It will be even more difficult for south European countries, from which emigration has levelled off and to which immigration has become a significant economic issue. Southern Europe is close to other regions where the pressure to emigrate is intense: these regions have a high level of unemployment, above the European Union average, and a large informal sector, often 15-25 per cent of their economies as a whole. This book analyses the southern European migration case using an economic approach. It combines a theoretical and an empirical approach on the fundamental migration issues - the decision to migrate, effects on the country of departure and country of destination, and the effectiveness of policies in managing migration. It also explores the transformation due to migration of southern European countries in the 1980s and 1990s.

Challenges to Globalization evaluates the arguments of pro-globalists and anti-globalists regarding issues such as globalization's relationship to democracy, its impact on the environment and on labor markets including the brain drain, sweat shop labor, wage levels, and changes in production processes, and the associated expansion of trade and its effects on prices. Baldwin, Winters, and the contributors to this volume look at multinational firms, foreign investment, and mergers and acquisitions and present surprising findings that often run counter to the claim that multinational firms primarily seek countries with low wage labor. The book closes with papers on financial opening and on the relationship between international economic policies and national economic growth rates.

Book excerpt: We develop and test a model of joint determination of the rate of economic growth and the results of presidential and Congressional elections in the United States. In our model, economic agents and voters have rational expectations. Economic policy varies as a function of control of the White House and the two-party shares in Congress. Politics affects growth through unanticipated policy shifts following the outcome of presidential elections. The economy influences elections as voters use past realizations of growth to make rational inferences about the "competency" level of the incumbent administration. Elections are also influenced by voters using their midterm Congressional votes to moderate the policies of the incumbent administration. The theoretical model is used to generate a recursive system of equations in which the dependent variables are the growth rate and the vote shares in presidential and Congressional elections. The theory implies several restrictions on the equations. Tests of the restrictions generally support the model; however, the results support the traditional view of naive retrospective voting as well as the "rational" retrospective voting posited in the model

The first summarizes data on Canadian emigration to the United States and the characteristics of Canadian residents of the US. The fifth essay takes up the question of the welfare significance of the international flows of skilled labour and develops a theory relating the Canada-US income gap to a knowledge gap between the two countries. The sixth essay develops an alternative approach to the same issue, with a focus on entrepreneurs. It points out the links between the available supply of talent for entrepreneurship and the productivity of new firms that entrepreneurs create and highlights the important issue of different degrees of mobility among different types of people. The seventh essay studies the effect of cultural clustering on immigration decisions using a sample of Organisation for Economic Cooperation & Development countries. The last essay discusses whether the North American Free Trade Agreement could be extended to cover free trade in labour.
