Pour éviter cet écueil, les auteurs proposent de faire de la gestion des compétences un objet stratégique à part entière. Des outils comme les référentiels métiers peuvent aider, mais ils ne suffisent pas, trop statiques pour s'adapter aux changements permanents. Les auteurs proposent donc une alternative qu'ils ont éprouvée dans de grandes entreprises : la démarche SPOC (Stratégie Processus Organisation Compétences). Fondée sur l'analyse des activités et des processus, celle-ci consiste à construire une représentation partagée des risques d'inadéquation entre les besoins en compétences d'aujourd'hui et ceux à court, moyen et long terme. Ainsi peut-on élaborer une vision prospective, construire des parcours, associer au changement des salariés bien formés, au bon endroit et au bon moment... La preuve en est faite par 4 interventions SPOC menées par les auteurs, décrites par le menu et illustrées par de nombreux outils méthodologiques.

In spite of their differences, these streams of research share some key theoretical principles: Their processual view of organizing as 'becoming', their emphasis on the key role of action and action meaning; their interest in the agential power of artefacts and objects; the exploratory and inquiring nature of organizing. This book argues that Pragmatist thought can contribute to those approaches offering some theoretical argument, both as a general intellectual orientation and as a conceptual toolbox. As a general attitude, Pragmatism develops a radical critique of all the dualisms which often hinder organization studies: Thought and action, design and utilization, decision and execution, reality and representation, to name a few. As a conceptual toolbox, Pragmatism can contribute and clarify key concepts for organization and management studies, such as inquiry, semiotic mediation, habit, abduction, trans-action, and valuation. However, Pragmatist thought is still little known by organization and management scholars and by reflexive managers. The proposed book aims at making pragmatist key notions accessible to them and applicable to theorize organizations and transform managerial practices.

Book excerpt: As the so-called Arab Spring has slid into political uncertainty, lingering insecurity and civil conflict, European and American initial enthusiasm for anti-authoritarian protests has given way to growing concerns that revolutionary turmoil in North Africa may in fact have exposed the West to new risks. Critical in cementing this conviction has been the realisation that developments originated from Arab Mediterranean countries and spread to the Sahel have now such a potential to affect Western security and interests as to warrant even military intervention, as France’s operation in Mali attests. EU and US involvement in fighting piracy off the Horn of Africa had already laid bare the nexus between their security interests and protracted crises in sub-Saharan Africa. But the new centrality acquired by the Sahel after the Arab uprisings – particularly after Libya’s civil war – has elevated this nexus to a new, larger dimension. The centre of gravity of Europe’s security may be swinging to Africa, encompassing a wide portion of the continental landmass extending south of Mediterranean coastal states. The recrudescence of the terrorist threat from Mali to Algeria might pave the way to an American pivot to Africa, thus requiring fresh thinking on how the European Union and the United States can better collaborate with each other and with relevant regional actors.
