Overarching global changes in access to markets, climatic conditions, and the availability of natural resources intensify disparities in income, assets, and power among genders. This book explains these gender dynamics at macro and micro levels through GIS and spatial analysis. Chapter 1 provides an overview of the current role of GIS in the context of gender inequalities, how it still exists globally despite substantial national and international measures that have been taken toward gender equality. It illustrates global and country-level maps of measures of gender inequalities, such as gender equality index, access to basic education, health and life expectancy, equality of economic opportunity, and political empowerment. The global case studies provided in the consequent chapters explore the world of gender inequalities and get directly involved with some of the GIS and mapping applications. But he can appoint Assembly Members to his cabinet while they continue to sit in the Assembly. The Report asks how the public are supposed to disentangle a situation in which an Assembly Member can hold the executive to account in one area while working on behalf of the executive in another. As a further example of inconsistency, the Report questions why Assembly Members can sit on some GLA London-wide executive bodies but not others. For example, eight Assembly Members can sit on the London Fire and Emergency Planning Authority but no Assembly Member is entitled to join the Mayor's Office for Policing and Crime. The Mayor must be held to account for the substantial powers invested in him and the London Assembly is the right vehicle to do this, but not in its current form. The Report recommends that the Assembly should be given the power to: call in mayoral decisions; amend the Mayor's capital budgets as it can his revenue budgets; reject the Mayor's Police and Crime Plan on the same basis as it can other mayoral strategies; review and, if necessary, reject the Mayor's appointment of any Deputy Mayor. In addition Assembly members who join the Mayor's cabinet or sit on GLA boards should be required to give up their Assembly membership and the London Fire and Emergency Planning Authority should be reconstituted along the lines of the Mayor's Office for Policing and Crime

Yale, an elite Ivy League university, boasts accomplished alumni, including national and world leaders in business and politics. Southern Connecticut State University graduates mostly commuter students seeking credential degrees in fields with good job prospects. Ann L. Mullen interviewed students from both universities and found that their college choices and experiences were strongly linked to social background and gender. Yale students, most having generations of family members with college degrees, are encouraged to approach their college years as an opportunity for intellectual and personal enrichment. Southern students, however, perceive a college degree as a path to a better career, and many work full- or part-time jobs to help fund their education. Moving interviews with 100 students at the two institutions highlight how American higher education reinforces the same inequities it has been aiming to transcend.

The poverty emphasis is in an intellectual and political cul de sac. It does not address the fundamental question of why people are poor nor what can be done structurally and institutionally to reduce and eliminate it. The various chapters illustrate in the context of various countries and sectors around the world, the significant contributions that evaluators can make in terms of improvement of the analytical framework, analysis of the performance and results of specific programs and projects, as well as assessing and designing better public management systems in terms of poverty and inequality reduction. Beyond the specific contributions presented, three characteristics characterize those evaluations to be relevant for poverty and inequality analysis: a global-local approach: Global to move beyond disciplinary boundaries and consider cross-cutting issues, local to account for the diversity of countries, sectors, institutions and cultures considered; a problem-solving orientation: The issue evaluated is the core focus and determines the choice of evaluation methods to analyze this issue from a variety of angles; an evolutionary approach: Chapters presented are from iconoclasts who do not have any pre-established theory or school of thought to defend. This is the result of openness of mind and ability to adapt the analytical framework, the evaluation methods, and the interpretation of results in a constant interaction with the stakeholders. Such characteristics make evaluation a domain that can help understand better complex issues like poverty, inequality, vulnerability, and their interactions as well as propose a relevant and useful theory of change for public policies and projects to improve the plight of a large part of the world population in industrialized and developing countries alike.

The book delves into this discussion by analyzing fiscal policy and its link with inequality. Fiscal policy is the government’s most powerful tool for addressing inequality. It affects households ‘consumption directly (through taxes and transfers) and indirectly (via incentives for work and production and the provision of public goods and individual services such as education and health). An important message of the book is that growth and equity are not necessarily at odds; with the appropriate mix of policy instruments and careful policy design, countries can in many cases achieve better distributional outcomes and improve economic efficiency. Country studies (on the Netherlands, China, India, Republic of Congo, and Brazil) demonstrate the diversity of challenges across countries and their differing capacity to use fiscal policy for redistribution. The analysis presented in the book builds on and extends work done at the IMF, and also includes contributions from leading academics.
