This refers to the set of c- cepts which determines the delimitation among the totality of phenomena of those selected as objects of analysis’(Topalov 1979: 446). In this quote Topalov addresses the ‘fundamental illusion’ of empiricist research approaches: that objects of inquiry are self-evident givens. The rejection of this - piricist ‘illusion’constitutes the foundation of this thesis. This thesis modifies a c- textual social constructionist paradigm of inquiry and combines it with a feminist standpoint in the analysis of policies claimed to be aimed at reconciling paid - ployment and care work in Germany from 1998 to 2005. 1.1 Genesis of the study The present study developed out of three interrelated strands of our intellectual - riosity which evolved, triggered by an engagement with a discipline unique to the UK in its approach, Social Policy. First, in what can be described as a fruitful int- lectual adaptation process to a new discipline, an initial interest in welfare state transformation in Eastern Europe developed into a keen interest in family policies.

Book excerpt: The end of the Cold War and the bipolar era constituted a significant change in Germany's and Japan's foreign policy settings, granting both countries greater leeway to pursue policies divergent from Washington's strategy. This important book fills a gap in the existing literature by employing an explicitly comparative framework for analyzing and evaluating Germany's and Japan's post-Cold War regional foreign policy trajectories. Recent non-comparative studies diverge in their assessments of the extent to which the two countries' foreign policies are characterized by continuity or change, as while the majority of analyses on Germany find overall continuity in policies and guiding principles, prominent works on Japan see the country undergoing drastic change. Through a qualitative content analysis of key foreign policy speeches, this book traces and compares German and Japanese national role conceptions by identifying policymakers' perceived duties and responsibilities of their country in international politics. Further, through two case studies on missile defence policies and textbook disputes this study investigates actual foreign policy behaviour in order to question the assertion that post Cold War Germany and Japan are following very different paths. Book excerpt: Austerity has become the new principle for public policy in Europe and the US as the financial crisis of 2008 has been converted into a public debt crisis. However, current austerity measures risk losing past progress towards gender equality by undermining important employment and social welfare protections and putting gender equality policy onto the back burner. This volume constitutes the first attempt to identify how the economic crisis and the subsequent austerity policies are affecting women in Europe and the US, tracing the consequences for gender equality in employment and welfare systems in nine case studies from countries facing the most severe adjustment problems. The contributions adopt a common framework to analyse women in recession, which takes into account changes in women’s position and current austerity conditions. The findings demonstrate that in the immediate aftermath of the financial crisis, employment gaps between women and men declined — but due only to a deterioration in men’s employment position rather than any improvements for women. Tables are set to be turned by the austerity policies which are already having a more negative impact on demand for female labour and on access to services which support working mothers. Women are nevertheless reinforcing their commitment to paid work, even at this time of increasing demands on their unpaid domestic labour. Future prospects are bleak. Current policy is reinforcing the same failed mechanisms that caused the crisis in the first place and is stalling or even reversing the long term growth in social investment in support for care. This book makes the case for gender equality to be placed at the centre of any progressive plan for a route out of the crisis.
