It offers theoretical responses both to the challenge of Bosnia and to the global challenge of how to reconcile two facts of the modern world and the threat that stems from this: the existence of 200 states, and their commitment to their own integrities, and the existence of 8000 ethnic groups and their devotion to keep their identities alive. The question the book raises is whether nation (state) and democracy are the proper and only answers to these challenges. Presenting conceptual controversies about two of the most discussed and disputed concepts of the present day, the author insists on totally new notions of nation and people (ethnic group, narod, folk). He maintains that ethnicity and nationality have hitherto been defined mainly in terms of culture and politics in anthropology and political science. Both concepts are however basically societal phenomena and therefore fall primarily within the subject domain of sociology. By combining a theoretical analysis with experience from Bosnia, the book provides definitions of concepts such as ethnic group and nation, and thereby ensures a new perspective and analytical tool for an international audience of academics and officials in international institutions and organizations. The author challenges the assumption that multiethnic composition leads to weakness of the military, and shows how a multiethnic army is frequently the impetus for peacemaking in multiethnic societies. Three case studies (Nigeria, Lebanon and Bosnia-Herzegovina) determine that rather than external factors, it is the internal structures that make or break the military institution in a socially challenging environment. The book finds that where the political will is present, the multiethnic military can become a symbol of reconciliation and coexistence. Furthermore, it shows that the military as a professional identity can supersede ethnic considerations and thus facilitates cooperation within the armed forces despite a hostile post-conflict setting. In this, the book challenges widespread theories about ethnic identities and puts professional identities on an equal footing with them. But expensive efforts to promote a stable peace and a multiethnic democracy can be successful only if they resonate among ordinary people. Otherwise, such projects will produce fragile institutions and alienated citizens who will be susceptible to extremists eager to send them back into war. Paula M. Pickering challenges the conventional wisdom that common people are merely passive recipients of peacebuilding projects. Instead, in Peacebuilding in the Balkans, she shows how ordinary people, particularly minorities in Bosnia, understand elite rhetoric and actively shape reconstruction. Pickering's years of fieldwork—direct observation, interviews, and analysis of many surveys—has yielded a precise understanding of how ordinary citizens react to and influence peacebuilding programs in their neighborhoods, workplaces, municipal agencies, and other real-life social settings. The evidence suggests that international efforts to rebuild an inclusive Bosnia will be futile unless they pay sufficient attention to citizens' varying ties to ethnic groups, indigenous forms of civic activity, and the development of nondiscriminatory employment and responsive political institutions. While land and property problems exist in any society, they can be particularly exacerbated in conflict-affected settings – characterized by unstable security, weak governance, loss of proper documentation as well as the return of refugees and Internally Displaced Persons. Unless these problems are properly addressed, they can destabilize fragile political order and hinder economic recovery. Although tackling land and property problems is an important challenge for peace-building, it has been relatively neglected in recent debates about liberal peace-building as a result of the strong focus on state-level institution building, such as security sector reforms and transitional justice. Using rich original data from eight conflict-affected countries, this book examines the topic from the viewpoint of State-society relationship. In contrast to previous literature, this volume analyses land and property problems in conflict-afflicted areas from a long-term perspective of state-building and economic development, rather than concentrating only on the immediate aftermath of the conflict. The long-term perspective enables not only an understanding of the root causes of the property problems in conflict-affected countries, but also elaboration of effective policy measures for peace. Contributors are area specialists and the eight case study countries have been carefully selected for comparative study. The collection applies a common framework to a diverse group of countries – South Sudan, Uganda, Rwanda, Burundi, Cambodia, Timor-Leste, Colombia, and Bosnia-Herzegovina.
