Book excerpt: Energy Development and Wildlife Conservation in Western North America offers a road map for securing our energy future while safeguarding our heritage. Contributors show how science can help craft solutions to conflicts between wildlife and energy development by delineating core areas, identifying landscapes that support viable populations, and forecasting future development scenarios to aid in conservation design. The book frames the issue and introduces readers to major types of extraction quantifies the pace and extent of current and future energy development provides an ecological foundation for understanding cumulative impacts on wildlife species synthesizes information on the biological response of wildlife to development discusses energy infrastructure as a conduit for the spread of invasive species compares impacts of alternative energy to those of conventional development The final section calls for a shift away from site-level management that has failed to mitigate cumulative impacts on wildlife populations toward broad-scale planning and implementation of conservation in priority landscapes. The book concludes by identifying ways that decision makers can remove roadblocks to conservation, and provides a blueprint for implementing conservation plans. Energy Development and Wildlife Conservation in Western North America is a must-have volume for elected officials, industry representatives, natural resource managers, conservation groups, and the public seeking to promote energy independence while at the same time protecting wildlife.

Book excerpt: In the eight states of the interior West (Arizona, Colorado, Idaho, Montana, Nevada, New Mexico, Utah, and Wyoming), 260 million acres -- more than 48 percent of the land base -- are owned by the federal government and managed by its Washington, D.C.-based agencies. Like many other peoples throughout history who have bristled under the controlling hand of a remote government, westerners have long nursed a deep resentment toward our nation's capital. Rumblings of revolution have stirred for decades, bolstered in recent years by increasing evidence of the impossibility of a distant, centralized government successfully managing the West's widespread and far-flung lands. In This Sovereign Land, Daniel Kemmis offers a radical new proposal for giving the West control over its land. Unlike those who wish to privatize the public lands and let market forces decide their fate, Kemmis, a leading western Democrat and committed environmentalist, argues for keeping the public lands public, but for shifting jurisdiction over them from nation to region. In place of the current centralized management, he offers a regional approach that takes into account natural topographical and ecological features, and brings together local residents with a vested interest in ensuring the sustainability of their communities. In effect, Kemmis carries to their logical conclusion the recommendations about how the West should be governed made by John Wesley Powell more than a century ago. Throughout, Kemmis argues that the West no longer needs to be protected against itself by a paternalistic system and makes a compelling case that the time has come for the region to claim sovereignty over its own landscape. This Sovereign Land provides a provocative opening to a much-needed discussion about how democracy and ecological sustainability can go hand in hand, and will be essential reading for anyone interested in the West and western issues, as well as for all those concerned with place-based conservation, public lands management, bioregionalism, or related topics.

Available in PDF, EPUB and Kindle. Book excerpt: Issues like clearcutting, wilderness preservation, and economic development have dominated debates over public lands for years, yet we seem no closer to resolving these matters than we ever were. Martin Nie now looks at why there continues to be so much conflict about public lands and resource management-and how we can break through these impasses. Showing that such conflicts have been driven by interrelated factors ranging from scarcity to mistrust and politics, he charts the present status and future prospects of public lands management in America. Nie looks closely at two of today's most intractable conflicts: the designation of U.S. Forest Service roadless areas and management of the Tongass National Forest in Alaska. He uses these cases to investigate more inclusive issues about governing federal lands in the West, such as the contested use of science and litigation, lengthy planning processes, and controversial practices of Congress and the president in managing environmental disputes. Along the way, he addresses such other conflict areas as snowmobiles in Yellowstone, bear and wolf protection, fire and forest health, drilling in Montana's Rocky Mountain Front, and federal grazing policy. Nie emphasizes the complicated and often contentious interaction between the branches of the federal government as a major factor in misunderstandings. He particularly cites the problem of vague statutory language, which tells our public land agencies little about what they should be doing but lots about how they should be doing it. Nie reexamines this confusing body of law and policy, in which the rulemaking process wags the dog and agencies are caught in political quagmires, to show how the pieces fit-but more often don't. Throughout the book, Nie considers the factors that make some public land conflicts so controversial, revisits how they have been dealt with in the past, and proposes ways they might be better managed in the future. Eschewing the single-policy approach to public lands management-such as encouraging free markets-he instead surveys a diverse array of other available options. His big-picture outlook for the twenty-first century is a bold call for reshaping ongoing conflicts-and for reinvesting in our public lands.

Book excerpt: Analyzes efforts made by communities and policy makers around the world to push beyond conventional approaches to environmental decision making. Breaking Boundaries analyzes efforts made by communities and policy makers around the world to push beyond conventional approaches to environmental decision making to enhance public acceptance, sustainability, and the impact of those decisions in local contexts. The current political climate has generated uncertainty among citizens, industry interests, scientists, and other stakeholders, but by applying concepts from various perspectives of environmental communication and deliberative democracy, this book offers a series of lessons learned for both public officials and concerned citizens. The contributors offer a broader understanding of how individuals and groups can get involved effectively in environmental decisions through traditional formats as well as alternative approaches ranging from leadership capacity building to social media activity to civic technology.
