The research helped to develop appropriate mechanisms for providing support to Farmer-Managed Irrigation Systems (FMIS) and the initiation of participatory irrigation management (PIM). The river basin studies helped policy formulation for integrated planning and management of water resources besides the methodological contribution through the development of appropriate tools for water management studies. It also contributed to enhancing the capabilities of agency officials and local researchers through their involvement in research activities.

Complicating matters, water is a flow resource; constantly changing states between liquid, solid, and gas, being incorporated into living and non-living things and crossing boundaries of all kinds. As a result, water governance has much to do with the question of boundaries and scale: who is in and who is out of decision-making structures? Which of the many boundaries that water crosses should be used for decision-making related to its governance? Recently, efforts to understand the relationship between water and political boundaries have come to the fore of water governance debates: how and why does water governance fragment across sectors and governmental departments? How can we govern shared waters more effectively? How do politics and power play out in water governance? This book brings together and connects the work of scholars to engage with such questions. The introduction of scalar debates into water governance discussions is a significant advancement of both governance studies and scalar theory: decision-making with respect to water is often, implicitly, a decision about scale and its related politics. When water managers or scholars explore municipal water service delivery systems, argue that integrated approaches to salmon stewardship are critical to their survival, query the damming of a river to provide power to another region and investigate access to potable water - they are deliberating the politics of scale. Book excerpt: Trans-boundary rivers between Nepal and India have long signified both cooperation and dispute. Though both countries are highly interested in mutual cooperation for the development of the shared rivers, their attempt to bring things to a successful solution has been hampered by debate. Several treaties and agreements have been signed over time by these countries, such as the Koshi Agreement, the Mahakali Treaty, the Gandak Agreement, etc. While some of these have generated positive outcomes, others are languishing, for reasons political rather than technical. Nepal is not able to harness its water resources, while India is seeking cooperation in order to utilise the shared water. Lack of trust, negotiations and compromise along with vested political interests have affected the degree of cooperation over shared rivers between India and Nepal. To make cooperation more fruitful, the two countries first need to build trust, identify the merits and demerits, compromise for the sake of the common good, share information with each other and implement the mutually agreed upon cooperation package. The essays in this volume bring together a spectrum of viewpoints on this issue. This volume is the outcome of an international conference on this subject organised by the Maulana Abul Kalam Azad Institute of Asian Studies, Kolkata (MAKAIAS) in collaboration with the B. P. Koirala India-Nepal Foundation, Embassy of India.
