Book excerpt: Although the ocean-and the resources within-seem limitless, there is clear evidence that human impacts such as overfishing, habitat destruction, and pollution disrupt marine ecosystems and threaten the long-term productivity of the seas. Declining yields in many fisheries and decay of treasured marine habitats, such as coral reefs, has heightened interest in establishing a comprehensive system of marine protected areas (MPAs)-areas designated for special protection to enhance the management of marine resources. Therefore, there is an urgent need to evaluate how MPAs can be employed in the United States and internationally as tools to support specific conservation needs of marine and coastal waters. Marine Protected Areas compares conventional management of marine resources with proposals to augment these management strategies with a system of protected areas. The volume argues that implementation of MPAs should be incremental and adaptive, through the design of areas not only to conserve resources, but also to help us learn how to manage marine species more effectively.

Book excerpt: America's ocean and coastal regionsâ€"which provide wildlife habitat, commercial fish stocks, mineral reserves, travelways, recreation, and moreâ€"are under increasing pressure as more and more people exploit marine resources, leaving environmental damage in their wake. Striking a Balance responds to the urgency for sound decision-making in the management of marine resources. An expert committee proposes principles, goals, and a framework for marine area governance, including new governance structures at the federal and regional levels and improvements for existing governing and regulatory systems. Recommendations include using toolsâ€"such as zoning and liabilityâ€"for resolving conflicts between users, controlling access to marine resources, and enforcing regulations. The book describes the wide-ranging nature and value of marine resources, evaluates their current management, and explores three in-depth case studies. It also touches on the implications of newer, more flexible, less hierarchical approaches to organizational behavior. Striking a Balance will be of interest to everyone concerned about marine resource management, especially federal and state marine managers and regulators, marine scientists and policy analysts, companies and organizations with interests in marine and coastal resources, and advocacy groups.

Book excerpt: This study focuses on the MPA network planning process associated with California’s Marine Life Protection Act (MLPA) in southern California, occurring between 2008-2009. This case study demonstrates the ongoing complexity of MPA planning efforts in balancing social and science goals and reinforces the view that public participation alone may not be sufficient in achieving the type of stakeholder support needed for successful MPA implementation. Using a qualitative approach, this research draws upon the field of public participation to examine the efficacy of the planning process from the perspectives of fishing, government, and environmental stakeholders. Findings reveal significant differences in perceptions among stakeholder groups. The fishing stakeholder group felt marginalized and expressed dissatisfaction with the process and the final MPA designations. The environmental and government stakeholder groups expressed a higher level of satisfaction, but were disappointed with the compromises that were made on the scientific criteria used for MPA design. The key factors that impacted stakeholder perceptions about the planning process and outcome were decision-making, influence, and transparency. Despite these findings, this study highlights a number of positive outcomes associated with capacity-building.

Available in PDF, EPUB and Kindle. Book excerpt: Few places in the world can claim such a diversity of species as the Gulf of California (Sea of Cortez), with its 6,000 recorded animal species estimated to be half the number actually living in its waters. So rich are the Gulf's water that over a half-million tons of seafood are taken from them annually—and this figure does not count the wasted by-catch, which would triple or quadruple that tonnage. This timely book provides a benchmark for understanding the Gulf's extraordinary diversity, how it is threatened, and in what ways it is—or should be—protected. In spite of its dazzling richness, most of the Gulf's coastline now harbors but a pale shadow of the diversity that existed just a half-century ago. Recommendations based on sound, careful science must guide Mexico in moving forward to protect the Gulf of California. This edited volume contains contributions by twenty-four Gulf of California experts, from both sides of the U.S.-Mexico border. From the origins of the Gulf to its physical and chemical characteristics, from urgently needed conservation alternatives for fisheries and the entire Gulf ecosystem to information about its invertebrates, fishes, cetaceans, and sea turtles, this thought-provoking book provides new insights and clear paths to achieve sustainable use solidly based on robust science. The interdisciplinary, international cooperation involved in creating this much-needed collection provides a model for achieving success in answering critically important questions about a precious but rapidly disappearing ecological treasure.
