, higher quality of life, efficiency and risk control in the face of shrinking resources and impending climate change. This smartification is contrasted by increasing calls by civil society and urban social movements for more encompassing inclusion in decision-making. New urban actors are acquiring agency through situated knowledge, local expertise, social networking, and cooperation and collaboration skills. Behind these movements a seemingly parallel discourse to the “Smart City” paradigm is gaining ground – the discourse of the commons. Commons are defined as the combination of resources, people and practices: resources which are defined and managed by a group of people – of commoners – and a practice of commoning that looks after, takes care for and fosters this resource without exhausting it. Commoning is a practice that seems closer than any other practice to a sustainable way of life. Are these two discourses – the discourse on the Smart City and the discourse on the urban commons – irreconcilable antagonists or do they share a common ground which needs to be uncovered, developed and advocated. This question is by no means merely theoretical. It is also a very practical question which pertains to the management and distribution of the resources we depend on. It is a very political question as it demands negotiation and the taking of sides. And it is an ethical question in that it relates to how we respect and stand up for each other – our fellow human beings and also the non-human nature for which we are responsible. The essays and transcripts of the symposium “Beware of Smart People!” want to make a first contribution and stimulate future research in the field. Das Paradigma der Smart City ist Ausdruck der Ambition, Stadtentwicklung durch die Anwendung von IKT effizient und Ressourcen schonend zu gestalten. Städte in denen wir arbeiten und über die wir forschen entwickeln Smart City Strategien und Forschungsförderung spezialisiert sich zunehmend auf die Entwicklung „smarter“ Infrastrukturen und Steuerungsmechanismen. Smart Cities werden als radikaler Paradigmenwechsel gelesen und als Motoren technologischer Entwicklung: ökonomisches Wachstum, höhere Lebensqualität, Effizienz und Risikokontrolle angesichts abnehmender Ressourcen und drohenden Klimawandels. Dieser „Smartifizierung“ stehen die zunehmenden Forderungen zivilgesellschaftlicher Gruppen und sozialer Bewegungen für mehr und umfassendere Einbindung in Entscheidungsprozesse entgegen. Neue urbane Akteure werden zu Agenten, indem sie ihre Erfahrungswissen, ihre lokalen Kenntnisse, ihre sozialen Netzwerke und Fähigkeiten zur Kooperation und Kollaboration einbringen. Hintergrund diese Bewegungen ist ein augenscheinlich paralleler Diskurs zur „Smart City“ welcher sich zunehmend Gehör verschafft – der Diskurs über die Gemeingüter, die Commons. Commons werden definiert als das Zusammenspiel von Ressourcen, Menschen und Praktiken: Ressourcen, die von einer Gemeinschaft – den Commonern - definiert und verwaltet werden, und eine Praxis des Commoning, welche die Ressource schonend bewirtschaftet ohne sie zu verbrauchen. In diesem Sinne scheint Commoning eine Praxis, die einer nachhaltigen Lebensweise am nächsten kommt. Sind diese zwei Diskurse – der Diskurs über die Smart City und jener über die urbanen Gemeingüter – unvereinbare Antagonisten oder teilen sie Gemeinsamkeiten, welche offen gelegt, weiter entwickelt und verfechtet werden sollten? Diese Frage ist keineswegs eine rein theoretische. Sie ist eine sehr praktische Frage, da sie auf das die Verteilung und das Management lebenswichtiger Ressourcen zielt. Sie ist eine politische Frage, da sie Auseinandersetzung und Parteinahme einfordert. Traditionally, the first one is concentrating the reader’s attention on the internal aspects of the organization’s functioning as an object of research. In this regard, articles related to the concept of corporate social responsibility in two ways: organizational research and bibliometric analysis. The authors used an analogical (bibliometric) approach to examine trends in publishing for the concept of learning organizations. In this part of the discussion, the social aspect has been strongly displayed, also thanks to the social capital and enterprise. Another topic in this section is the role of the workers’ knowledge in creating innovative solutions, emphasizing the role of trust and culture-rich collaboration between employees, employees’ participation in creating projects, and organizational change. In addition, it discusses the role of information and knowledge networks and sharing knowledge among employees, which does remain without influence on the shaping of individual employees’ careers. Slightly different from the other articles, though set in this section, there is an article referring to the organizational pathology. These considerations are much more valuable, usually because of the difficult access to negative information. The next section presents articles in the context of the modern tools used in the management of commercial and non-commercial organizations. This part of the discussion starts an article about forecasting methods and modern models of business management. In opposition to these considerations, the problem of unused, modern management methods in the local government sector, remains valid.
